DEPARTMENT: MEAL
LOCATION: Sana’a
Report to: MEAL Manager 
Duration: 3 Months Renewable according to budget & performance

GENERAL JOB DESCRIPTION

MAIN PURPOSE:

To assist in operationalizing the FFA accountability, monitoring, and evaluation systems to facilitate effectively tracking, documentation and reporting of implementation progress to inform management decisions on Program performance and accountability to beneficiaries as well as the main task of develop of project indicator trackers, MEAL plans, data collections tools, surveys and assessment tools to meet the requirements of the different project aspects and activities of FFA (Food Assistance For Assets) projects.

DUTIES & RESPONSIBILITIES

Project of Management: 

  • Develop projects Indicator trackers and MEAL plans for the Cash for Work interventions in cooperation with the project manager.
  • Ensure regular follow-up and progress reporting on project indicator trackers and MEAL plans to the MEAL Manager.
  • Participate in BFD’s assessment, baseline, end-line, as instructed by the MEAL Manager/Project Manager.
  • As required, assisting in the development and improvement of the technical supervision plans.
  • Prepare the required monitoring checklists, and reflecting the key findings and follow-up issues of the field visits in a specific Field Monitoring/Evaluation Report template and follow-up essential issues with the concerned staff in a continuous process.
  • Conduct monthly performance analysis and presentations.
  • Implement BFD’s Complaints and Feedback Mechanism and ensure that BFD’s Accountability to Affected Population (AAP) approach is mainstreamed in all of projects’ activities.
  • Participate in developing MEAL department annual plans;
  • Develop and maintain databases when required;
  • Ensure proper data collection, entry, and analysis of projects;
  • Monitor data quality and keep tracking the progress of projects activities and supervise on the M&E assistants.
  • Review the performance of existing management information systems to help identify ‎potential modifications, improvement or information resources;
  • Collect, consolidate, review and analyze weekly reports to identify the causes of ‎potential bottlenecks in project implementation and to enhance the quality of performance and reporting;
  • Prepare & Review the monthly report on feedback and complaint mechanism of related BFD projects;
  • Ensure in the verification of data and complaints and provide advice;
  • Ensure all project staff understands and adhere to the project's logical framework, indicators, and goals.
  • Record lessons learned and good practice case studies from reviews and evaluations and communicate them to field team.
  • Supervise feedback and complaints mechanism log, analysis and verification process, reporting and follow-up cases until they are closed with the assistance of the M&E field district assistants;

Filed work: 

  • Conduct the monitoring field visits to the project locations in order to carry out technical monitoring, verify that the construction/rehabilitation works are implemented with timelines and according to the approved BoQs and national quality standards.
  • Lead Pre- and post-distribution monitoring for projects, if any;
  • Perform regular field visits to ensure the quality of activities implemented and data collected, and suggest ways for improvement;
  • Support the field team meetings and compile/ follow up on action-positive and timely feedback.
  • Provide a monthly performance report of the progress of projects to the MEAL Manager;
  • Perform other relevant tasks as required by the line Manager

Admin work: 

  • Promote positive team environment between various teams and MEAL at field offices project staff in different locations.
  • Maintain a proper electronic and hard archiving system of all related MEAL documents with the assistance of the field district assistants; 
  • Any other MEAL-relevant tasks could be requested by the MEAL Manager.

Health and Safety

  • The post holder must at all times carry out his responsibilities with due regard to the BFD policy, organization and arrangements for Health and Safety at Work.

Required Qualifications:

  • Experience: 1-2 years of work experience in NGOs especially in the management of M&E.
  • A Bachelor’s degree in Statistics or Engineering/Social Sciences or equivalent relevant field.
  • Very good command of English language (Speaking and writing skills);
  • Demonstrated experience in design of monitoring and evaluation work in the Emergency Food and livelihoods Program and CVA Programs or closely related field;
  • Experience in monthly, quarterly, end of project evaluation, M&E plan, etc as well as ability to produce informative reports;
  • Ability to use MS. Office, MS. Excel and PowerPoint in particular;
  • Strong experience in data collection and analysis tools such as Kobo Collect, SPSS;

  • A confident, flexible, and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours and/or over weekends, and to spend a considerable amount of time in remote field sites.
  • Understanding of and commitment to safeguarding, child safety, and protection from sexual abuse and exploitation principles.

Core Humanitarian Standards (CHs): The BFD workers must adhere to Humanitarian standards the values and principles outlined in BFD policy - Standards for Professional Conduct. These are Integrity, Service, Accountability and Equity. In accordance with these values, the BFD Employee and enforces policies on Code of Conduct from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity Anti-Retaliation
