Job Description

CARE International is currently seeking Program Budget Development Officer  leads in development of proposal’s budgets, proposal’s budget narratives, project’s budget amendments, translation and compilation of sub agreement applications and amendments.

Position: Program Budget Development Officer

Location: Sana’a ( Country Office)

 

Position summary:

The Program Budget Development Officer leads in development of proposal’s budgets, proposal’s budget narratives, project’s budget amendments, translation and compilation of sub agreement applications and amendments, and compilation and quality control of SCMCHA/MOPIC achievement reports and final reports.

Main Responsibilities:

Program Budgeting

  • Lead on development of proposal’s budgets, proposal’s budget narrative, and project’s budget amendments
  • Serve as donor’s intelligence for budgeting requirements and provide guidance and suggestion to Deputy Area Managers, Area Finance Officers, Deputy Director – Program Development and Coordination, and Assistant Country Director – Programs throughout the budget development process
  • Ensure that resources are budgeted sufficiently in all new proposal’s budgets
  • Facilitate budgeting process during proposal development process through collaboration with Deputy Area Managers, Area Finance Officers, Deputy Director – Program Development and Coordination, Assistant Country Director – Programs, and Finance Controller
  • Coordinate with Finance and Budgeting colleagues at HQ and CARE Member Partners during budget development process including a final sign off before submission
  • Coordinate with Program Coordinators on any funding top-up, revised project’s budget, and revised project’s narrative when needed
  • Coordinate with Program Coordinators, Deputy Director – Program Development and Coordination, and Deputy Area Managers on the design of the split budget between Area Offices

Documentation

  • Ensure a complete and appropriate filing of Go/No-Go, completed grant applications, and grant agreement documents through collaboration with Knowledge Management Officer

Capacity Building

  • Capacitate Area Office’s staff (especially Deputy Area Managers and Area Finance Officers) on effective and sufficient budgeting as well as key donor’s requirements on budgeting – with an aim to build capacity of Area Office staff in producing strong and sufficient proposal’s budgets
  • Provide guidance to Area Office staff (especially Deputy Area Managers and Area Finance Officers) on budgeting requirements per donor’s regulations and requirements when needed
  • Support Partnership Officer and participate in a due diligence process for local partners selection
  • Support Grants, Contracts and Budgeting Coordinator and Partnership Officer in reviewing local partners’ budgets during the selection process

Local authority approval processes

  • Translate all approved donor proposals, budgets and all required annexes into relevant government authority templates as per CARE Sub Agreement Standard Operating Procedure
  • Provide on-time responses to local authorities’ requirements and letters on the submitted projects
  • Ensure internal SA tracker is up-to-dated for Programs team’s tracking purposes
  • Consolidate, review and work on all annual reports for MOPIC and SCMCHA in coordination with Area Offices

Other tasks assignments

  • Acting as Program Development Coordinator when needed

Qualification, Education and/or Work Experience Requirements:

Education/Training

Required:

  • Bachelor’s degree in Business Administration or related field

Desired:

  • Masters in Business Administration or other relevant subject

Experience

Required

  • - At least fours years in budgeting position and/or grant management
  • - Budget development

Desired

  •  Proposal development
  •  Information management
  •  Experience working with an INGO

Technical Skills

Required

  •  Knowledge of Microsoft applications: word, excel, outlook, SharePoint
  •  Fluent in Arabic and English language
  •  Excellent financial skills

Desired

  • Demonstrable commitment to gender-sensitive practices
  • Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
