ABOUT DKH

Diakonie Katastrophenhilfe (DKH) is a German non-government organisation that renders humanitarian aid in 36 countries across the world. DKH supports people who are affected by natural disasters, war and displacement and who are not able to cope on their own in the emergency situation they find themselves in. The work is guided by the Humanitarian Principles and the Core Humanitarian Standards (CHS). It is DKH's approach to work through a global network of partner organisations. DKH is part of the Evangelisches Werk für Diakonie und Entwicklung e.V. (EWDE), one of the biggest welfare institutions in Germany.
DKH provides technical and other backstopping support to all partner organisations within its area of responsibility. It also continuously aims at increasing and further strengthening relations with local partners on the ground and building their capacities. 
DKH Yemen Country Office has been established towards the end of 2019. Currently DKH has six partner organizations (PO) and several interventions ongoing and in the pipeline for 2021.

While DKH is not planning to direct implement humanitarian projects, it wants to ensure that the partner organisations in Yemen have the administrative and technical capacities to implement their projects and programmes according to highest quality standards possible. DKH wants to ensure that the humanitarian response in Yemen is meeting expectations in all relevant aspects, that DKH can fully rely on the partner organisations, and an added-value becomes visible through the own presence on the ground.

PURPOSE OF ASSIGNMENT

The purpose of the driver is to drive DKH vehicles for official purpose safely by respecting the Yemen traffic regulations and DKH Policies, Standards and requirements. Driver responsibility, guidelines, performing routine maintenance, assist on logistics activities as assigned by line manager and always making sure the vehicle is clean and in good condition. It is essential that the driver at all times demonstrates reliability, punctuality and discipline while performing his duties, has good communication skills and the ability to work on his own initiative in a timely manner. This position will be based in Aden with frequent travel field. The driver will report to Logistic and Security Manager or his acting. 

WORK CONTEXT

DKH Yemen has set-up office in Aden. A core team of 14 staff are currently working, and other recruitments are ongoing or will be initiated shortly. Specifically, within the Logistic and Security department recruitment will start for Light vehicle Driver.

TERMS OF REFERENCE & Scope of Work

• Location: Aden with frequent travel to the field and in particular the AA-funded intervention in Shabwa (Other current project locations include: Marib; and upcoming: Taiz ,Hodeida, Amran ,Dhamar and Sana’a) and Western coast as well.
• Period:  One year, extendable based on the fund availability 
• Reporting: The Driver is working under the supervision of DKH Yemen Logistic and Security Manger.
• Internal: Liaise with GFFO Program staff at the first stage and with admin and Logistic departments or Procurement.
• External: Liaise primarily with the governmental offices like MOPIC, Immigration office, Ministry of  Social Affairs and Labor

Responsibilities:

• To operate DKH vehicles as directed by the Logistics and Security department.
• To assist the logistics department in travel and Fleet Management.
• To assist the logistics department in Procurement processes, and quotations collecting.
• To assist the admin and liaison department in MOPIC, Immigration office and Ministry of Social Affairs and Labor 
• To maintain high standard of service to both internal and external guests.
• To ensure punctuality and safe transport.
• To observe the road, traffic laws and regulations of Yemen.
• Ensure that safe driving practices are adhered to including local driving codes and internally agreed standards.
• Reports any vehicle accidents or damage to the logistics and security department.
• Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities to facilitate smooth and safe entry and arrival to the authorized destinations.
• Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status, to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
• Responsible that the assigned vehicle is kept clean and in a good condition including all equipment, the maintenance is done on time, vehicle is fully equipped with required travel authorizations and supplies, and any mechanical issues are reported to the supervisor to ensure safe and efficient services.
• Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward.
• Outside driving duties, perform basic office related tasks such as filing, photocopying and maintaining stores when required including delivery/collection of various items, mailing service and payment of office telephone and other bills to ensure administrative support to clients
• Performs any other related duties requested by the supervisor.

QUALIFICATION, EXPERTISE AND SKILLS

• At least 5 years of related work experience, particularly with international NGO preferred.
• Minimum of certificate in driving related course or basic vehicle mechanics
• Graduate degree or any other equivalent qualification.
• Valid Driving License.
• Able to travel to the field and work in remote areas for extended period of time 
• Be in good health
• Able to speak and write Arabic is essential and basic English is preferred 
• Experience in a similar position an asset.
