Position: Education Project Assistant (Engineer)

Job Location: Hadramout - Al-Aber

Report to: Senior Project Officer

Duration: 6 Months

The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.

Duties and Responsibilities:

  • Implement and assist in planning and implementing the educational activities in the target areas.
  • coordination and collaboration with relevant stakeholders in the community such as parents, teachers, MoE authorities, etc.*
  • Organize meetings, workshops, and general project events in the target sub-district, as the work plan requires.
  • Collect and assist in analysis of project-related data and keep up-to-date the filing system for the project documenting that the education activities have achieved their objectives. This includes children’s attendance, teachers’ attendance and any other data requested by MEAL and project team.
  • Coordinate and oversee the day-to-day implementation of the project plan.
  • Work with the MEAL and data management staff when required in data collection, entry, processing, and analysis.
  • Supervise distribution at field level and be responsible for all the relevant documentation, including photos.
  • Support the implementation of campaigns such as Safe Back to School campaigns and community mobilization and outreach activities.
  • In collaboration with the Senior Project Officer, assess the Education facilities for construction and rehabilitation requirements.
  • Develop detailed bills of quantities (BOQ) based on assessment and program requirements, ensuring that recommended work is child-friendly and within the minimum SPHERE standard.
  • Develop rehabilitation and construction project budget estimates.
  • Work with Senior Project Officer to draw up works tender documents and provide technical support to Bid Committees.
  • Supervise the construction/rehabilitation process, ensuring that it is completed within timelines and according to approved BOQs.
  • Where necessary, take samples for laboratory testing of materials and workmanship
  • Ensure that variations are approved by SO according to FMF procedures before giving a work order to the contractor.
  • Verify incoming materials are of the highest quality and from an acceptable country of origin.
  • Certify achievement of contractual milestones, and provide a report to SO so payment to contractors can be processed.
  • Develop and implement safety standard checklists ensuring that children's safety is central.
  • Seek and obtain appropriate government sign-off on works at the critical stages, especially at the start and completion.
  • Ensure the Contractor complies with Statutory Law and safety and security protocols on all construction/rehab sites.
  • Technical training of community volunteers, members of school committees, and governmental staff about the project interventions.
  • Write and submit weekly and monthly activity reports and field visit reports about the progress of project activities.
  • As required, support emergency planning processes and response regarding Education.
  • Deliver results in line with the current proposals and FMF's strategy.
  • Comply with FMF and cluster policies and practice with respect to protection mainstreaming, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
  • Collect successful stories as needed.
  • Any other duties as may be assigned from time to time.

Required Qualifications:

Required:

  • University Degree in Civil or Structural Engineering or Architecture or relevant disciplines, or equivalent field experience.
  • At least 2 years of experience in planning and implementing construction works, mainly school constructions or related works.
  • Previous experience of working effectively as part of an Education project team.
  • Experience in supervision of filed staff, contractors, and community volunteers.
  • Effective use of computers – Word and Excel and preferably design and drawing software.
  • Commitment to working through systems of community participation and accountability to the affected people.
  • Good knowledge of safety standards and legislation related to construction and rehabilitation in Yemen.
  • A good team worker willing to learn from others, listen and provide sound technical advice on construction that will benefit children.
  • Strong organizational, planning, and communication skills.
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of FMF in particular, a good understanding of the FMF mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable:

  • Oral and written reporting Language skills in English.
