Job Description

JOB TITLE    WASH Officer
DEPARTMENT    Program 
LOCATION    Marib
Duration    Until 31 Dec 2021 Renewable according to performance

MAIN PURPOSE:

The WASH Officer will work to ensure that water, sanitation, and hygiene project are implemented effectively, professionally, and in accordance with the culture and practices of the local population. The WASH Officer will report to the Project Manager. This position is based in Marib and entail travel to the field. The salary will cover all expenses related to the position including 18% social security and around 15% Income tax.

DUTIES & RESPONSIBILITIES

WASH Programming:

  • Supervise on the daily implementing tasks and activities including direct supervision on WASH technical Engineer/ Supervisors to assure accurate implementation of WASH intervention. 
  • Ensure the availability of accurate, complete and up-to-date information required for effective WASH program design, implementation, management, monitoring and evaluation at district and governorate levels. 
  • Support WASH team to design and conduct the district, IDPs camps and health facilities level water, sanitation and hygiene related events and provide technical and professional support for WASH field team to organize WASH related training, orientation, workshop.
  • Develop detail implementation plan and ensure that project is being implemented according to budget, time and quality parameters of BFD.
  • Contribute to monitoring, evaluating and documenting progress of program implementation against indicators are being followed as overall program management progress monitoring against project proposal logical frameworks.
  • Coordinate with Project Manager and other officers for technical advice, integration of Health and CVA components with other project thematic interventions during planning, designing and implementation. 
  • Coordinate and organize the process of review and joint monitoring of WASH project with government counterparts and relevant stakeholders for review and monitoring of WASH project to ensure achievement of objectives and attainment of high-quality interventions. Recommend corrective actions when necessary to meet the objectives. 
  • Monitor and ensure functionality of Water projects/HFs, including improved water sources, latrines and hand washing facilities.
  • Actively represent BFD by attending cluster/coordination meetings relevant to WASH.
  • Ensure gender equity and social inclusion in all aspects of WASH interventions.
  • Contributing to the preparation of internal and external reports including regularly reports, expenditure reports and projection plan. 
  • Facilitate the process of capturing, documenting and disseminating project experiences, achievements, good practice as lesson learnt, case studies, Success stories and progress reports related to WASH.
  • Identify and report challenges to remove any obstacle that might arise during project implementation.
  • Accomplish all related tasks through ERP System.
  • Accomplish the other necessary activities related to the office and program and tasks assigned by the Supervisor.

Coordination

  • Coordinate with relevant local authorities; MoWE, LWSC and GARWP, community leaders, and other relevant local NGOs in the implementation of the WASH project.
  • Assist WASH team to coordinate and engage with key WASH partners (especially LWSC and GARWSP) and other stakeholders and ensure their participation at different stages of project implementation as required.

Admin work and Manage Staff

  • Follow up on procurement of supplies and stationary for the project activities as procurement policy;  
  • Follow up staff Attendance and Review Time sheet.  
  • Promote positive team environment between various teams and project staff in different locations.
  • Work as a WASH team member and maintain smooth coordination and communication with other projects’ staff members. 
  • Provide technical and operational support to on WASH technical Engineer/ Supervisors and ensure that WASH team understand their responsibilities and their tasks.
  • When requested, conduct a training for the staff according to the need in related WASH program Sops.
  • Ensure staff are trained to the appropriate international standards.
  • Prepare any plan for Training and any payments.

Monitoring, Evaluation and Accountability and Quality

With support from the MEAL team, Project Manager

  • Conduct regular visits to project sites to provide technical guidance/support and identify issues that need timely action and support at different levels
  • Actively monitor WASH project activities at site level, ensuring quality of BFD’s programme, reporting and flagging concerns to project Manager.
  • Help in building the Baseline and Endline survey, components with MEAL team.
  • Ensure that communities are regularly involved in all phases of the programming

General

  • Comply with BFD policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Perform any other tasks asked by supervisor

Required Qualifications:

  • Bachelor’s degree in Engineering or its equivalent. 
  • Minimum 2 years of previous experience in the humanitarian work.
  • Previous experience of supervising staff
  • Previous experience with similar projects.
  • Excellent in communication skills in both English and Arabic; ability to communicate strategically under pressure
  • Self-motivated, results-driven and excellent sense of organization
  • Excellent writer – ability to develop high quality reports and accurately analyze M&E data
  • Excellent interpersonal and negotiation skills
  • Ability to exercise sound judgment and make decisions quickly and independently
  • Extremely flexible, and have the ability to cope with stressful situations.
  • Ability to relate to and effectively motivate staff
  • Ability to represent the Agency in high level meetings with donors and local government
  • Proficient in computer applications, especially with Word and Excel, PowerPoint a plus.
