Solidarités International seeks to recruit a: 

WATSAN Team Leader

Location of position: AL MOKHA, Yemen

I. Presentation of organization

Solidarités International (SI) is a French humanitarian organization, which has been committed to provide aid in the event of conflicts and natural disasters. SI mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food and shelter. 

SI has opened a mission in Yemen since mid-September 2017. The mission is currently running four emergency projects with an integrated FSL and WASH approach mostly in Lahj and Taiz governorates. 

The position will be based in Al Mokha – SI Office. 

II. Responsibilities and Tasks

Goal/purpose:

Under the direct management of Wash Deputy Program Manager (WASH PM), the Water and Sanitation Team Leader (WATSAN TL) will coordinate a team of Water and Sanitation Officers in order to set up the WASH activities, ensuring that Solidarités International technical recommendations and procedures are followed.

List of Main tasks:

Setting up the activities /control and supervision 

  • Plan the weekly activities for his/her team and have them approved by his/her Project Manager: 
  • Plan human resources needs (daily workers, workers...)
  • plan tool and material needs (request from stock)
  • anticipate administrative issues (requests in advance) 
  • Anticipate logistics issues (transport, communication means...)
  • Organize and carry out, with his/her team, tasks assigned by his/her Project Manager 
  • Supervise and monitor each stage of activity. Ensure that standards and instructions given by his/her Project Manager, as well as Solidarités procedures, are followed 
  • Respect schedules and deadlines agreed upon with his/her Project Manager
  • Report back any problems and constraints encountered during the course of the activities and suggest operational solutions

Team management

  • Partake in the recruitment of national WASH contractors
  • Organise regular meetings with program teams 
  • Supervise and monitor potential conflicts within the teams and inform the Program Manager in the case of a problem.
  • Report any misconduct among the WASH team and participate to the relevant HR process if needed. 
  • Identify and report any training needs for the teams to the program manager
  • Assist with the implementation of training 
  • Lead the appraisal process of his team with the support of the Program Manager
  • Plan the leaves of the WASH team’s members under the supervision of the WASH Program Manager.

Logistics and Administration

  • When recruiting daily workers, follow procedures and directives outlined by his/her Project manager and the administrative service
  • Train his/her team members to use and maintain the available tools correctly 
  • Track usage with monitoring tools provided
  • Enforce safety procedures
  • Ensure that safety procedures are followed by members of his/her team 
  • Monitor the quality and quantity of material delivered to working sites
  • Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site

Reporting/communication/representation

  • Partake in the drafting of a number of administrative documents to be signed jointly with governmental authorities, communities or partners
  • Immediately report any problems or information that could affect the projects/activities or the security of the teams to the Program Manager
  • Ensure the collection and compilation of information about the progress of projects/activities from the WASH Officers
  • Ensure the soft and hard archiving of program related document and files (MoU, Beneficiaries list, etc…)
  • Write regular reports on the progress of projects/activities for the Program Manager
  • Partake in the drafting of reports and schedules/appendices related to the activities/projects for reports and/or sponsors
  • Represent SI in collaboration with/ or in absence of the Program Manager to the relevant bodies: local authorities, Clusters, external coordination meetings etc. 
  • Take part in the drafting of the monthly program pack
  • Establish and maintain good relations with local participants and communities (populations) in the operational fields 
  • Listen to the populations and local participants in the field and report to his/her project manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams

III. Profile required

  • Languages: excellent Arabic and English.
  • Personal qualities: proactive, reliable, motivated, honest, very good organization, resistance to stress, good interpersonal skills (internal and external communication), initiative and autonomy, capacity of prioritization of tasks, strong team player. 
  • Good understanding of the security context.
  • Strong writing skills.
  • Ability to work with and meet tight deadlines.
  • Good communication and diplomatic skills.

Technical competences:

  • Bachelor Degree in Civil Engineering, Water, Hydrology or relevant sector.
  • Professional experience: Minimum 3 years of experience in similar position (NGO, Private or Public sector). Humanitarian experience is a strong added value.
  • Proven experience in water network and solar pumps unit designs.
  • Strong experience in monitoring WaSH activities.
  • Ability to train and capacity build in the area of WaSH.
  • Management experience is a plus
  • Experience in implementation of WaSH interventions in emergency response context.
  • IT skills: Excellent knowledge of Microsoft Office software.
  • Good knowledge of the project cycle, project implementation, project follow-up
