Job Title: MEAL Assistant
Department: MEAL
Report to: Snr. MEAL Assistant
Location: Al Hodeidah
Duration: 6 Months renewable according to budget and performance

GENERAL JOB DESCRIPTION
MAIN PURPOSE:
The Monitoring, Evaluation, Accountability and Learning assistant supports the MEAL unit in the development and implementation of monitoring, evaluation (M&E), accountability and learning systems. This includes the design of participatory data collection methods, rigid analysis and internal as well as external reporting systems to donors and local authorities. The MEAL Assistant also carries out all M&E activities related to their specific project and follow up with all feedbacks coming from the field.

DUTIES & RESPONSIBILITIES

  • Day to day follow-up of projects activities according to the projects’ plans.
  • Weekly and monthly data entry of activities, statistics, and data received from the project activities.
  • Ensure timely and accurate reporting against the monthly indicator performance tracking table.
  • Ensure timely and accurate reporting to the respective clusters’ data portals.
  • Design success stories after communicating with the officers of the project and the field coordinators 
  • Supporting the field team meetings and compile/ follow up on action providing positive and timely feedback.
  • Follow up using different complaint channels and ensure the correct use of complaints mechanism.
  • Undertake regular visits to field sites to support on monitoring the activities implementation.
  • Suggest ways to facilitate data collection and the flow of data within program field teams.
  • Using quality checklists, conduct monthly monitoring visits to monitor the quality of implementation and update projects database with relevant information and data.
  • Ensure that all project staff understand and adhere to the project logical frame work, indicators and goals.
  • Promote accountability to beneficiaries though accountability assessments and supporting field staff to develop information sharing materials.
  • Design M&E plans for the project and timelines to conduct and monitor assessments, surveys, and baselines.
  • Record lessons learned and good practice case studies from reviews and evaluations and communicate it to field team.
  • Ensure continuous follow up of project’s activities and keep regular contact with project supervisors for updates and to provide support.
  • Be available and willing to support staff on aspect of MEAL, specifically on baselines, evaluations, monitoring quality and outcome, and overall assessment of progress against targets.
  • Archive files and organize them properly, ensure files are documented according to standards
  • Produce weekly & monthly reports about the achievements & challenges to the MEAL Officer. 
  • Any other tasks as requested by the line manager.

Required Qualifications:

  • Bachelor’s degree in a relevant field is required
  • Minimum 1 years of previous experience in managing data and/or MEAL in complex emergency programs.
  • Knowledge in GFD projects is preferable, as well as Sphere and other humanitarian standards.
  • Excellent analysis skills.
  • Understanding of humanitarian programming and reporting.
  • High standards of accountability.
  • Ability to work individually and within a team.
  • Previous experience with Data entry, data cleaning and data analysis using KOBO, Ms. Excel and SPSS.

Core Humanitarian Standards (CHs): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD's policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation and other internal policies and guidelines.
