The ICRC is looking for a suitable candidate to fill the position of:

Economic Security Generalist 3

PURPOSE
Economic Security Generalist 3 designs, plans, implements and monitors the ICRC’s economic security (EcoSec) programmes in line with the country strategy,under supervision and with limited coaching and support from their hierarchical superior

FUNCTION:
The EcoSec Generalist 3 is responsible for the implementation of the EcoSec activities and resources in the areas of assignment. S/he implements the activities according to agreed objectives and plan of action. S/he reports on the progress and achievements of the program as required. S/he ensures a smooth working relationship and effective coordination with YRCS, other humanitarian actors and line ministries/departments at field level. The position will be based in Hodeida with at least 70% field travel (Bajil, Bait Al Faqeeh, Zabid and other southern districts) and Hajjah Governorate. 

SPECIFIC ACTIVITIES:
Relief (Food, EHIs and Unconditional Cash etc.), Agro and Livestock
Assists the EcoSec Delegage in all aspects of the planning and implementation of Relief (food and essential household items, livestock (vaccination campaigns, fisheries support etc.) and Agro (seeds, tools, fertilizers, machinery support, greenhouses etc.)  projects together with YRCS:

  • Initial/rapid assessments of needs and populations to be assisted;
  • Targeting of beneficiaries; 
  • Contacts and meetings with relevant authorities;
  • Typing/preparation and verification of beneficiary lists;
  • Preparation of announcements, donation certificates, supply requests (SRs), and any other necessary paperwork and filing;
  • Support during distributions: supervising loading/unloading of trucks; registration; disseminations to beneficiaries communities; distributing/collecting coupons; support to the EcoSec delegate in overseeing all aspects of the distribution process;
  • Contribute to statistical and other distribution-related reporting on a daily, weekly or monthly basis;
  • Participate in post-distribution monitoring: e.g. household interviews of selected beneficiaries, and reporting.

Micro Economic Initiatives-MEIs (Conditioinal Cash Grants-CCGs and Vocational Trainings-VT etc.)
Assists the EcoSec Delegate in all aspects of the implementation of the MEI programme in assigned AoR:

  • Announcements and dissemination to target populations;
  • Collecting and helping applicants to write applications and business plans; 
  • Conducting household selection interviews; 
  • Selection rounds: preparing pr-selection, and actively participating in the project selection round;
  • Raising requisition orders for items to be purchased; 
  • Preparing items and paperwork before distribution and leads discussions with VT schools/institutes 
  • Distribution of items/safety gears to beneficiaries; 
  • Preparing and carrying out conditional cash payments/stipends; 
  • Regular monitoring of beneficiaries over a 12 month period; 
  • Regular entry of project-related data in the MEI database.

Economic data collection, monitoring and analysis

  • Designs or adjusts data-collection tools;
  • Collects data using data-collection tools and devices;
  • Designs databases; supervises and carries out data entry in the survey database and the EcoSec Programme Management Tool (EPMT);
  • Performs mid-level qualitative and quantitative data analysis;
  • Describes results and produces data visualizations;
  • Interprets basic quantitative and qualitative data analysis;
  • Analyses data collected using the household economy approach and sustainable livelihoods framework to identify economic security gaps and develop scenarios;
  • Interprets market information and uses it to determine response options;
  • Collects nutrition information and anthropometric data at the household level (for global acute malnutrition);
  • Calculates and interprets nutritional proxy indicators (e.g. household dietary diversity scores, Food Consumption Score – FCS, Livelihood-based coping strategies etc.).MINIMUM REQUIREMENTS KNOWLEDGE & EXPERIENCE
  • University degree in Agriculture, Economics, Development Studies, Sociology, Animal Production, Veterinary Science or related fields.;
  • Minimum 5 years working experience in a similar field;
  • Experience in an international organization or NGO;
  • Excellent command of written and spoken English (Knowledge of French is an asset);
  • Advanced computer skills (Word, Excel, Power Point), with experience in ERPs;
  • Certificate of good conduct;
  • Precise, rigorous with high sense of confidentiality and integrity;
  • Strong negotiation and communication skills;
  • High organizational and analytical skills;
  • Able to work efficiently under pressure with minimum supervision;
  • Independent with sense of responsibility and initiative;
  • Strong team leadership skills and supervision experience;
  • Able to develop and sustain a network of key contacts.
