Position:         Project Coordinator (Health & Nutrition).

Location:        Dhamar with frequent field visits to sites of assignment.

Reports to:     Program Manager.

Duration:       Till May 31, 2023, extendable based on fund availability and performance.

Reference:      HR22-124.

POSITION SUMMARY:

Under the supervision of the technical supervision from the Program Manager, the Project Coordinator (Health and Nutrition) will dedicate 100% of his/her time leading, coordinating and ensuring the high-quality implementation of all project activities in the target project areas as well as ensuring timely reporting and compliance with donor rules and regulations and developing new funding opportunities. The PC will strengthen relationships with all stakeholders in target project areas. The PC will coordinate closely with local and national stakeholders in new proposed sites of implementation to ensure the appropriate coordination of activities and avoid overlaps of assistance. 

MAIN DUTIES & RESPONSIBILITIES:

  • This position is 100% (60% in the HFs, 40% in RI office) field based with frequent travel to supported health facilities for supervision
  • Under the direct supervision of the Program Manager, the Project coordinator will provide support in quality primary healthcare program implementation, monitoring and regular data analysis and review and support with capacity building of health program staff.
  • Promotes standardization, alignment and quality of service provision in accordance to National and WHO guidelines for primary healthcare provision. In addition, regularly supports the teams assigned to them.
  • The project coordinator works closely with the WASH engineers, and MEAL Coordinators in the implementation of the health and nutrition program
  •  The Project coordinator will be responsible for maintaining regular contact with the field staff, GHO and DHO authorities, and will provide oversight to implementation, monitoring and progress reporting of the health and nutrition programs
  • The Project coordinator will work closely with the WASH engineers and Protection coordinator to ensure that WASH and Protection activities are adequately implemented and mainstreamed into the health and nutrition program.

PROGRAM MANAGEMENT, TECHNICAL QUALITY, AND STRATEGY:

  • Provide overall management and oversight for implementation of the health and nutrition program activities at the field level
  • Ensure health and nutrition projects implementation are of high quality and meets the RI/MoPHP/International standards
  • Provide technical support to health staff and provide the necessary mentoring and training as needed to build their capacity and enabling them to perform their tasks, including project management skills
  • Participate in emergency assessments and response when necessary and develop plans for rapid and appropriate responses in consultation with WASH, sexual reproductive health, protection, nutrition, and others
  • Coordinate with GHO, DHO and other actors in the response and maintain good relations with them
  • Participate in Emergency/Outbreak Control Coordination Team and carry out community-based public health interventions during communicable disease outbreaks, including planning, needs re-assessment, and mobilization, financial planning and tracking
  • Monitor quality performance indicators ensuring adherence to technical standards, best practices, and donor guidelines
  • Coordinate all referrals of patients as per RI referral guidelines
  • Seek out and nurture quality partnerships with community structures
  • Foster inter-program linkages, exchange information and experiences and contribute actively to protection and disaster risk reduction mainstreaming in the health program
  • Collaborate with other relevant sectors especially WASH, as well as Protection to ensure holistic service package is available in response to the needs.
  • Directly manage the inventory management and mitigation of medication shortages at supported health facilities.

PROGRAM DEVELOPMENT / GRANT MANAGEMENT:

  • Contribute to design, planning, and drafting new proposals.
  • Contribute to donors’ reporting
  • In collaboration with the Program manager develop an expenditure plan, review budget vs. actual expenditure for the health and nutrition project monthly and take necessary actions.
  • Ensuring budgets are used appropriately and efficiently and spending is in line with the RI financial procedures and donor requirements.
  • Ensure data collection, data compilation, timely preparation and submission of all internal reports including weekly and other associated monthly, quarterly, donor and special reports.

STAFF PERFORMANCE MANAGEMENT, LEARNING & DEVELOPMENT:

  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
  • Develop and implement remote management capacity building approaches to build the strengths of the team in the locations of intervention.
  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage all time, attendance and leave requests of direct reports to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.
  • As required identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train, and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.
  • Adhere to and act in accordance with the RI Global HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.

MONITORING HEALTH PROGRAM IMPLEMENTATION:

  • Monitor field project implementation and provide on-spot support to field teams and propose modifications as necessary.
  • Ensure regular health and nutrition program data analysis and review, take follow up action on project implementation, and prepare relevant action reports.
  • Supervise and provide technical oversight in the interpretation of field data for improved programming and implementation.
  • Monitor and promote integrated programming in a way that increases overall impact of health and nutrition program at the community level

COORDINATION & REPRESENTATION:

  • Represent the program to DHO, GHO and MoPHP representatives, partner agencies, etc. as required.
  • In coordination with the Program Manager actively develop and maintain effective working relationships with key stakeholders with government actors, international and local NGOs, and other relevant actors.
  • Attend all relevant field meetings in relation to the health and nutrition program as may be required and feed in the RI priorities during meetings.
  • Facilitate field visits for internal and external stakeholders, when required.

QUALIFICATIONS & REQUIREMENTS:

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Minimum of bachelor’s degree Medicine/Nursing.
  • Minimum of 3 years professional experience in Health and Nutrition sector; experience with INGOs required.
  • Minimum of 2 years professional experience in lead management implementing emergency response programs in a conflict setting.
  • Experience of program cycle management, and experience in a complex and matrix-managed organization.
  • Knowledge of effective financial and budgetary controls; proven ability to manage budgets.
  • Leadership qualities, motivational skills, mentoring ability; proven experience overseeing and developing a team.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken English required.
  • Excellent time management skills and resourcefulness with strong attention to detail.
