Case Management Officer – IBB
Under the guidance of Child Protection Program coordinator/Officer, the CP Case Management (CM) Officer will be responsible to support the design and management of the overall Case Management program in the region. The CP Case Management Officer will be responsible for coordination, supervision and support for the caseworkers, other concerned staff and service providing agencies and sectors in the Case Management Process. The Case Management officer works in close collaboration with the psychosocial (PSS / Community Mobilization) officer and ensures that case management response is supplemented with the development/ contextualized CP prevention awareness activities and messages.
KEY AREAS OF ACCOUNTABILITY:
Program planning, supervision and monitoring:
- Support the review and technical design of the SC case management approach
- Ensure that the implementation of Case Management is functional and adhered to the Child Protection Minimum Standards (CPMS) and Case Management SoP.
- Schedule and supervise case management meetings at least every two weeks. Share minutes of case management meetings with team and senior CP management.
- Conduct weekly supervision meetings with all caseworkers, providing technical advice on cases and psychosocial support to caseworkers. Facilitate peer-to-peer support groups where appropriate.
- Organize the case conference, to discuss challenging cases, ensure timely follow up, and that all systems are functional.
- Review staff caseloads to ensure they are manageable and share challenges with senior management.
- Monitor timescales for response, decision-making, placement, follow-up and review.
- Review and analyse trends in the caseload to inform programming.
- Conduct regular case file audit and check that protocols and principles are respected.
- Ensures that psychologist and caseworkers, the Data Entry workers are appropriately supported in their daily work.
- Conduct regular visits (as possible) to other field sites to observe the quality of the implementation of the Case Management activities.
- Provide information to community members referring to the services providers on how to better protect their children
- To design, prepare and provide quality trainings sessions, workshops and teaching events on psychosocial and life skills in all impact locations according requirements
- Actively support baseline / endline / other surveys for MEAL (monitoring, evaluation, accountability and learning) purposes
- Ensure that the community is well informed on the case management service (eligibility/target, function, etc.)
- Facilitate implementation of awareness raising sessions with community members on identification and referral of children with protection concerns
- Ensure staff gaps and training needs do not result in gaps in support to individuals in case management, and address such issues with senior management.
- Support and contribute to the design of case management tools and procedures, including clear case management eligibility and closure criteria
- Develop and facilitate Case Management training module to case workers, stakeholders, CPCs, government departments as required.
- Ensure all staff are trained on monitoring reporting mechanisms (MRM).
- Participate in the development of lessons learnt and best practices.
Reporting and administrative:
- Revise and compile weekly case worker and data base case worker report.
- Provide timely inputs to programme and donor reports on case management project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
- Ensure access and timely delivery of material, logistical, and further technical support and set eligibility criteria for material and other support
- Ensure that all relevant financial documentation is completed accurately as required by SCI financial policy.
Coordination, advocacy and Networking:
- Attend CP coordination / CPWG meeting when and as required. Ensure effective coordination with the CPWG and all relevant task groups for case management and (MRM).
- Conduct service mapping, support the periodic review if referral services and ensure the direct and referral case management services are accessible.
- Identify gaps in services and support both internal and external advocacy to fill in the service gaps.
- Coordinate all case management processes within SCI and with partners
- Liaise and collaborate with other Case Management actors when required
- Maintain positive coordination and relationships with partner and other SCI sector staff.
- With the Child Protection Team, support the integration of child protection case management into the other core sectors of SCI programs.
- Other duties as assigned by the supervisor to enable and develop SCI Child Protection programme.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
- Bachelors or Masters degree in Psychology, Social Work or related field
- 2 years’ experience in a similar position.
- Experience in having implemented psychosocial support programmes
- Experience of working directly with children and/or adolescents
- Training skills, ability to conduct trainings
- Good communication and interpersonal skills.
- Ability to represent Save the Children at sub-cluster meetings and the meetings with government offices.
- Capacity to work with a team and to work under pressure.
- Computer skills mainly word and excel, .
- Very good English skills (writing & speaking)
