Job Description

A National Consultant for a Development of a Plan of action to Reduce Violence Against Children and other Child rights vulnerabilities
Purpose    Consultancy to develop Costed Plan of Action to Reduce Violence Against Children and other Child rights vulnerabilities 
Location    Aden
Duration    6 months

1.  Background/Justification 

The humanitarian crisis in Yemen is the worst in the world. As the conflict continues into its sixth year, Yemen continues to face a severe protection crisis, with serious risks to the safety, well-being and basic rights of children. The situation for children was already dire before the crisis, and security challenges, conflict and widespread poverty have led to the further breakdown of family protective mechanisms, hence damaging the lives of children, and threatening the realization of children's rights. 

The Monitoring and Reporting Mechanism (MRM) has yielded evidence on verified grave violations related to child protection  . From March 2015 to July 2020, the United Nations has documented and verified 3,175 children killed (2,210 boys; 916 girls; and 49 unknown) and 5,727 children injured (4,172 boys and 1,555 girls). Mines and unexploded ordnances continue to be the fourth major cause of child casualties, and something which continues to need to be addressed through mine risk education/awareness. 

The conflict has destroyed infrastructure, eroded social cohesion and community stability, and damaged livelihoods and employment opportunities. In the absence of meaningful employment and means of self-reliance, there has been an increase in negative coping strategies with reported increases in begging, child labour, child marriage and child recruitment into armed forces and armed group. 

Moreover, the conflict exacerbated the situation of children in detention. There is a significant gap between international standards (the age of criminal responsibility is seven years) and community constructs around protection and the age at which children are perceived to be mature. This has translated into a range of harmful practices including arbitrary detention of children, lack of lagl aid, limited access to diversion and reintegration program and lack of awareness on access to justice.

Based on the last Demographic Health Survey (DHS) carry out in Yemen in 2013 highlighted that 31% of children were registered at birth and only 16% of children have a birth certificate. 

In Yemen, child protection system is characterized by insufficient qualified human resources, limited child protection statutory services, lack of child legislation protecting children from all forms of violence and harmful practices such as child marriage, child recruitment, corporal punishment, and female genital mutilation. In addition, there is a continued need to improve the quality of child protection services for girls and boys and increase the case management capacity to provide one on one support for children based on their specific needs.

In 2019 UNICEF conducted situation analysis and found that the key deprivation that children face in Yemen on child protection is their right to protection against violence, exploitation, abuse, and harm.  

Violence, exploitation, abuse, and harm against and of children occur in all groups, in all settings including the home, the school and in the community and affects children of all ages in Yemen. Children who experience one form of violence, abuse, exploitation, or harm are likely to experience other forms of protection violations. In particular, the child protection concerns that were identified relate to the high number of: 
-    Children who experience physical violence; 
-    Children who are married before the age of 18; 
-    Children who are not registered at birth; 
-    Children who are in conflict with or contact with the justice system; 
-    Children who are at risk of or associated with armed actors.
-    Children killed or maimed as a result of air strikes, shelling, ground fighting
-    Children killed or maimed as a result of mines, UXOs and ERWs

To address these deprivations, UNICEF’s is planning to support MOSAL on the development of Costed Plan of Action on Child protection. The plan will outline the overall child protection strategy to prevent and respond to violence against children. The plan will be guided by the following two main domains: (i) all children grow in protective environment (prevention), and (ii) children experiencing violations receive services to prevent recurrence and ensure care, support, and justice (response). The first domain seeks to ensure there is protective environment in place to prevent the right of children to protection being violated and ensure their well-being and development; the second to ensure that should that happen, that the obligation to ensure there is systematic and comprehensive response to their situation is met.

This consultancy will be led by the Ministry of Social Affairs and jointly coordinated with all stakeholders involve in child protection system including Ministry of Justice, Ministry of Interior, Minister of Education, Minister of Human Right, Minister of vocational training, and other relevant sectors. The national expert based in Aden will work closely with an international consultant and technical team based in Aden and in Sanaa. He/she will facilitate coordination meeting among the stakeholders and provide technical support and guidance to relevant ministries and partners as well as supervise and monitor the implementation of relevant activities. The national consultant based in Aden will benefit from additional support provided by an international expert.  

2.    Purpose

The purpose of this consultancy is to support the Government of Yemen in developing a costed Plan of Action on Child Protection, including assessing the capacity of the Minister of Social Affairs to effectively lead its implementation, coordination and Monitoring and evaluation. 

3.    Expected deliverables 

The Consultant will be reporting to director of MOSAL and the Child Protection Specialist in Aden.  Office. Monthly reports will be submitted with main progress achieved, risks and mitigation of these risks, main recommendations, and next steps for the following months.  The main milestones are as follow: 

  • To collect data through interviews with keys informant from MOSAL, M. Justice, M/Interior (Civil registration Authority) and civil society, desk review on child protection risk and deprivation
  • Collect data on existing child protection system in place in terms of laws, policies, standards, programme, and services in place in the country.   
  • Organise focus group discussion with right holders on child protection risks and issues from their perspectives
  • Coordinate with MOSAL to organise meeting and workshop with the joint inter-ministerial committee
  • Ensure to prepare minute of all workshop and follow up/close on recommended actions 
  • Work closely with the international consultant to develop the data collection tools, and validate the different milestone of the consultation
  • Provide technical assistance to MOSAL in the management of the entire process of the development of the Plan of Action on child Protection

4. Duration and cost

Six months starting from Dec 2021.

5. Consultant Requirements:

The consultant must demonstrate the following:

  • Experience in Child Protection/CRC principles in general, mapping and assessment of child protection system  
  • Experience in facilitating coordination mechanism with a wide range of stakeholders 
  • Advanced university degree in social work, social science or related field
  • Strong analytical and facilitation skills
  • Fluency in written and spoken English is required.
