Action Contre la Faim vocation is to save lives by combating hunger, disease and those crises threatening the lives of vulnerable men, women and children. Action Contre la Faim currently operates in 46 countries globally and conduct programs in nutrition, food security, health, water and sanitation.

Security &  Liaison Manager

Location: Hodeida

Duration: 12 Months

Assignment:

  1. Liaison with government authorities (Governorate & District), communities and tribal leaders.

      2- Follow-up on safety & security issues.

Information Management

Activities:

  1. Information collection related to security situation in the area
  2. Create, expand and maintain an information network
  3. Compile & analyse the information as required by situation and relevance of said information
  4. Translate the security related documents from English to Arabic
  5. Daily brief to Field Coord. on news related to  south  and adjacent districts 
  6. Conduct or supervise security assessments in the areas where ACF implementing (or planning to implement) its activities
  7. Organize and supervise Security Assistants while performing tasks as per above points in their assigned areas (when required)
  8. Under supervision of Field Coord. disseminate relevant security information (advisory) to staff
  9. Keep the contact list updated.

Liaison / Coordination

Activities:

  1. Support in Establishing the good / effective relationship with governorate and district authorities
  2. Support in Establishing the good / effective relationship with Communities and tribal leaders
  3. Create, expand and maintain a liaison network
  4. Conduct the awareness sessions for communities on ACF background and work whenever requested by program teams or needed
  5. Coordinate /follow-up with line department (relevant government department), in case of any issue
  6. Deal with law enforcement agencies / communities / tribal leaders in case of any accident happened.
  7. Organize and supervise Security Assistants while performing tasks as per above points in their assigned areas (when required)
  8. Coordinate with Security Company (watchmen providers) on watchmen management.

Manage the Safety & Security:

Activities:

  1. To ensure that security / safety rules followed by all staff during working time and use of ACF premises / facilities
  2. Guide and raise the awareness among the teams on safety / security issues on regular basis
  3. Supervise follow-up the daily movement of field staff by Phone Operator/ Security Assistant
  4. Supervise and ensure the correct implementation of security / safety rules (first aid kits, firefighting equipment etc.) in collaboration with logistics department
  5. Assess the premises and suggest the safety / security measures need to be taken
  6. Conduct the trainings on safety and security topics for staff
  7. Organize and supervise Security Assistants while performing tasks as per above points in their assigned areas (when required)
  8. Assist Field Coordinator in updating security plan and other security documents

Team management

Activities:

  1. Forecast, plan and organize the work of Security Assistants; including fixing general and specific objectives, developing workplans and assigning priorities
  2. Supervise and support Security Assistants in the performance of their tasks
  3. Supervise the watchmen with support from security company

Reporting

  1. Contribute to Compile the weekly / monthly security updates/ reports
  2. Contribute to launch Incident reporting (4 Hours & 72 Hours) e.g. information collection
  3. Safety & Security assessment reports (Field / Premises)
  4. Organize and supervise Security Assistants while performing tasks as per above points in their assigned areas (when required)

Other

  1. Participate in weekly base meeting with security briefing
  2. Any task assigned by supervisor within domain of safety, security and liaising

QUALIFICATIONS / BACKGROUND

  • Diploma or University Degree in social sciences preferably in Political Science,  + 3 years of experience in field of Liaison and Security / safety Management.

Conditions:

  • Level of the position: Managerial.
  • Basic salary in accordance with our National Salary grid.
