Yemen Communities Stronger Together (YCST) is a three-year, multi-million US Dollar, a community-led program funded by USAID and implemented by Global Communities (GC) in seven governorates in Yemen (tentatively in Aden, Lahj, Abyan, Taiz, Sana’a, Ibb, and Dhamar). The purpose of YCST is to support local-level initiatives that mitigate conflict, strengthen social cohesion and promote the peaceful resolution of differences. To reach its goal, YCST will engage communities in an inclusive approach through Participatory Action for Community Enhancement (PACE) Mode to identify and implement service delivery and conflict mitigation projects, build the capacity of formal and informal local leaders, organizations, and networks to serve as neutral arbitrators and peace builders that can meet community and constituent needs that will serve to reduce localized conflicts, and provide stability. The program will also carry out regular and action-oriented learning and contextual analysis across all interventions to support adaptive management and enhanced outcomes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Grants Fund Manager will supervise a grants team of nine staff and administer grants and procurement processes related to subaward management. S/He will support, manage subawards and ensure that the implementing sub-partners are compliant with USAID rules and regulations. In addition, this role will work closely with program teams during implementation and closeout of the subgrants/subawards. The Grants Fund Manager, in collaboration with the Office of Grants and Contracts in Global Communities Headquarter office, will advise staff on contractual and grant issues, USAID regulations, and Global Communities internal policies and procedures that are related to subaward management and risk mitigation in the high-risk working environment.
The Grants Fund Manager is responsible for the following:
- The Grants Fund Manager will develop funding instruments (e.g., RFAs) for potential grantees, whenever needed.
- Manage the grant application, review, and approval, implementation, and close out processes.
- Draft subgrants templates and a grant manual in compliance with USAID rules and regulations and ensures that donor approval is obtained.
- Supervise and support Global Communities grants teams to ensure that grants activities are in compliance with USAID regulations, program, and Global Communities internal policies, and procedures.
- Supervise the grants team on the maintenance of subaward files; track and monitor electronic files during implementation.
- Coordinate closely with the program team to ensure that the grant's activities are in line with the YCST implementation plan.
- Keep close coordination with HQ office of Grants and Contracts for all issues, and matters related to grants program.
- Review subawardees, advance and liquidation requests, and coordinate with finance team for processing them.
- Support subawardees in implementing the program activities and provide guidance for keeping and monitoring program assets and inventory.
- Monitor grant activities during their implementation to ensure on-time and high-quality delivery of goods and services; provide continuous assessments of grantee performance against project objectives, and keep continued reporting to DFA.
- Provide solid advice to subawardees on audit requirements.
- Develop, manage, and monitor subaward.
- Perform other tasks as assigned.
EDUCATION and/or EXPERIENCE
- Bachelor’s degree in business administration, social sciences, or related field. Master’s degree preferred;
- At least five (5) years of work experience in similar donor-funded programs managing subawards or finances related to subaward management for humanitarian aid or development programs. Prior work on USAID subgrants programs experience required;
- Thorough knowledge of USAID procurement policies, procedures, and 2 CFR 200 requirements;
- Demonstrated ability to form effective and productive relationships with stakeholder counterparts, in order to achieve program objectives;
- High degree of accuracy and very strong attention to detail.
- Understanding the full life cycle of an award.
- Fluency in oral and written English and Arabic required.
- Capacity building experience with nascent organizations and understanding of institutional, and organizational development preferred.
- Experience working with organizations in developing countries
- Experience supervising staff.
Normal office environment, however, due to the nature of activities and areas where we operate, you might have to work below normal/difficult working/travel/accommodation conditions. Able to work on a computer and operate a keyboard, for extended periods of time. Able to work out of office location, at times at odd hours.
From May 2019 until August 15, 2021.
