Terms of reference for hiring a consultant / consultancy firm for the mid term review (MTR) of the Strategic Plan 2016-2020

About Yemen Red Crescent Society

Yemen Red Crescent Society (YRCS) was established in 1968 as part of the International Red Cross and Red Crescent Movement. The YRCS is a voluntary humanitarian organization, which works to alleviate the pain and suffering of society members without discrimination in times of peace and war, during natural and man-made disasters. The YRCS operates independently thought the country as an aid organization for official bodies in the filed of humanitarian services in accordance with the provision of the Yemeni Constitution, the Geneva Convention and the fundamental principles of the Red Cross and Red Crescent Movement.

Background

The YRCS launched its Strategic Plan 2016-2020 in the end of 2015, which has built a platform and clear direction during the last few years.  Following strategic objectives are outlined for the 2016-2020 under the YRCS current strategic plan:

  1. To establish and maintain governance systems, policies and processes at all levels to prepare for and lead the organization to the next level.
  2. To develop and maintain a dynamic and strong organization capable of delivering the humanitarian services to the vulnerable people.
  3. To work towards achieving long-term financial sustainability of YRCS.
  4. To improve the overall health status of the vulnerable people in the YRCS operational areas.
  5. To provide timely and effective humanitarian services to the people affected by natural and man-made disasters across the country.

Since 2018 already passed, the YRCS has started the process for the Mid-Term Review (MTR) of its Strategic Plan 2016-2020, which will further guide the YRCS on achievements against the strategic objectives, challenges and way forward for improvements. The YRCS has established Steering Committee to monitor and support finalizing the MTR report, and Working Group to plan and proceed with implement the outlined tasks. The plan is also to conduct a workshop to review the strategic plan.
Given these developments, the YRCS has identified the need to review the implementation of the 2016-2018 strategic plan to identify and document the achievements, challenges, strengths, weaknesses, opportunities, threats and constraints, and then use these findings to inform the development of a MTR report that is well-aligned to the YRCS Strategic Plan 2016-2020, IFRC Strategy 2020 and Sustainable Development Goals (SDGs).

Objectives

Overall objective of this consultancy is to support the planned MTR of YRCS’s Strategic Plan 2016-2020 process and develop MTR review report and support in developing PowerPoint presentation on the MTR for the YRCS.

Specific objectives are:

  • Support YRCS in compiling annual reports 2016-2018, inputs from the departments, branches and the Movement Partners into a MTR report format, aligning the strategic objectives.
  • Identify strengths, weaknesses, opportunities, threats and constraints in the implementation of the current strategic plan to inform the development of the new strategy

Scope of work

The scope of work for the Consultancy will include but not limited to:

  • Review relevant YRCS documents including policy documents, reports and all publications, inputs from branches & departments on the questionnaires, and the IFRC Strategy 2020, SDGs and other related documents
  • Support in capturing key elements from the interviews of some board members, program staff, Movement partners, and other stakeholders (interview will be taken by the YRCS comms)
  • Assess and analyze data, and review achievements and challenges against strategic objectives, strengths, weaknesses, opportunities and threats
  • Review YRCS’s vision, mission, core values, and strategic objectives
  • Draft and finalize (to-gather with the Working Group) the MTR report and present it to the YRCS Steering Committee for approval (English and Arabic)
  • Design relevant tools for the monitoring and evaluation of program implementation

Methodology

The consultant / consultancy firm will employ qualitative and quantitative (where applicable) methods to gain information and perspective from appropriate documents and selected stakeholders. Methods should include but not limited to review individual interviews, and direct observation. The consultant / Consultancy firm will review relevant program documents and reports, publications and inputs from the branches and departments on the questionnaires. The process and questionnaires are already defined by the YRCS. The YRCS soon will receive inputs from the branches and departments. The major work for the consultant / consultancy firm will be to compile that information.

Deliverables

a. Final MTR report that includes (both in English and Arabic)

b. PowerPoint presentation based on the MTR report (both in English and Arabic)

Duration

The consultancy will start as soon as possible and is expected to end by the 25th of March 2019 (1 month), in line with the MTR process schedule (refer annexure-A). Working duration will be proposed by the consultant / consultancy along with their proposal.

Budget and payment

To limit costs, all reports, publications, inputs on the questionnaires from branches, departments and partners will be provide handy to the consultant/consultancy. The consultancy will include time to time meeting with YRCS Working Group, YRCS OD department as well as IFRC OD delegate and attend the MTR workshop on 11-13 March. This means the only costs of this consultancy will be based on the task completed.

Eligibility of the consultant / consultancy firm

YRCS will consider the following aspects in selecting the consultant / consultancy firm to support in this MTR:

  1. A very good knowledge of YRCS activities and services
  2. Experience in strategic planning and management
  3. Experience in evaluating / reviewing projects that deal with the issues of governance, transparency, aid accountability, aid effectiveness, advocacy, networking and collaboration and capacity building.
  4. Experience in participatory methods of research, gathering and synthesizing the perspectives of various stakeholders and resource persons
  5. Fluent in English and Arabic (both written and verbal)
  6. Some background in the financial analysis will be an advantage.

Competence and selection of the consultant / consultancy

The consultant / consultancy / reviewer(s) will be selected through competitive bidding in accordance with prevailing regulations and walk-in interview. The selected Reviewer/s should comply with the following qualifications:

  • Professional work experience in conducting evaluations and reviews of institutional and capacity development projects and programmes
  • Relevant educational background and training in evaluation
  • Broad knowledge of bilateral and multilateral development cooperation
  • Knowledge of Financial Management and the work of YRCS
  • Fluency and exceptional drafting and reporting skills in English is required. Proficiency in Arabic is desirable.

The Contract will be awarded to the tender offering the best value for money, which will be the one with the best price-quality ratio, considering the criteria listed in the evaluation matrix below:
