The role of the M&E Coordinator is to establish and implement systems to promote evidence-based decision-making, Program and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on Program scale, relevance, and effectiveness. Within this context, the M&E Project Coordinator will provide technical support to in-country staff pertaining to M&E, build capacity in the country mission by identifying, and supporting the implementation of effective, cost efficient and meaningful M&E systems.

Generic responsibilities 

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Adherence to NRC policies, guidance and procedures
  2. Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  3. Participate in Program design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  4. Support Program staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in Program development, adjustment or review.
  6. Contribute to organizational learning through supporting specific analysis, lessons learned and reports.
  7. Capacity building and training of Program and M&E support staff on M&E technical and conceptual areas.
  8. Supervise and mentor MEAL support staff in executing M&E plans.
  9. Contribute to the design of M&E staffing structure and resourcing, including collaboration with Program staff to identify and plan for MEAL needs.
  10. Any other task assigned by the line manager and technical supervisor

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of Program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly

  • Contribute and participate in periodic and need-based market assessments to inform project design decisions.
  • Implement NRC Yemen MEAL System including, SOPs, plans and tools as well as facilitating the execution of an effective Complaint and Feedback Mechanism (CFM) as per the SOPs.
  • Selection of new areas to be assessed
  • Lead assessments of areas that are recommended by the program team and area management
  • Develop mythologies and questionnaires with the support of the program managers and other Senior staff
  • Lead the analysis of data acquired assessments
  • Write reports with the support of the Program manager, Program coordinators, MEAL Manager and sometimes with inputs from program specialist.
  • Request and plan resources needs that are needed to successful assessments and monitoring exercises (financial, technological or human resources)
  • Support program coordinators in implementing monitoring and evaluation activities and the development of assessment reports (Needs assessment, baseline/endline PDMs, market assessment, etc…)
  • Provide monthly assessment plan and monitoring plans to the area management and MEAL Manager
  • Compiling and summarizing a monthly report for all ongoing projects/grants and submitting to the area management 
  • Preparing the logical framework for the proposals.
  • Representing the NRC in all Aden cluster meetings.
  • Helping in drafting new proposals and donor reports.
  • Work closely with Shelter/NFI, Education, ICLA, FSL, WASH, RRM and Protection teams to assist with collecting, collating, presenting and otherwise managing information for MEAL related reports.
  • Conduct and support frequent surveys for monitoring and evaluation activities.
  • Assist in the preparation of project evaluation and/or review reports and draft regular MEAL project reports.
  • Assist in the establishment and day-to-day management of a database and monitoring system
  • Assist with documentation of the projects, including project inputs, outputs and outcomes (e.g.
  • Assessments, compiling beneficiary lists, recording construction progress, education activity attendance, change in behavior and situation, etc.)
  • Assist in data analysis for compilation of quarterly, annual and ad hoc program data and reports
  • Maintain and update the country Program MEAL database, ensuring correct and swift data entry and processing
  • Assist in making data entry forms and reports as required
  • Support collection and maintenance of geographic baseline and thematic data
  • Research and retrieve data from internal and external sources; prepare the statistical charts, tables and reports as required
  • Innovate and promote the uptake of appropriate technologies that enable NRC to deliver cash and voucher-based interventions better. This will include systematically piloting and/or adapting evidence-based best practices; as well as review of workflows/business processes to enhance efficiency (e.g., eliminating cumbersome or multiple transactions) and strengthening accountability (e.g., securing supporting documentation)
  • Contribute and participate in periodic and need-based market assessments to inform project design decisions.

  • At least 5 years' experience in an international NGO preferably in an emergency or post-conflict setting, including MEAL capacity and systems development
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision-making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner
  • agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High level English language proficiency (speaking, reading. writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Experience using SPSS, STATA, Epi Info
