JOB TITLE:  Capital Logistics Manager

Department: Logistic

Location: Sana’a

Duration: Till end of 2019 (renewable)


  1. This Position is overall responsible for logistics management at base level under the direct supervision of  Logistics head of department  at Capital office  
  2. Supervision & management of the Logistics department at capital office  through providing the leadership & technical support  in order to ensure  the implementation of the supply ( Transportation , Exemption )  management procedures with accordance to ACF KitlogV3.6 procedures, and guarantee the good respect of ACF charter rules and regulation.
  3. Ensure the respect of ACF Fleet and Equipment management procedures as per ACF Kit log V3.6. Ensuring the best practices and maintaining audit-compliant records and archiving for compliance and audit reporting  

1: Implement and ensure the performance of facilities management

The Logistics Manager is responsible for:

  • safety of the working and living environment
  • provision and maintenance of logistical equipment
  • security of logistical equipment, training and assistance to users
  • supervision of the building, rehabilitation and maintenance required for the functioning of the base and the living environment
  • provision of water and energy supplies to all buildings required for the functioning of the base and the living environment
  • To manage the premises maintenances and security upgrades requested by security
  • timely and high quality reporting on of activity
  • Undertaking or supervising the installation, maintenance and repair of logistical equipment
  • Maintaining the equipment list at the base
  • Assessing the needs for logistical equipment and ensuring proportional allocation
  • Carrying out an inventory and reporting on the state of repairs of property on arrival and departure
  • Supervision of the energy sources and vehicle fleet management : maintenance, planning, monitoring costs, administrative aspects (insurance, documentation)
  • Supervision of security guards and drivers

2: Implement and ensure the performance of fleet management

The Logistics Manager is responsible for:

  • Supervise the maintenance of the fleet;
  • Check that the vehicles are adequately equipped for their use;
  • Write reports on the fuel consumption and cost for each vehicle, generators and motor pumps;
  • Manage the stock of spare parts and their consumption.
  • Plan the movements of vehicles;
  • Attribute the appropriate vehicles according to the planning established by the coordination team;
  • If necessary find external transport solutions.
  • Negotiate external work and service contract

3: Manage the Transit stock , transportation and custom clearance for international shipments

The Logistics Manager is responsible for:

  • Managing the transit stock ( Procured or in kind donation )  in Sana’a office in ACF Premesis by ensuring stock is updated, Bin cards displayed and report is shared.
  • Managing the transportation of supplies from Sana’a to All bases of ACF with coordination with Logistics Cluster
  • Managing the custom clearance, Authorization letters from the government authorities for international shipments
  • Organizing the international shipments details reporting for the supervisor
  • Organizing the handling, storage and transportation of the international and national shipments

4: To manage the Sana’a equipment

The Logistics Manager is responsible for:

  • To manage the Sanaa Equipment while respecting ACF standards and procedures
  • Reporting the equipment’s report on monthly bases
  • Monthly reporting of the equipment list as per ACF standard
  • Having the physical verification of the equipment’s as per the list as per the standard duration of ACF policy.

5- Manage the Logistics team in the base

The Logistics Manager is responsible for:

  • day-to-day management of his/her team (guidance, follow-up, motivation)
  • evaluating the performance and developing the skills of his/her team members
  • To ensure the HR management of an assistant supplies, 5 drivers and 1 handyman
  • Defining the Human Resources needs in his/her area of activity and producing the organisational chart of his/her team
  • Taking part in the recruitment of his/her teams
  • Organising and leading team meetings
  • Working out and monitoring individual action plans for team members
  • Managing planning operations, task sharing and coordination of work
  • Providing for evaluation interviews for team members
  • Providing technical support to the teams
  • Identifying the training needs of team members
  • Devising, organising and leading training sessions
  • Managing difficulties in the team

Plan and manage his/her team logistic training with the support of the HOD

6- Responsible for the security management of the premises

The Logistics Capital Manager is responsible for:

  • working with the person in charge of the base on the definition of a local security plan
  • putting in place security guidelines for the base and ensuring they are properly applied 
  • Monitoring the application of security procedures, issuing reminders and alerting the person in charge of the base when necessary
  • Responsible for office operational security topics ( Hibernation room , Fire Fighting equipment’s , etc )
  • Manage the key system backup for the base and allocation to the people when necessary

7- Reporting responsibilities at Sanna

The Logistics Manager is responsible for consolidation of :

  • Stock Report / Stock Follow-up
  • In Kind Donation Follow -up
  • Vehicles Monthly Report
  • Fuel / Generator Consumption
  • Monthly Equipment / Inventory  list
  • In Kind Donation – reporting 
  • Monthly Driver Roaster
  • Monthly Staff work  Planning
  • LAT and LST
  • Any special / situational report (occasionally)

8- Archiving responsibilities at Sanna

The Logistics Manager is responsible for monitoring of archiving:

  • Ensure separate files are kept update for every vehicle containing Vehicle registration papers, power of attorney (if applicable) , Driver license , Driver identity card , monthly log sheets .
  • Ensure the copy of generator log book is archived monthly
  • Make sure archiving is done for  all procured Program supplies  at the time of reception
  •  Archive all dispatches  ( Stock release order , DN/ Way bill  , Packing list ) 
  • Separate archiving  for all  In Kind donation and their tracking while dispatching to the field ( Donor Way bill , RN / DN , SRO and way bill ) .
  • Archive all Loss reports
  • Archive Incident report related to vehicles / Equipment
  • Ensure all Custom Document along with International Supply documents are archived in Separate folder


  • Minimum 3  years of similar work experience (Logistics)

  • NGO experience minimum 2 year in field of Logistics


  •     Bachelor degree (Business Administration, Supply Chain, Logistics, Management or relevant )


  • Level of the position: Manager.
  • Basic salary in accordance with our National Salary grid.
  • Transportation allowance.
  • Eid bonus: a full basic salary per year.
