Job Description
Purpose:
The Finance Manager (FM) will provide overall financial grant management and compliance support for a USAID-funded project. Reporting to the Director of Finance and Administration (DFA), the FM is responsible for the overall finance functions of the grant. The FM ensures transparent administrative, financial, and reporting procedures; effective financial controls; and oversight of grants under contract (GUCs). They are responsible for training and mentoring staff on policies and procedures, donor regulations, new systems, and financial best practices, as well as working closely with the Project Lead, and the MSIY Director of Finance and Administration (DFA) to ensure compliance with all donor regulations and effective and proactive management.

Since 1998, Marie Stopes International Yemen (MSIY) has provided high quality healthcare services to women and children across Yemen. MSIY uses a combination of local knowledge and innovation to adapt our services to the situation on the ground and expand our activities to meet the changing needs of people living through the conflict.
The USAID project activity:
The Strengthening Healthcare Access in Yemen project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, new-born, and child health; nutrition; voluntary family planning; and reproductive health (MNCHN/FP) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy focused on increasing awareness, supply-side reinforcement, and enabling environment support for voluntary services. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, expand informed choice, facilitate access, and enhance care quality.
Key Responsibilities
Financial Management
- Provide overall financial and compliance support to the project.
- Manage financial systems to ensure proper oversight over the award agreement and the implementation of program activities.
- Coordinate the financial relationship with the prime consortium lead in partnership with the Project Lead and Director of Operational excellence.
- Ensure funds expended are compliant with US government and MSIY regulations and policies.
- Ensure proper financial documentation and reporting, establish and provide direction and management of project funds.
- Be responsible for managing the contract budget, tracking project spending and preparing financial reports for submission to the prime.
- Monitor the program budget and coordinate regularly with the rest of the project’s management team to ensure the budget is up to date and technical activities align to the budget, including substantial involvement in annual work plan budgeting.
- Analyse financial data with attention to the impact of adaptation on programming.
- Ensure compliance with local statutes, including, taxation and annual audits, etc.
- Manage annual audit process and serve as the primary liaison with audit missions.
- Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.
- Identify potential areas of financial and compliance vulnerability and risk and develop or implement corrective action plans to resolve problematic issues.
- Ensure appropriate systems and cost effective, timely procedures such as cash management, vendor payments and budgeting are in place to properly disburse, account, budget and report project funds and have proper internal controls.
- Mentor and supervise finance and compliance staff engaged in the activities noted here.
- Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
- All other duties as assigned.
Skills and Experience
- Bachelor’s degree in Business Administration, Finance or Accounting or equivalent
- 5+ years relevant experience or equivalent combination of education and experience
- Demonstrable experience with management and/or administration for USAID projects
- At least three years’ experience working in international organisations is desired, preferably healthcare related activities
- At least three years’ experience in financial compliance
- Knowledge of USAID rules, regulations and policies, particularly financial reporting and compliance requirements
- Fluency in English and Arabic (oral, writing, and reading)
- Ability to travel locally and internationally
- Proficiency in relevant computer applications and databases
