Job Description

The Role

Activities Implementation,

  1. To supervise construction of water supply and sanitation facilities in Marib and any other site for which Oxfam will make interventions in water supply and sanitation services. The provided designs and action plans should be the basis for all construction works.
  2. Assist the Public Health Engineering team in planning and executing water & sanitation and construction components in the Humanitarian Programme in the following:
  3. Construction and/or rehabilitation of existing water distribution network in rural communities in Marib governorate.
  4. Construction/Rehabilitation of family latrines in Oxfam operational areas within Marib governorate
  5. Supervision of construction of school latrines.
  6. Organize community meetings and work closely with the community leaders
  7. Build good relationship with the local authorities and target communities.
  8. Raise programme related requisitions with full description of the items being requested and follow with logistic on delivery and quality of the materials.
  9. To prepare progress and situational reports, daily reports and BoQs and submit the same to the PHE Officer within agreed intervals. Details of the reports should conform to the agreed format.
  10. To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision-making around engineering issues.
  11. To ensure effective team spirit and working relations among Oxfam staff and the target community trough Oxfam’s public health activities.
  12. To be familiar with and abide by the INGO/Red Cross Code of Conduct and Oxfam International procedures.

What we are looking for

  • University degree in Civil/WASH engineering.
  • Two years practical experience working in Water and Sanitation in emergency relief programs. Should have a good understanding of Oxfam’s work in WASH in emergencies.
  • Practical experience working in WASH emergency relief programs with strong focus on community mobilisation and have the capacity of undertaking capacity building training, distribution, planning and reporting.
  • Strong communication and interpersonal skills.
  • Knowledge of different working standards and ethics including sphere and the WASH Cluster standards
  • Able to travel to remote rural areas including overnight staying, to work effectively under stress in emergency situations, and in a leadership role
  • Ability to present concise reports, reflecting the problems and possible solutions.
  • Experience of undertaking training sessions
  • Experience in planning, implementation, and documentation of distributions
  • A sound understanding of the importance of gender and participation in Humanitarian work.
  • Excellent skills in monitoring implementation of program activities.
  • Ability to work effectively under stress in emergency situations, in a leadership role
  • Knowledge of different working standards and ethics including sphere.
  • Ability to prioritize and commitment to meet deadlines.
