Summary: 
The Deputy Area Manager will oversee the management of the Area Programs while ensuring quality reporting, financial management, monitoring and accountability under the guidance and supervision of the Area Manager and in coordination with the support departments, technical advisors and DCD Program. S/he will ensure all program interventions are strategic, effective, meet designated goals and objectives, are informed by and participated in by targeted beneficiaries and are delivered on time. S/he will coordinate with major internal stakeholders to ensure area program activities are implemented as planned and are being monitored to achieve the quality result and to make sure we are on scope, target and budget. Working with Area Manager and the support team, the Deputy Area Manager is expected to lead on effective implementation and communication on the progress of the program to local authorities and other humanitarian actors in the assigned geographic area. In the absence of the Area Manager, the Deputy Area Manager will be required to fully oversee programmatic and operational functions in the area office.

Essential Position Responsibilities and Duties:

Program Management:

  • Supervise the development of the consolidated/integrated projects’ detailed implementation/action plan (DIP) detailing operational, capital budgets and monitoring and evaluation with inputs from the area support team and Area Manager.
  • Periodically review the Area consolidated Integrated DIP (AIDIP) to monitor operational and programming activities.
  • Actively pursue and develop internal and external linkages consistent with RI’s vision, core values and overall organization objectives.
  • Lead in development of implementation and procurement plans for area program/projects and oversee weekly, monthly and quarterly work plans in line with program/project mobilization plans. 
  • Maintain a positive working relation with the staff by demonstrating consistent and effective management and leadership roles. 
  • Lead in training of program/project staff to ensure they have solid understanding of key program documents and tools.
  • Oversee program budgets, financial reporting/BVAs and forecasting. Monitor financial expenditure with PMs/PCs to ensure neither projects are under spent nor overspent in project budgets
  • Coordinate with Finance to monitor budget/expenditure based on the implementation plans and analyze Budget-Versus- Actual (BVA) reports to assess and address the discrepancies.
  • Actively participate in program kick off meetings, program design, grant review meetings and grant closeout meetings.
  • Work closely with the Area Manager to ensure compliance with donor requirements at all stages of the Program/project’s lifecycle.
  • Proactively integrate multi-sectoral projects within the Area Program intervention/targeted areas.  
  • Ensure that required periodic reports on the project’s progress and related activities are made and submitted to concerned bodies at various levels.

Program Development:

  • Lead in development of Area strategy while engaging local stakeholders, clusters, authorities, local business and civil society leaders and beneficiaries. 
  • Ensure program implementation plans are in accordance with RI Yemen strategic priorities and being implemented accordingly to programming principles.
  • Develop long-term program goals and objectives to achieve the successful outcomes and to contribute to the development area strategy.
  • Provide the needed support in the conduct of assessments in consideration of future program development and evaluations.
  • Work with program stakeholders to identify and develop new projects according to needs and gaps in assistance.
  • Work closely with clusters to make sure cluster guidelines are incorporated in development of new programs.
  • Analyze and evaluate monitoring data to understand impact of program and identify lessons learned for future programming

Financial Management:

  • Oversee the monitoring and evaluation of budgeted and actual expenditures with implementing partners, the relevant finance team and operations team on a monthly basis. 
  • Lead in preparation of spending plans and submit the monthly cash flow to the finance 
  • Ensure that all project financial reports are reviewed, corrected, in the required and variance explanation sent to the finance
  • Participate in program audits and financial audit follow-up (management response, corrective actions)

Communication and Coordination:

  • Represent RI in coordination meetings, discussion groups, workshops, other relevant coordination forums, stakeholders meetings and in clusters
  • Establish and maintain strategic links with key stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs, identify opportunities and ensure RI’s participation at the Governorate and national level. 
  • Maintain effective communication with the senior management, other department heads, and with RI’s Country Office for program implementation as required.
  • Liaise with local/government authorities and participate in meetings initiated by local government, NGOs, other stakeholders and communities.

Human Resource Management:

  • Ensure that recruitment of project’s and program staff follow P&C recruitment policies and guidelines
  • Lead in development of TORs for Program/Project staff and consultant with the help of relevant technical advisers 
  • Maintain a positive working relation with the staff by demonstrating consistent and effective management and leadership roles.
  • Ensure development of performance agreements, staff development plans and periodic evaluation of staff to maintain quality human resources in the Area Program operations.
  • Lead, manage and motivate program team and ensure they have clear objectives and receive meaningful feedback on their performance.

Others:

  • Fill in the gap of Area Manager in her/his absence and act as a backup as when needed.
  • Perform any additional tasks related to program and operation management as requested by the supervisor.
  • Qualifications and Requirements:
  • Master’s degree in a Sociology, Social Sciences, Humanitarian/Development field or Bachelor’s degree with commensurate work experience and technical experience in multi-sectoral program/or community development.
  • Minimum of 5 years professional program management experience in managing development and/or humanitarian assistance programs in similar conflict settings; including program implementation, financial management, monitoring and reporting
  • Demonstrated ability to achieve results in a demanding and fast paced environment. Strategic thinking, creativity, flexibility and strong work ethics are highly valued.  
  • Strong grant management experience, familiarity with multiple donors ECHO, EU, USAID, OFDA, UNICEF, WHO, UNFPA, GAC, WFP.
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.
  • Ability and willingness to frequently travel and stay at field base.
  • Commitment to and understanding of the humanitarian values and principles.
  • Computer literacy and well versed with MS package, MS Project
  • Fluency in written and spoken English and Arabic.
