A)    Background/Justification:

To ensure that the needs of the affected population are realized in a harmonized, effective and timely manner, CLIENT  Yemen, being cluster lead of WASH, Health, Nutrition and Child Protection, in close consultation with the partners, has taken the lead on designing cluster operational strategy, based on the Humanitarian Needs Overview (HNO). The operational strategies are incorporated in the form of Yemen Humanitarian Response Plan (YHRP). Minimum SPHERE standards and indicators are adopted while designing the strategy so that the needs and basic rights of the children and women meet in a quality manner.
To cater with increasing information demand, the IMO will be responsible to facilitate and assist the implementation of the CLIENT  supported programmes, Enhancing the availability of reliable and predictable data; supporting programme monitoring in both development and emergency settings; supporting the measurement of progress made to achieve the planned objectives; compiling programme data in relation to availability of programme supplies; ensuring capacity development in addition to attending to urgent needs and responses and contributing to situational analysis, improving quality of service delivery and identifying gaps.

B)    Description of Tasks
    1.    Capacity building of CLIENT ’s Education Partners (Government, INGOs & Local NGOs) staff for managing sectoral information during implementation of the programme along with emergency response intervention through provision of technical guidance and on-the -job training of the implementing partners’ focal persons.
    2.    Capacity building of the service providers for proper handling of data at the field and establishing monthly reporting mechanism.

    3.    Developing the Education Information Management System (IMS) and preparing IMS training module.

    4.    Managing Education IMS till the time web version is in place, then start managing the Web based version and capacitate partners accordingly.

    5.    Ensuring reliability of Education IMS through setting up specific standards for data collection, flow and verification along with provision of required feedback to improve quality of service delivery.

    6.    Preparing and disseminate periodic Education IMS reports to implementing partners.
    7.    Generating and analyse Education IMS reports and identify and report on response priorities, gaps in assistance and areas that need additional interventions to improve quality of service delivery.
    8.    Updating progress against all education interventions using Output Tracking Tool based on inputs received from field colleagues and FO IMOs on a monthly basis.
    9.    Maintaining updated database for Education interventions by donor at school level.

    10.    Streamlining methods of information sharing, using internet, e-mail groups, written reporting, verbal feedback at regular review meetings in coordination with other implementing partners and/or field colleagues
    11.    Working with Ministry of Education (MoE) and its departments to maintain updated information concerning Education sector, e.g. EMIS data, conflict-affected schools, progress against RWP, etc.

    12.    Monitoring and updating programme log frames in consultation with the technical officers.

    13.    Perform any other tasks as required by Education Section.

C)    Deliverables
1.    Training of Education focal persons working with all partners on data collection, compilation, provision of on the job training and supportive supervision to ensuring timely delivery of the monthly statistics at governorates’ and agency-wise levels up to the districts and governorates’ sectoral offices.

2.    Operationalizing the Education Information System to generate data from all service delivery points / sites with 90% complete reporting and 90% timely reports submitted by 2nd week of the subsequent month.

3.    Generating statistical tables, graphs, maps and dashboards, analyze and follow-up on trends of specific education indicators.

4.     Collecting education-related data, facilitating data entry and analysis (as per the dummy tables and graphs developed by CLIENT  technical officers).
5.    Maintaining updated statistics concerning Education Sector at governorates and nationwide level.

6.    Providing end of assignment report on the progress made, main constraints/ challenges and recommend corrective actions within a week

7.    Updating numerical data as pertains to the relevant donor log frames quarterly.
8.    Producing monthly report of outputs for Education Section including progress against HPM indicators

9.    Providing monthly update to education cluster using 4W matrix and any other template or tool as needed and requested by the cluster.

10.    Providing updated inputs on progress of education projects for donor reporting, including tables, graphs and maps.

11.    Providing monthly updated donor mapping report at governorate, district and school levels and as requested by donor.

D)    Qualifications, Specialized experience and additional competencies




Qualifications required

What level of academic qualification is required, e.g. PhD, Masters, Bachelors, Diploma, High School certificate

  • University degree in Information Management System (IMS) or Computer Science or Statistics or related disciplines

Other qualifications

Are there other qualifications or certifications (e.g. NEBOSH) that may be required


  • Work experience with database management and analysis.
  • Experience with CLIENT  and/or the United Nations will be an asset.
  • Ability to work well with people and to give “hands-on” training on database maintenance is required.
  • Knowledge of information systems and databases, with an emphasis on user needs and requirements, database design, database distribution and map production using specialized software such as ArcView and Arc GIS.
  • Good organizational and planning skills.
  • Fluency in English and Arabic is desired.
