Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing, and implementing strategies for addressing countrywide food, agriculture and rural development, and effectively increasing resilience of livelihoods to respond to food and agricultural threats and crises. Through the World Bank funded Food Security Response and Resilience Project (FSRRP), FAO Yemen supports capacity building for food security management and climate resilience. In doing so, the project supports national capacity building through; strengthening of extension serviced to support value chain, development of a food security preparedness plan and establishment of agroclimatic early warning systems that promote reduction of the impact of disasters on vulnerable and food insecure communities. Acting early, before a disaster has actually happened, or reached its peak is critical: it can save lives and protect livelihoods from the immediate shocks while increasing the resilience of local communities over time.

Reporting Lines
Under the overall supervision of the FAO Representative in Yemen, the Capacity Building Coordination Specialist reports to the Chief Technical Advisor, Food Security and Nutrition Information (FSNIS), under the technical and direct supervision of the National Program Coordinator and works in close collaboration with other project component leaders and relevant colleagues.
 
Technical Focus.

The Capacity Building Coordination Specialist is responsible for supporting the capacity building activities at the national and governorate level  

Tasks and responsibilities

 

  • Contribute to assessing the food security, nutrition, and livelihoods capacity gaps (including institutional capacity needs) and design strategy for capacity building and development for the government and non-government partners
  • Assist in development of capacity building work plan, activities and budget focusing on targeted institutions
  • Supports the development of documentations, resources, guidelines, and standard operating procedures that promote consistent delivery of quality capacity building
  • Develop a system to track and monitor implementation of project component outputs and timely delivery, both by the organization and the beneficiaries
  • Identify and advise on feasible and practical tools and methods for delivery of the project capacity building activities such as webinars, virtual tours, and workshops among others
  • Ensure capacity building activities are well prepared, coordinated and documented for efficient and effective delivery
  • Prepare necessary financial reports, monitor budget expenditure against planned spend, review, and develop budget forecasts based on planned capacity building activities
  • Assist in drafting technical notes, letters of agreement (LOA), reports and other materials for implement capacity building activities
  • Actively engage and contribute to the preparation of required work plans, monitoring deliverables and preparation of required reports and evaluation activities of the programme
  • Develop and maintain a database of trainers, trainees, and other resource persons
  • Perform any other tasks related to training, capacity building, planning and implementation of project activities

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

MINIMUM REQUIREMENTS:

  • Advanced University degree in any of the disciplines under Social Sciences, Management, International Development, Disaster Management, or relevant discipline
  • Minimum of 5 years’ experience in an area relevant to the job description e.g., project coordination, grant management, budget management or relevant discipline, preferably in the context of an international non-governmental organisation
  • Working knowledge of English.
  • National of Yemen.

Technical/Functional Skills

  • Experience and proficiency in administrative procedures and coordination of projects, with excellent attention to detail

  • Excellent interpersonal and communication skills, with clear evidence of a team-focused mindset
  • Highly computer literate, proficiency in Microsoft Word, PowerPoint and Excel a must, with experience in using other online databases, or project management systems an asset
