Job Description

Save the Children in Yemen is looking for eligible candidates for the position of

FSL Program Officer – National – Amran, Yemen

Position Objectives: 

The Food Security & Livelihood FSL Programme Officer is responsible for the Lead of all food security programs implemented by Save the Children in the area of intervention (Amran and Sana’a governorates) and for the line  implement  of field food security and Livelihood team.

KEY AREAS OF ACCOUNTABILITY:

Needs analysis and program design

  • Promote and facilitate capacity building of local partners (government, civil society organizations and other community-based structures) to ensure long-term project sustainability.
  • Define and contextualise implementation modalities (identification and registration of beneficiaries, distribution, monitoring, etc.);

Program implementation

  • Coordinate and manage the  Food Security and Livelihood Project in line with the project proposal, strategy and donor requirements. 
  • Develop steps and procedures in the planning and implementation of the  Food Security and livelihood projects in accordance with SCI policies and agreements with donors.
  • Support the identification and designing of FFA&FFT projects.
  • Providing capacity building and training in General food distribution and   cash transfer programming, monitoring and evaluation, agricultural support and livestock support to SCI and partner staff.
  • Ensuring the FSL team are working closely with other programmes including logistics and finance teams and adhering to required procedures in implementing program activities in a timely, transparent and accountably manner.
  • Develop detailed implementation plans, phased budgets and monitor project progress in line with the log frames while evaluating the relevance and appropriateness of the intervention.  
  • Identify programme supply needs and coordinate with logistics teams to put in place a sensible phased procurement plan.
  • Ensure that activities are appropriately planned and that delays and constraints are documented and solutions identified.
  • Ensure programs are adequately resourced and manage budget lines for program activities ensuring appropriate tracking of budgets.
  • Make frequent visit to project sites to provide technical oversights and identify issues that need timely action and support at different levels.
  • Document and share lessons learnt for future FSL project improvement.
  • Ensure that the progress reports and relevant donor reports are prepared timely and are of high quality and serve to inform management decisions 
  • Any activities required from his line manager.  

People management and capacity building

  • Build staff capacity in key  areas including basic assessment techniques, participatory approaches for identification and follow-up of community projects, monitoring food security as well as training of staff in data management, analysis and reporting
  • Strategically plan staffing needs to implement the FSL programs by working with HR team to recruit in line with approved project positions. 
  • Lead, manage and motivate staff under direct line management, ensuring that they have clear objectives and received meaningful feedback on their performance

Coordination and representation

  • Attend all coordination cluster meetings in the area of jurisdiction and represent SCI interest among external stakeholders.
  • In coordinate with other SC program to ensure effective programs integration in the areas of intervention.
  • Develop and maintain collaborative and effective partnership with NGOs/CSOs and government partners.

General

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, equal opportunities, fraud and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

  • At least university degree in social science, economics, Agriculture, geography or other discipline relevant to urban/rural livelihoods. Relevant experience instead of the formal education may be considered.  
  • Minimum of 3 years   knowledge and experience of work in FSL interventions, especially use of cash for work/cash vouchers, vocational training, livestock and micro-financing programmes.
  • Demonstrated experience in DRR and community contingency planning processes and evidence-based programming.
  • Demonstrate very strong leadership and management skills and ability to work and build a good team.  
  • Proven experience in designing, implementing and monitoring large food security and livelihood recovery programmes. Proven experience in monitoring and evaluation, including post distribution monitoring and price monitoring.
  • Previous experience in working with WFP funded programs is an asset and GFD.  

Skills 

  • Capacity to organize and supervise the work of the team.
  • Good human relations and diplomacy.
  • Excellent analytical and report writing skills. 
  • Background in Food Security projects (voucher/cash transfer, Food distribution, Agriculture, livestock, Monitoring, Assessment, etc).
  • Excellent Computer skills especially the use of  (Word, Excel, PPT..etc).
