The Job

Position:           Finance Officer   - National Staff Position

Job site:           Aden

Report to:         Country Finance Coordinator (CFC) and Deputy Country Finance Coordinator (deputy CFC)

Supervise:        Assistant Admin Finance Officer (AAFO) level 2, Admin Officer/Assistant

Status:             Full-time, employment, to start ASAP

Finance Officer – level 1 - works under the supervision of the Country Finance Coordinator and Deputy Country Admin Finance Officer, and he/she is responsible for ensuring effective, efficient and accurate financial operations and application of administrative procedures.

Finance officer  

  • Cash management: payment, count and reconciliation; note that cash count will be daily and a monthly co-checked and signed by 2nd person (not the admin-fin assistant doing the registrations), while monthly cash count is checked and signed by CFC (summary).
  • First responsible for handling the safe.
  • Check on pre-qualified suppliers list and be part of the committee
  • Participate in the procurement committee for procurement of goods and services – as first representative of the admin-fin department
  • Check on procedure and documentation completeness for purchases (PR, Procurement procedures according to the donors, etc.) and signs for authorization > sending document for registration (AAFO2)
  • Monitor on the registrations in PN on clearing of PENDING from other locations
  • Lead and verify hard-copies filing of financial reports and periodically update of Project files. Ensure all relevant communication forwarded by HOM/CFC/PM, agreements, documents are available in project files.
  • Lead on audits/verifications (with support of PM, CFC and Admin-Support and HR assistant)
  • Maintain relations with banks and money transfer agencies
  • Ensure strict archiving by department (ensure clear mainstreaming of archiving system to avoid documents get lost)
  • Process monthly payment of salaries, social insurance and taxes
  • Process bank transfers (internally/internal loans and externally)
  • Follow on weekly LPs > transferring money to relevant staff in different sub-bases
  • Follow on monthly recurring payments by monitoring contract sheet
  • Prepare contracts (procurement dossiers: negotiated procedure or local open)

Professional requirement:

  • Minimum bachelor degree in finance and accounting
  • Minimum 3 years relevant professional experience working in finance department in national or international humanitarian organisation
  • Demonstrable experience in team management

Other requirements:

  • Good communication skills
  • Arabic native speaker, with excellent English language skills (speak, read and write)

  • Demonstrable experience in establishing and maintaining collaborative relationships with government counterparts & juridical entities
  • Strong representation and negotiation skills
  • Excellent computer skills (proven computer literacy)
