Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing, and implementing strategies for addressing countrywide food, agriculture, and rural development, and effectively increasing the resilience of livelihoods to respond to food and agricultural threats and crises. It develops and maintains relations with the relevant Ministries at the country level. FAO Yemen supports capacity building for food security management and climate resilience. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative in Yemen, Field Food Security & Capacity Building Specialist reports to the Chief Technical Advisor, Food Security and Nutrition Information (FSNIS), under the technical and direct supervision of the National Program Coordinator and works in close collaboration with other project component leaders and relevant colleagues.

Technical Focus.

The Field Food Security & Capacity Building Specialist is responsible for the implementation of project activities in their respective hubs.  

Tasks and responsibilities

  • Support the National Project Coordinator in coordination the implementation of the FSNIS activities in the field office
  • Establish linkages with appropriate national and governorates authorities, UN agencies, and NGOs active within their area of coverage
  • Work closely with the National Project Coordinator to devise appropriate strategies and approaches to ensure optimum use of available resources thereby enhancing the impact of project activities
  • Assist the National Project Coordinator in the development and timely preparation of detailed work plans and budgets in the hub and ensure effective implementation
  • Establish close linkages with the GFU and other network partners in respective field locations to strengthen the sharing of data, information and analysis
  • Facilitate the achievement of joint project results by timely monitoring of the progress of activities implementation and ensure ongoing monitoring and annual reviews of work plans
  • Support in coordinating the production, submission, and dissemination of monthly, quarterly, annual, and other required reports
  • Support in the development and periodical review of the project’s M&E plan and report/update on risk management-related matters
  • Undertake periodic updates related to their area of coverage to the FSNIS and FAO management team to seek strategic guidance and quality assurance
  • Support in facilitating donor missions and media relations and support strategic resource mobilization efforts as necessary
  • Ensure that strong coordination and partnership are created with pertinent government and non-government actors within their area of coverage
  • Ensure capacity building activities of the partners within their area of coverage are well prepared, coordinated, and documented for efficient and effective delivery
  • Ensure LOA implementation and monitoring in their area of coverage including, LOA drafting, finalization, submission, follow up, proper documentation, and timely reporting
  • Support the implementing partners in preparation of necessary financial and technical reports through institutional capacity building
  • Support stakeholders’ consultations meetings, and organization of training and other capacity building and analysis workshops/events in the hub
  • Facilitate the monthly FGD meetings for each governorate within their area of coverage with relevant stakeholders to discuss and document food security, nutrition, and livelihood related issues
  • Assist in synthesizing best practices and lessons learned from FSNIS within their area of coverage for project monitoring and reporting purposes
  • Represent FSNIS and FAO in different UN coordination forums, government meetings, etc.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

MINIMUM REQUIREMENTS:

  • Advanced university degree in rural development, food security, agriculture, aural resource management,  or related fields;
  • At least seven years of progressively responsible experience in coordination, management of rural development projects/programs,
  • At least seven years technical experience in food security and nutrition analysis, livelihood and resilience programming;
  • Excellent knowledge of English and Arabic proficiency;
  • Proven experience in reporting and computer skills.
  • National of Yemen.

  • Ability to plan, organize, implement and report;
  • Ability to lead,  coordinate and work within a team of professional staff from diverse technical and cultural backgrounds;
  • Ability to work anywhere in the country.
