Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

  • Job Title:  Humanitarian Access and Security Head of Department
  • Location:  Sanaa- with frequent travels to the field.
  • Contract duration: 1 year with possibility of extension 
  • Basic monthly salary (taxable): 2803$ to 3349$ based on experience salary calculation (excluding other benefits offered by the organization)

Position Summary
Action Contre la Faim (ACF) is looking to fill the role of HAS HoD to be based in Sanaa, Yemen with frequent travels across the country where the field offices are located without any form of restrictions. The position is required to work closely with the Country Director in leading the safety and security of the mission portfolio in order to provide an enabling secured environment to allow ACF teams to be at the cutting edge of operational implementation in Yemen. The position will work with the country management team to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff, and advise on humanitarian access processes and approaches in close coordination with program teams. Under the supervision of the Country Director, the Access and Security Coordinator will analyze security trends, advise, update, and implement the ACF’s Security Management Plan. The position will streamline humanitarian access approaches in line with humanitarian principles, humanitarian needs and ACF’s strategy in country. The person in position will conduct onsite training for staff, facilitate the development and implementation of appropriate plans, standard operating procedures and contingency plans. S/he will provide expert humanitarian security and access advice to all levels of ACF staff in the country office including access negotiations and mediation, context and conflict analysis, advisories, and incident management.


Tasks and Responsibilities

Objective 1: Define and implement ACF security management system 

  • Collect and analyze security and political context information and support Field Coordinators / SLM / SLO for their context follow up and analysis; share analyses with the Coordination team, Regional Director and Regional Security Adviser;
  • Alert the Coordination team, the Regional Director and Regional Security Adviser on changes to the context and establish likely forthcoming scenarios subject to a pre-determined reporting mechanism and contacts within the mission and regional office; 
  • Animate the writing process of the mission security plan and design mission contingency plans;
  • Ensure – collaboration with the Country Director and the Regional Security Adviser - that security plan documents are up to date and meet the required ACF standard;
  • Ensure that the above security plans are effectively disseminated and put in place;
  • Contribute to senior in-country coordination mechanisms (SMT, HoD meetings etc..) to ensure that security is always taken into consideration by country level decision making bodies;
  • Monitor the implementation of security action plan, mitigation measures and procedures;
  • Evaluate the operational management of security and provide appropriate support to Logistics;
  • Understand programs and contribute to their design to make sure safety and security is included in them;
  • Develop within the country team the organization and skills for the management of critical incidents;
  • Manage incidents and crises in collaboration with Field Coordinators and the Country Director; as well as with any designated HQ Crisis Cell;
  • Supervise the incident reporting system of the mission, make sure corrective measures are implemented;
  • Provide the necessary guidance for assessment of new area of intervention;
  • Work closely with Human Resources team and Coordination team to ensure that relevant background checks are completed on new hires; 
  • Ensure sufficient funding,and budget management, for the correct staffing / equipping of the security team through participation in budget planning processes in collaboration with CD and other key stake holders such as Finance HoD, DCD Programmes etc

Objective 2: Design and develop ACF humanitarian access strategy 

  • Design, write and keep updated the ACF humanitarian access strategy and make sure it is on line with the program implementation strategy and security protocols;
  • Participate in negotiations on humanitarian access with all the involved actors (on request by CD / FC);
  • Establish a strong network with external stakeholders;
  • Capitalize all data in appropriate tools such as actor mapping;
  • Produce regular analysis notes on access specifying possible impacts on operations;
  • Plan, implement, supervise with the security managers trainings on access; ACF security policies for national and international staff; Humanitarian Principle, ACF Charter/Values;
  • Support Field Coordinators in access related issues.

Objective 3: Train and sensitize ACF staff aware on environment, safety and security procedures and rules 

  • Develop a sensitization plan for ACF teams on context and security situation in Yemen;
  • Ensure briefing plans for every new ACF employee (security rules & procedures); within 24 hours of arrival in country and provide confirmation of said briefings to Regional Team;
  • Build briefing plan for any new international staff including visitors (context; security rules & procedures);
  • Ensure that regular awareness sessions for ACF employees are completed (situation updates, security rules and procedures);
  • Organize / supervise specific simulation exercise / trainings for categories of employees as needed.
  • Ensure that deviations from the security plans are reported to the Country Director and in serious cases to the Regional Director and Regional Security Advisor;

Objective 4: Monitoring and Reporting

  • Compile and submit monthly security reporting that track incidents and trends within ACF’s area of operation. Submit contextual updates as needed to the Country Director (CD);
  • Work closely with the field teams in Field Offices to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately;
  • Collect and compile all security reports and submit to the Country Director;
  • Lead field teams in providing an effective risk analysis for each area of ACF current and future operations and support every Field Coordinator in designing their security management strategy and organization of their security management system (context analysis, security plan writing, operational security management, internal communication);

Objective 5: Team and Performance Management of Security team

  • Management of the National Security team;
  • Functional supervision of security team in the different bases including capacity building as well as contribute to the professional development of team members;

Required Qualification, Skills and Experience

  • Degree in a related field;
  • Expertise in current safety and security practices and issues affecting aid work globally;
  • Ability to work within a multi-cultural, multi ethnic team and have comprehensive knowledge of the context and challenges of operating in Yemen;
  • A minimum of 4 to 5 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing humanitarian security operations in the field;
  • Understanding the humanitarian principles, code of conduct and specific sub-sector work linked to NGO field and operations contexts;
  • Advanced knowledge in communications technology, including, satellite communications, cell phone mediums, etc;
  • Experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in an insecure environment;
  • Ability to adapt to needs and balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination;
  • Experience of incident reporting, incident mapping, compilation of security reports and assessments;
  • Facilitation skills to train and coach national and international staff;
  • Self-motivated with the ability to work autonomously in a highly stressful and challenging environment;
  • Proven skills in concise and succinct report writing;
  • Competency in Internet and Microsoft Office applications such as Word, Excel, PowerPoint, Access.
  • Excellent written and spoken English;
  • Commitment to the aims and principles of ACF. In particular, a good understanding of the ACF mandate and an ability to ensure this continues to underpin all aspects of the job.
