Terms of Reference
WASH and Engineering Consultant in Shabwa & Marib Governorates in Yemen
Introduction
Diakonie Katastrophenhilfe (DKH) renders humanitarian aid worldwide, and currently works in 37 countries. DKH supports people who are affected by natural disasters, war, and displacement and who are not able to cope on their own in the emergency situation they find themselves in. The work is guided by the Humanitarian Principles and the Core Humanitarian Standards (CHS). It is DKH's approach to work through a global network of partner organizations.
DKH is part of the Evangelisches Werk für Diakonie und Entwicklung e.V. (EWDE), an umbrella-organization with a nationwide established Social Service Agency, one of the biggest welfare institutions in Germany.
Background
Since August 2019 DKH has carried out humanitarian interventions (with main focus in Food Security, WASH) through local partner organizations while increasing partners capacities at the same time.
Shabwah governorate was among the first intervention areas followed by Marib governorate
Taking into consideration the highly technical expertise required for the task, which is not part of DKH Yemen’s standard business needs, and the high value procurement involved, the GFFO team has requested specific technical support on design and supervision of WASH project components through a short-term consultancy service.
The objective of the consultancy is to review the technical design and implementation of WASK projects, provide feedback and capacity building of partner WASH staff.
Scope of Work
- to check that the design and implementation of partner comply with standard requirements at each project and provide feedback to the partners and DKH
- building capacity training software (Epanet) training for Each Engineers partner in Shabwah & Marib
- building capacity training in water quality kit
The assessment and design review stage will include:
a. Review the technical assessments and ensure they are aligned with the other documents of the intervention that were prepared by the partner’s field engineers.
b. Review the results of the water quality tests (WQTs) reports and provide recommendations.
c. Review the BoQs of the proposed activities including the Rehabilitation Works materials.
d. Building capacity training hard ware and software (Epanet) training regarding to the feedback that will be determined during the site visits
e. Follow up the implementation of awareness raising and capacity-building programs and other initiatives to enhance rural energy and build the resilience of the targeted HFs.

Deliverables
The consultants will produce the following specific deliverables after signing the contract:
1. Submit a detailed report of the recommendations of the actions that should be taken to achieve the goals of the intervention successfully.
2. Conduct capacity-building training to provide basic skills, knowledge and an overview for Local Authority personnel and others engaged in the use of models using EPANET Water hydraulic modeling software
3. Provide technical Support upon request during the contract duration for any queries that will be raised
Applications Qualifications:
- Requires a Bachelor’s degree in engineering and 7+ years of relevant experience, a Masters’s Business Administration (MBA), or an advanced degree in engineering, finance, business, or related management area, with a minimum of 5 + years of relevant experience is preferred.
- Relevant experience in engineering design, evaluation of technology, performance modeling/analysis/testing, or operations and maintenance of PV and/or other renewable generation facilities. Previous experience working as a developer, independent engineer, and/or on a performance optimization team is a plus.
- Deep understanding of PV modules and inverters, including first principles understanding of how the design, manufacture, quality control, and installation of these technologies affect PV plant performance and reliability in the short and long term. This includes cell design and manufacturing techniques, standards, and quality control programs.
- First-principles understanding in module degradation, and project-level useful life.
- Experience in and understanding statistics.
- Understanding of market trends in technology and technology, installation, and O&M costs.
- Understanding the similarities and differences in the design and modelling of residential, C&I, and utility-scale projects.
- Excellent oral and written communication skills.
- Ability to work independently or as part of a team.
- Ability to successfully meet deadlines under pressure.
- Ability to be a successful supervisor of a team using proven project management skills preferred.
- The job may require as much as 50 percent travel, and can include weeks with extended work hours to support WASH department needs.

- Consultancy experience with similar tasks
- Excellent writing and communication skills
- Fluent in English (both reading and writing), fluency in Arabic is a distinct asset
