Job Description
DRIVER/MECHANIC (1 position)
Position status: Full time
Location: Ad Dahi Hospital – Ad Dahi District, Hodeida Governorate
Contract duration: 1-year contract with a probation period
Doctors Without Borders / Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organization providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.
Main Purpose
Transporting MSF staff, patients and materials under good safety conditions and responsible for the fleet maintenance and the appropriate use and maintenance of MSF vehicles, in accordance with MSF rules, standards and protocols in order to have the vehicles in optimal running conditions
Accountabilities
- As driver, performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules in order to provide a safe, smooth and efficient service. Responsibilities are same as stated in the Driver JP (as per attached).
- As mechanic, in charge of maintaining all MSF vehicles and generators, ensuring that they are in good working condition and that they have the necessary materials and equipment, such as tools, emergency box, radio, spare parts, etc. Tasks includes fixing minor mechanical problems and liaising with the Fleet Supervisor for major mechanical problems. Ensuring that staff have and uses the appropriate protective materials
- Maintaining up to date and accurate department stock cards and tracking the consumption and condition of products dedicated to MSF vehicles. Using materials according to MSF policies and procedures and in collaboration with the Supply Chain Supervisor, preparing the monthly LPO
- For the fleet management, responsible for planning and organizing the weekly check-up and service of the vehicles according to MSF policies and procedures. After every service, repair and check-up, completing the necessary documents, such as logbook, check-up sheet and monthly report. Reporting any mechanical breakdown to the Field Logistician
- Ensuring that all cars have the required papers and equipment (roadbooks, triangle, fire extinguisher, road triangle, spare oil, coolant, map, insurance driver licenses, matriculation, etc.)
- With the Logistics Manager, identifying training needed by the drivers and making appropriate recommendations regarding the appropriate trainer.
- Preparing monthly roster for drivers.
- Providing the field log with a monthly report addressing at a minimum, the progression of activities, the difficulties encountered and the plan of action for the coming months
MSF Section/Context Specific Accountabilities
Due to the nature of the context and the need of the position of the project the driver mechanic has to:
- To work hand by hand with the head of the drivers for each maintenace /servie /repairs needed for the vehicles and fully train him as a direct assisatant & backup in case of his absence.
- To perform a monthly training for the drivers/watchmen in the MSF standrard services as hand outs performance and develop their skills in this area for the proper operation of MSF activities at the project.
- To ensure with the support of the head of the drivers/head watchmen that the standard MSF daily and weekly checks for the vehilces and gens are done in the correct way and recorded in the log book assigned for it.
- To perform the MSF standards services for all MSF gensets at the proejct, keeping a good track of the sapre parts and the needed stcok of the tools and spare parts related.
- To perform regualr training in the gensets MSF standard services for the skilled labourers to be a bakcup in case of need at least 4 times per year and at each incidnet, new installation or abnormal repairs.
- To follow up or crosscheck the vehicles and gens service done by proivatre workshop are done according to the service type.
- To follow up the maintenances service for gens and cars. Submiting service request to the department on time. Liaise with head driver and radio operator to make sure the project will not have a gap on fleet.
- Check stock, equipment & tools, spare parts according to the protocols and under the instructions from the line and techincal manager.
- To report any issues with the fleet to the line manager and techncial manager with all possible means and on time.
- To conduct monthly technical meeting with both technical and line manager for the brief of the month in the mechanic sides with an action plan for the coming month.
- To keep close communication with head drivers, radio operator head watchman and the drivers.
- To keep an up to date hard and soft documtation available at the check of all line and techncial supervisors and managers.
- To propose/anticipate needed repairs, services with action plan and cost estimates when needed especially at the POA preparation and MYRs.
- To provide support for the logsitics department at any activity under the request from the line manager.
Requirements
Education: Essential literacy, desirable mechanic certificate
Experience: Minimum 2 years proven experience in mechanic
Languages: Essential English and Arabic.
Knowledge
- Essential good knowledge of the area of work and basic mechanics
- Essential: driving license and basic mechanic skills
