Background

Abs Development Organization for Woman and Child (ADO) is a non-profit, non-governmental humanitarian development organization working in the whole country of Yemen particularly the remote rural regions located at Tehama Cost, which was deprived of all public services and health care. Since its establishment in 1996, The Organization has been striving to create and maintain better living standards for impoverished women, youth and children through improvement programs designed to enhance livelihood, promote political, social and civil rights, provide health and humanitarian assistance and protect vulnerable women and girls suffering from gender based violence in partnership with the local Civil Society Organizations CSOs and International humanitarian institutions.

b) Subordinates: Distribution Supervisor

Core Functions & Responsibilities

  • Ensure that the food security activities are delivered according to ADO’s and donors' contractual requirements and that all activities and deliverables are completed within the agreed timescale and budget.
  • Responsible for FS activity implementation in Abs district and supervise Distribution Supervisor to carry a high-quality implementation.
  • Ensure the humanitarian principles (neutrality humanity and impartiality, etc.) are respected in all Food activities (registration, distribution)
  • Actively participate in the collection and analysis of information used to determine vulnerability, and develop transparent targeting criteria
  • Insure respect of ADO Registration guidelines.
  • In collaboration with the relevant stakeholders and communities, organize the identification, registration, and verifications of beneficiaries
  • Support Distribution Supervisor and relevant stakeholders and communities in forming the Community food management committees (CFMCs), work with community stakeholder’s committees, and collaborate with them in beneficiaries’ identification and selection.
  • In collaboration with the Distribution Supervisor monitor and Support Community food management committees (CFMCs) in their action.
  • Supervise registration teams (Enumerators, Casual Workers, Field Monitors).
  • Responsible for compilation of project information and sharing regular reports and updates to Project Manager
  • Support in the organization of cash distribution in coordination with the cash transfer agents.
  •  In collaboration with the Distribution Supervisor plan and implement cash distribution activities in hard to get areas.
  • In collaboration with the Distribution Supervisor ensure all protection concerns are met and dealt with during the distribution process including but not limited to protection mainstreaming guidelines.
  • In collaboration with the Distribution Supervisor support the CTA in developing timely distribution plans
  • In collaboration with the Distribution Supervisor monitor the cash transfer agents in processing the disbursements
  • Ensure beneficiaries are respected and cared for during distribution activities
  • Prioritize vulnerable cases during distribution and provide needed support; Refer protection cases when identified to the child protection/protection team
  • Deal with complaints or issue related to Cash/voucher distribution through distribution hotline
  • Report on unmet needs and gaps in Cash distributions to the Project Manager
  • Ensure that all activities and procedures are fully comply FSAC approved criteria.
  • Ensure any feedback from beneficiaries or target communities shared by Distribution Supervisor are responded to appropriately or raised with Project Manager
  • Ensure quality and integrity of implementation, administrative systems, and established deadlines
  • Ensure that Project team have the required understanding of food security.
  • Collect and analyze market information pertaining to food security regularly
  • Arrange training   for the staffs, volunteers, community committee and workers.
  • Ensure community participation and engagement during project implementation.
  • coordination and communication with FSAC Cluster, local authorities and communities.
  • Work closely and harmoniously with MEAL team (focus on meeting donor's and ADO’s requirements).
  • Establish and maintain a credible complaint and feedback system at the distribution centers
  • Design the post distribution and baseline survey forms/tools and conduct/supervise the survey
  • Make sure that project does not cause any harm to beneficiaries.
  • Maintain project files Conduct all duties in a professional manner following ADO regulations, code of conducts and charter.

Qualifications                    

  • Bachelor degree preferably in agriculture, agro-economy, economy, social sciences, development studies or other relevant discipline.
  • Demonstrated familiarity with NGOs work in general and with Post Distribution Monitoring and Cash based interventions (CBI) in particular;

 Specific skills for the post:

  • At least 3 years of experience working as Food security officer preferably with I/NGOs.
  • Understanding and program experience in emergency food security and cash transfer programming.
  • Strong understanding of local socio-economic development issues, institutions and local contexts for target communities.

  • High Skills of personal organization, self-sufficiency-Competent and initiative.
  • Understanding and well knowledge of Emergency and early recovery programmes based  poverty context indicators analysis in ( Tehami Region)
  • Good conceptual understanding of gender, protection, and human rights
  • Honest and trustworthy person.
  • Able to multitask, prioritize, and manage time efficiently;
  • Strong computer proficiency, particularly with Microsoft Excel and Word.
  • Good knowledge of geographically assigned environment
  • Prefer to be able to communicate and develop linkages with NGOs & INGOs, Government agencies, local communities.
  • Ability to spend extended periods of time in field conditions

Languages

Spoken and written Arabic and English is essential.

Working Conditions

Due to nature of activates and areas where we operate, work might entail difficult working/travel/accommodation conditions. Able to work on a computer and operate a keyboard, for extended periods of time.  Able to work out of office location, at times at odd hours. Extensive field travel to the target areas required.
