Job Description

TITLE:  Monitoring, Evaluation, Accountability & Learning Coordinator (World Bank)
TEAM/PROGRAMME: REAL Project     
LOCATION: Yemen – Sana’a with frequent travel to the REAL project field offices

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 
The Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator is responsible for all aspects of management and functionality of MEAL systems for the three-year Restoring Education and Learning (REAL) World Bank funded project.  SCI Yemen will be implementing the REAL project in partnership with WFP and UNICEF. The project’s primary objective is to maintain access to basic education, improve conditions for learning and strengthen education sector capacity in selected districts of several governorates in Yemen targeting over 1’000 schools. With the Support of the MEAL Manager, S/he ensures that MEAL system are functional and incorporated in project implementation. S/he will manage  the MEAL Officers and oversees the implementation of MEAL systems at field offices. The incumbent will work directly with  MEAL Manager on strategic review, reporting and monitoring. S/he ensures that field level MEAL staff work with the field colleagues on ensuring that activasties in place are in line with the SCI and the WB policies. S/he leads the process of undertaking initiatives in evaluation. The MEAL Coordinator support Project MEAL Manager and  Project Director undertake actions to regularly enhance and upgrade the knowledge and skills of MEAL staff.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

  • Indirect : MEAL Assistants in Field Offices

KEY AREAS OF ACCOUNTABILITY 

  • Lead in the implementation of the M&E Plan for the REAL project and provide MEAL related support to all field offices.
  • In consultation with project’s MEAL Manager and Technical Staff, design and develop program database, IPTT and regularly update database for the sector.
  • Support lessons learned, best practices, program data, evaluations, and other information to generate donor communication pieces, reports, annexes, success stories, case studies, and other high-quality, results-based documentation.
  • Lead to the revision of monitoring and evaluation tools and train project team on design and proper use of it.
  • Organize learning events and document lesson learns
  • Conduct regular field visits to track progress against indicators and put in place systems for routine data quality audits and validations
  • Provide project related figures and conduct regular data verification exercises to ensure reporting and collection of quality data; Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues.
  • Support project staff to incorporate participatory methods into community level M&E systems and tools.
  • Establish and maintain project level information management system.
  • Actively participate in M&E meetings with key stakeholders. Participate in studies, evaluations and surveys.
  • Assist the MEAL Manager in the development of the project Annual plan, project’s Quartarly , and Annual reports.
  • Lead the reporting process of the SC Global Indicators and ensure timely and high-quality Submission.
  • With support from REAL MEAL Manager identify MEAL staffing needs for performance management and training. 
  • Lead Capacity Building Events for the MEAL and other project staff ensuring a highly capable team is in place all the time.
  • Ensure robust planning and project management tools and processes are in place, following Save the Children’s Project Management Methodology (PMM) and project management systems.
  • Perform other tasks as assigned by the supervisor

QUALIFICATIONS  

Bachelor’s degree in Social since , Statictics, Information management, Education or any relivent field.

EXPERIENCE AND SKILLS

Essential

  • Minimum of three years of experience of working in international development and/or humanitarian work in MEAL capacity.
  • Previous experience of managing a team and managing projects

Experience of, and commitment to working through systems of community participation and accountability.

  • Ability to write clear and well-argued assessment and project reports
  • Skills and experience using online data collection and analytical software
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
  • Fluency in English is required in all four fields (Reading, writing, listening, and specking
  • Experience of training and capacity building
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Excellent communication skills

  • Knowledge of institutional donors and experience of developing proposals is preferable
