CARE International in Yemen

CARE International is currently seeking an Inclusion Field Officer. She will work closely with Inclusion Officer in the field-based projects that seek to prevent, monitor and respond to issues that affect the safety, dignity and participation of displacement-affected women, men, girls and boys in Yemen. Inclusion Field officer will be responsible for working directly with displacement affected communities to safely and respectfully implement Inclusion activities, build relationships and capacity among local authorities and undertake referrals as needed. The Inclusion Field officer prime responsibilities are to ensuring result-oriented quality program delivery for Inclusion Programmes

Inclusion Field Officer 

Location: Taiz Area Office    

Main Responsibilities:

Implementation and Monitoring Field Work: 

  • Coordinate and organize regular External\Internal mapping of services available in the area of intervention
  • Develop and maintain good relationships and lines of communication with relevant, local partner, local authorities, service providers (INGOs and Local organization) and communities, explaining the nature of the project and liaising with them throughout the project.
  • Share community involvement at all phases of the project (identification, implementation, monitoring, and evaluation) to ensure the development of community ownership for the project outputs.
  • Collaborate with project team, local partners, local council, service providers and community leaders to support screening and registration teams to select the households based on the agreed criteria of items distribute
  • Under supervision from Inclusion Officer, conduct regular field visits to all program sites to mainstream protection principles, support, evaluate, identify any concerns and obtain beneficiary feedback.
  • Conduct assessment and Safely identify of vulnerable Protection cases (PWD, GBV and vulnerable Muhamasheen women and girls) and member of the community who require additional assistance and services, with a particular focus on high risk cases under Inclusion Officer supervision. 
  • Conducting information sharing sessions and awareness sessions to community communities, registration staff, distribution staff (and others as requested on topics identified by Projects 
  • Prepare, coordinate and participate all in-house professional development activities, meetings and planning sessions
  • Implement delegated duties in activities relevant to project as per approval by Inclusion officer.
  • Report any variations or problems with implementation of activities (in regards to laborers, costs, schedules, technical matters, training attendance for beneficiaries and trainers) and any changes in the context to Inclusion officer to propose remedial actions as needed.
  • Maintain open and professional relations with team members of other sectors, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Discuss success story with the Inclusion officer
  • Initiate financial request with support from the Inclusion Officer

Capacity Building of targeted groups: 

  • Prepare/Assist and facilitate for capacity building training to community communities, registration staff, distribution staff (and others as requested) that be hold relevant to project 
  • Assist with creating and maintaining training documentation including Attendance sheets, Banner and action items needed
  • Manages the learning environment for course materials, media and other needed.
  • Participate in activities relevant to project as per approval by Inclusion officer

Office duties

  • Develop and organize all data, files and documents, Documentation,
  • Responsible for the confidentiality and security of data, documents and resources
  • Demonstrate gender sensitivity and show support and respect to all team members

Required:

  • 1-2 years of work experience on humanitarian agencies, INGOs or NGOs.
  • Bachelor’s degree in Education, Social Sciences or related field
  • Experience in community mobilization and awareness rising 
  • Experience working with host communities and internally displaced persons (IDPs) and understanding their special needs is desirable.
  • 1-2 years community work experience, preferably related to the type of project (Inclusion activities)
  • Sensitive to gender issues and Gender Equity and Diversity (GED) principles
  • Able to travel to remote rural area 
  • Ability to work under pressure.
  • Excellent communication verbally and in writing as well as inter-personal skills
  • Ability and willingness to travel regularly to field sites
  • Become conversant with the various generic tools such as assessment and survey techniques and questionnaires.
  • Ability to identify potential problems before they occur. Proactive in preparation and uses initiative in response.
  • Ability to communicate effectively with the community, supervisors and colleagues.
  • Fluency in written and spoken Arabic, very good knowledge of English is desirable
  • Good computer skills  
  • High level of team sprit
