Location: Aden, with frequent visits to the field sites in both Taiz a 50% and Al Hodeida 50% governorates.

JOB SUMMARY

The Liaison, Access, and Security Assistant will play a key role in the timely and quality delivery of MG’s programs in Yemen by providing support on a range of tasks related the access, safety and security, and government liaison in Aden and in the governorates where MG will be establishing operations.
He/ She will be responsibility is to monitor the overall security situation, enforce security regulations and provide sound and timely advice to MG team and field staff to support the safe access. He/ She will advise on and implement the MG Humanitarian Security Management Plan, under the supervision of the country representative. She/he will provide humanitarian access and security risk management advice to Field Management and Country management team on building relationships with stakeholders, negotiating and mediating humanitarian access, contextual understanding, managing critical incidents, and providing timely advisories. She/he will help maximize the effectiveness of MG's activities in Yemen by contributing to the design and ongoing adaptation of programming to ensure it is contextually appropriate. Where applicable, she/he will also provide guidance and support to partner organizations and ensure the capacity building of MG staff, incentive workers, and partners with active hands-on collaboration.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The “Liaison, Access and Security Assistant” will be responsible but not limited to:

Main Responsibilities:

Liaison and Access

  • Coordinate and liaison with authorities and stakeholders on Aden level and on the level of governorates and districts.
  • Ensure with local stakeholders that MG staff has access to target areas.
  • Coordinate with relevant ministries GHO and MOH and authorities by ensuring that all authorizations and agreements are done and on time.
  • Ensure that MG is compliant with legal, administrative, and access requirements, i.e. registration, MoU, sub-agreements, movement permits, visa, etc.
  • Closely coordinate access and security matters with Country Director, Programmes and Operations departments.
  • Represent MG at security and access forums, network with NGO colleagues in similar positions.

Security:

  • Regularly analyze context and risks, providing frequent clear verbal and written updates to MG management team.
  • Maintain contact list of relevant Government and Non-Government Organizations working in Aden, Taiz and Hodeidah.
  • Conduct specific access and security assessments as per MG needs, i.e. area assessment, actors’ analysis, road assessment, compound assessment etc.
  • Suggest risk-mitigating measures and changes in procedures based on risk assessment outcomes. Develops specific contingency plans for Aden office and areas of activities as dictated by the security context. This is not limited to Hibernation, Relocation and Evacuation
  • Update and upgrade security and safety-related documentation, i.e. risk assessment, safety and security management plans, medical plans etc.
  • He /She ensures that all safety measures regarding fire hazards are in place and fire-fighting equipment’s are serviceable in all MG facilities and office.
  • Develop MG country Security SOPs, Manuals in close coordination with CR.
  • Carry out basic safety trainings to all staff including Firefighting drills, building evacuation and new staff induction.
  • Supports the country representative to implement SOPs and security protocols and procedures in all the field offices.
  • Establish and maintain an information network to successfully provide corroborated information and early warnings.
  • Verify security situation in destination areas and along access routes, issuing travel clearance for MG staff
  • The job may also require working on different shifts even during evenings, weekends, holidays and special events, but normally follows a 48-hour a week schedule.
  • Participates in developing Security Risk Assessments and sites assessments for new Offices, Warehouses and hotels accommodations as well as other assignments of activities locations.
  • Serve as a focal point for incident reporting, follow-up incidents as per authority given by Country Director.
  • When of a security issue falls inside or outside the jurisdiction of the organization, the security Assistant should be able to report the matter to the appropriate authorities.
  • Undertakes any security-related duties assigned to him/her by his/her supervisor.

Requirements and Skills:

Liaison, Access and Security Assistant should have the following skills, education, and experience:

Qualifications:

  • Bachelor degree in relevant field.Skills
  • English and Arabic languages: good speaking and writing.
  • Computer skills: good knowledge of Microsoft Word, Excel, and Outlook.
  • Must be able to solve practical problems quickly and efficiently when the need arises.
  • Able to help in writing and developing security policies and procedures for the security department.
  • Able to communicate well and be suspicious with all relevant activities for security, to gather information and report to his/her supervisor.
  • Able to coordinate for the internal organization.
  • Must possess management skills
  • Excellent organizational skills, detail-oriented, multi-tasker, and flexible work style

 Experience 

  • 4 years of experience will be preferred, in law enforcement, firefighting, military, or private security management.
  • 4 years working experience minimum (security, administration, finance or private business)
  • Field-based security and crisis management experience
  • Incident management
  • Staff supervision, good leadership skills with experience in implementing SOPs, Procedures & protocols compliance
  • Excellent organizational skills, detail-oriented, multi-tasker, and flexible work style
