Mission and objectives

The International Maritime Organization (IMO), is the United Nations specialized agency with responsibility for the safety and security of shipping and the prevention of marine and atmospheric pollution by ships. As a specialized agency of the United Nations, IMO is the global standard-setting authority for the safety, security and environmental performance of international shipping. Its main role is to create a regulatory framework for the shipping industry that is fair and effective, universally adopted and universally implemented.

Context

This assignment is with a multi-year project under IMO’s Maritime Security Section, Maritime Safety Division, to assistant the project on Enhancing Port Security and Regional Dialogue in the Red Sea Region, which IMO is implementing with UNODC and INTERPOL, via funding from the EU.

Working under the immediate supervision of the Programme Manager, Global Maritime Security Programme, the UN Volunteer Expert will carry out a variety of duties to support Yemen in planning for and implementing activities under the above mentioned project.

Task description

Working in close collaboration with the Project Manager, DCoC and the Project Officer, Training, Red Sea Project, within the delegated authority and under the supervision of the Programme Manager, Global Maritime Security Programme or his/her designated mandated representative(s), and overall supervision of the Head, Maritime Security, the UNV (Expert) Project Liaison Officer will:

1.Act as IMO Focal Point for day-to-day liaison with Government Ministries and Agencies, industry and academia for the EU-funded project on Enhancing Port Security and Regional Dialogue in the Red Sea Region in Yemen.

2.Assist the Maritime Security Section with the day-to-day management of programme activities related to project activities in Yemen.

3.Contribute to the planning and implementation of project activities in Yemen.

4.Provide support to monitoring the programme implementation against the programme work plan and indicators, including the preparation of periodic programme activity, progress and status reports (including performance and evaluation reports) as stipulated in the programme document and relevant grant agreements.

5.Identify problems related to programme implementation and recommending corrective strategies and actions.

6.Assist in organizing programme evaluation in line with IMO policy and procedures and as per the agreed programme document and relevant grant agreements.

7.Carry out basic research on selected aspects of the programme, operations and related activities, which includes collecting, analyzing and presenting statistical data and other information gathered from diverse sources.

8.Accompany IMO staff and/or experts in local field missions, by providing substantive and administrative support and data collection.

9.Raise any issues that could impact on project delivery with the Project Manager (Djibouti Code of Conduct) in a timely manner and make recommendations as to how these issues could be addressed.

10.Represent IMO as a member of the Project team, proactively providing expert input into discussions and helping to keep the project on track for delivery.

11.Represent IMO in meetings with Yemen Government officials, industry and academia, actively contributing and helping to steer meetings towards a successful outcome and producing accurate meeting notes in a timely manner.

12.Perform any other duties as required for the efficient delivery of the Project.

  • Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

  • 15 years of experience in of professional work experience at the national and/or international level in government maritime Administration;
  • Good knowledge and understanding of theories, concepts and approaches to maritime safety and Security;
  • Ability to identify issues, analyse and participate in the resolution of issues/problems;
  • High degree of initiative, accuracy and attention to detail; ability to work effectively with minimal supervision;
  • Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results;
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

Living conditions and remarks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
