Status: Full-time – Roving (Aden –Al-Mukha & Al Khawkhah) 
Location:  Mukha, Yemen 
Preferable:  Priority to Candidates from Aden and Al-Mukha

ADO Overview

Abs Development Organization for woman and Child (ADO) is a well-established national, humanitarian, developmental, non-profitable and non-governmental organization, founded in August1996 by a group of Yemeni girls to provide a better standard of living for woman, Child and youth in Yemen. ADO has been operating in Yemen for more than 25 years with an excellent presence in the deprived rural areas located on the coast of Tehama and various areas in Yemen to get rid of poverty and infectious diseases. Since its inception, it has implemented over 120 development and humanitarian interventions in 10 out of the 22 governorates of Yemen benefiting over 6, 400,000 people. As a result, the organization has established itself among the most effective civil society organizations in Yemen that are working on issues related livelihood, health, education, and WASH in support of women, children, and youth. Operating out of its Headquarter office in Sana’a and its offices in Hodiedah, Hajjah, Abs, Raymah Taiz and Aden, ADO, provides critical educational, health, livelihood and WASH services to urban and rural communities. ADO believes that a woman is the essence of life, therefore it has devoted all its activities and programs to empower and educate a woman, because the educated and empowered woman will lead to an educated family in which empowered family will ensure a developed society leading to a civil state, good governance and conscious civil society out of oppression. ADO believes that youth are a miraculous energy. If they are enabled, they will build a civil state and good governance, as well as ADO believes that protecting and caring for children will result a beautiful future and free from crime and terrorism.

Background:

In partnership with DKH, ADO is planning to implement fish farming project in two governorates (2 coastal districts Al-Mukha, & Al Khawkhah of Hodaiedah and Taiz governorates). The project will make a direct connection to existing livelihoods that are prevalent in the target area, specifically fishery and introduce innovative complementary products and processes.  The fish cage farming builds upon the existing livelihoods of the fisher community as well as its supply chain and local customs. Under the overall objective ADO is planning to establish and operate 8 fish farm cages with one hatchery and one feed plant. 
By proving it´s economic viability on the West Coast of Yemen the project will lay a foundation to-scale the innovation along the coastal areas, increasing fishermen income, re-engage fishermen who have been forced to abandon their traditional livelihood, boosting supply of nutritious locally-produced fish in a country on the brink of famine, and increasing resilience.
The project will also have a conditional cash component (during on-the-job vocational training). The income households will earn initially through cash-for-training, and later through (new) livelihoods will increase household food security and community resilience. The project will strengthen the local market by reviving and strengthening first and foremost supply (strengthening/developing new value chains such as fingerling and fish feed production, fish from aquaculture), and secondly demand (cash-for-training measures, strengthening the livelihood of the target group).

Job objectives/ Scop    

Under the supervision of Program manager& program advisor, the incumbent of this position will be expected to lead the team and to support the planning, implementation and monitoring, manage and run one hatchery, one feed plant, and 8 fish farms in the sea, where fish are raised in hatchery (Hatchery and nursery), then transfer to cages in the water.
 The project fish (copia) are farmed for food, and fish farming manager will be responsible for All processes of fish farming purposes, he/ she will allocate with the duties of supervising and managing the operations that go on in a fish farms, and the fish farming facilities (Hatchery& feed plant). They oversee the day to day running of the fish farm and ensure there are smooth and efficient operations, and will operate under the overall guidance of the international Fisheries specialist (FTS).  S/he will assist the FTS in carrying out the activities (establishment, &operate the fish farms, and the 2 facilities) of the fisheries component during the three years of the project.

Duties and Responsibilities and wight       

Technical role: (45%)

1-    Responsible for Overall project management, planning, reporting, and budget management, Follow-up of the project activities, and The In-job training in the targeted areas (Mokah, & Al-kokah).
2-    Provide leadership and strategic thinking to ensure proper implementation of fish farming project activities.
3-    provide support to the international consultants and national experts who are selected to conduct the project technical studies. 
4-    Manage and administer the day-to-day operations to ensure the effective implementation of the project component (Hatchery, feed plant, and Cage fish farms).
5-    Prepare annual and quarterly work plans, annual and quarterly progress reports and Terminal Report.
6-    Writing periodic reports during the implementation of projects and submitting them to top management to monitor the progress of the project plan.
7-    Provide substantial technical and logistical guidance to field-based development.
8-    Maintain open lines of communications with all field staff.                                                                        
9-    Other duties as assigned by program manager. 

Supervision role: (20%)

10-    Ensure that all project activities and training are both in line with global standards , M&E and local government requirements.
11-    In cooperation with the HR Manager, contribute to the employment and supervise staff to ensure their smooth and effective operations.  Follow the contacting process of the filed staff.
12-    Supervise all staff assignment and consulting agreements.

Development role (10%): 
13-    Works with the M&E unit for the development of a project monitoring system, to implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators, and outcomes and ensure accurate and timely data collection at the field level, and the commitment of the project to the logical framework.
14-    identifying national experts to participate in the fishery’s technical studies.
15-    Provide guidance on the overall strategy for project   management.
16-    Contribute to the creation of a positive image and overall credibility of the foundation, and cooperate with government authorities, NGOs, and donors.
17-    Participate and contribute to the capacity development activities under the project.
Coordination role (25%):
18-    Coordinate with all components of the project; Coordination with relevant ministries (MFW, and MOA, MOPIC)), national organizations, private sector companies and civil society initiatives as required by the project objectives and activities.
19-    Attend relevant coordination meetings.
20-    Ensure that all relevant stakeholders have information about the background, project, objectives, areas of work, duration, and activities in these areas.

Experience and Qualifications    

  • Significant experience in project management gained with international organizations or in the public or private sectors.
  • Prefer Master degree in fishery/marine sciences, agri-business, or a related agriculture/ natural resources management or a closely related field. 
  • First level university degree in combination with a qualified experience may be accepted in lieu of the advanced university degree.
  • At least 3-5 years of relevant working experience in Yemen working with national administration, international organizations or CSO’s.
  • Relevant experience in fisheries economic analysis, fishing policy and administrative management, fishery development, fishery education/training, fishery research and services, with working experience in development planning and experience from development projects.

Skills / Knowledge     

  • Extremely flexible, and have the ability to cope with stressful situations.

  • Experience in working in the field of fisheries management and policy analysis.

Previous Training     

  • Fluency in English and Arabic.
  • Efficient use of Microsoft Office programs including full working knowledge of standard word processing, spreadsheet and presentation packages; knowledge of fisheries statistical & scientific software.
