Program Title: Emergency multi-sector response for Yemen in Ibb and Taiz Governorates

The proposed project aims at an integrated multi-sector response within Ibb and Taiz governorates, further building on the achievement of the previous OFDA funded action: ‘Emergency protection and WASH assistance for conflict affected populations in Dhi Al-Sufal and Al-Sayani districts, Ibb governorate’.  The new intervention aims at enlarging the geographical coverage area in order to address specific gaps and needs, with particular attention to South Taiz, considering the high concentration of IDPs and the limited humanitarian presence in this area (especially for protection). The project provides for protection services (prevention and response), combined with nutritional care and treatment for CU5 and PLW suffering from acute malnutrition, and with WASH services for conflict affected communities.

The M&E officer, based in Sana’a, but covering also in others project location, is independent from the project activities team and reports to the PM, protection coordinator and Head of Mission at the same time, permitting immediate alert and action in case of complaints and grievances.                                                                       

Main Responsibilities:

  • Manage the complaint line: provide timely and appropriate answers to beneficiaries’ questions; refer beneficiaries to Activity Coordinator and or other relevant staff when follow up is needed; report immediately to the PM and the Operational Risk Assessment Officer any threat or risk of fraud; fill complaint line monthly reports;
  • Develop and implement M&E plan of project to generate regular information related to progress of the project;
  • Develop common indicators for data collection, design data collection tools/ templates, and assist for regular data collection/generation process;
  • Collect, check, verify and compile data from the field as stipulated in the M&E plan;
  • Provide technical support to staff members for all M&E related activities;
  • Work closely with implementing team for enhancing their capacity for proper data collection and reporting.
  • Review field level assessment reports, baseline studies and evaluation reports.
  • Conduct regular monitoring to project's interventions to insure the quality delivery of inputs and contribute for generating expected results, including extensive field visits and FGDs for verification on the quality of the activities carried out, using M&E questionnaire and methodology
  • Provide the beneficiaries with detailed and correct explanation regarding the PDM/verification;
  • Respect the reporting time lines and case load to be assessed per day/week;
  • Respect the total confidentiality of the data collected;
  • Ensure to never speak about data out of the survey project and security of the records and files;
  • Prepare monthly plans with the Project Manager for conducting PDM and M&E;
  • Write reports on demand of the Project Manager, Protection Coordinator and Head of Mission;
  • Be committed to participate to any other task in order to achieve the project overall objective;

Studies & professional experience:

  • Hold a BA in social sciences or any other related field;
  • Demonstrated familiarity with NGOs work in general in designing, implementing and overseeing M&E related task

Most relevant other requirements:

  • Ability to make analysis and develop plan;
  • Experience of quantitative and qualitative data collection and analysis.
  • Excellent computer skills (proven computer literacy especially, PPT, Word, Excel);
  • Readiness to commit and adhere to the values, mission and vision of INTERSOS;
  • Initiative, flexibility and willingness to learn;
  • Ability to work under time pressure, independently, and with limited supervision;
  • Stress-resilient and ability to cope with tight deadlines and complex problems;
  • Capability to establish good and respectful contact in order to ensure the quality of interviews;
  • Very good Interpersonal and Diplomatic Skills in client/beneficiaries-facing situations;
  • Ready to move in remote areas in Yemen;
  • Native Arabic – Advance written and spoken English will be an asset;
