Action Contre la Faim currently operates in 46 countries including Yemen globally and conduct programs in nutrition, food security, health, water and sanitation.

JOB TITLE : WASH Supervisor – Alkhokha –Base opening

Department: WASH

Location: AlKhokha –Base opening

Duration: 14th October 2019

Overall objective of position:  Conduct the implementation of water supply and sanitation infrastructures, and Hygiene promotion activities that can be implicated in its quality of construction/ rehabilitation its impact analysis and its integration.

MAIN RESPONSIBILITIES:

Objective 1: Prepare and keep the lists of beneficiaries up to date:

Activities:

  • Participate on need and impact assessment.
  • Ensure that beneficiaries are informed of the vulnerability, selection, targeting and registration procedure;
  • Input and up-date beneficiary data; For Hygiene and water and sanitation facilities.
  • Prepare lists and beneficiary/distribution cards.
  • Prepare the list of water committees and water point beneficiaries.
  • Ensure adherence to selection and targeting criteria.

Objective 2 : Develop strategies to promote hygiene promotion:

Activities:

  • Organize community visits (including in HF sites) to identify the deficiencies in terms of hygiene and the use of water ;
  • Participate in the elaboration of courses adapted to the promotion of hygiene with the Programme Managers.
  • Elaborate teaching tools (IEC materials) adapted to various levels of the population.
  • Apply the methodologies and technical guidelines defined for community hygiene promotion
  • Elaborate a schedule of awareness raising activities ;
  • Participate in evaluation missions and in the distribution of hygiene kits ;
  • Check the advancement of activities and the impact of  the sensitizing sessions ;
  • Ensure water analysis: physical, bacteriological and chemical analyses done properly.
  • Collect and compile the analytical reports for the water quality results

Objective 3 : Implement the project’s water and sanitation activities :

Activities:

  • Organize information meetings with community members on technical aspects: use of water points, maintenance and repair of pumps, how to obtain spare parts.
  • Evaluate the quantities of equipment and materials (BOQ) required for the worksites ;
  • Determine the quality of the required equipment and materials ;
  • Supervise the quality of contractors work and efficient material usage.
  • Manage the advancement of the work within agreed timeframes
  • Ensure work is completed as agreed within the contract.
  • Ensure that water samples are taken at water points (in communities and OTP sites);
  • Ensure water analysis: physical, bacteriological and chemical analyses done properly.
  • Collect and compile the analytical report from the water quality technician.
  • Evaluate and advice the Program Manager on project needs (HR, financial, logistics).
  • Identify and anticipate problems or constraints.
  • Follow the project’s advancement by regular field visits ;
  • Propose solutions or improvements for better performance of the project and the field teams;
  • Write activity weekly report and contribute to the monthly report.

Objective 5: Organize and supervise the project team & reporting and Represent the Organization when liaising with its partners.

Activities :

  • Assist in training, assessing, promoting the team.
  • Organize the work of the team: optimize the distribution of tasks according to the members’ potentials.
  • Preparation and regular follow up of team’s work schedule according to assigned tasks.
  • Ensure technical support to the team.
  • Weekly report and contribute to the monthly report.
  • Evaluate and advice the Program Manager and the deputy program manager on project needs (HR, financial, logistics)
  • Explain the project’s activities and objectives to partners and the population.
  • Develop contacts with partner, community leaders and key stakeholders to explain and promote the project.
  • Act as a link between the Organization and the partner.

Requirements & Skills:

QUALIFICATIONS

  • Bachelor’s degree in civil engineering

SKILLS & EXPERIENCE

  • At least two years relevant professional experience in the WASH field preferably with international organization.
  • Capability to appraise water supply and sanitation facilities determining current status, needs/gaps, improvements needed,
  • Professional skill in needs identification, costs estimation  and BoQs preparation,
  • Skills in excel analysis and data base management,

ESSENTIAL

  • Proven ability to manage a team.
  • Good report writing and interpersonal skills
  • Experience in WASH in Emergency/Health Facilities infrastructures development would be a distinct advantage.

PREFERRED

  • Good Knowledge of the project area.
  • Coordination skills

Conditions:

  • Level of the position: Technician
  • Basic salary in accordance with our National Salary grid.
  • Transportation allowance.
