Position: Activity Coordinator
Job site: Dar Sa’ad (Aden) and Al-Ribat (Lahj)
Report to: Project Manager 
Supervises: CC support staff (cleaners, guards), protection team linked to CC (social workers (SWs), case management supervisors (CMS), lawyers, psychologist, and social outreach workers (SOW) in IDP site and community outreach volunteers (COVs)

About INTERSOS:

INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

Project objectives: 

The action provides for integrated emergency health, nutrition and protection services for conflict and displacement affected people in Hajja (Abs and Ku'aydina districts), Aden (Al-Buraiqa district) and Lahj (Al-Ribat IDP site in Tuban district). 
In Aden and Lahj (IRG-controlled areas), integrated emergency H&N services as per MSP are run through 3 MCTs, complemented by CHVs. MCTs are linked to 2 BLS ambulances, ensuring referral of emergency cases to referral hospitals in same areas (minimum support with drugs, medical & lab equipment/consumables, and incentives for OT specialists to ensure free-of-charge referral). Emergency protection services are integrated by running 2 Community Centers (CC) in Al-Buraiqa and Dar Sa'ad and through support for an on-site semi-mobile protection team in Al-Ribat IDP site. COVs ensures outreach, supporting protection staff with screening/identification, referral, community engagement, and raising awareness on available services. To strengthen protection coordination efforts among protection actors in the South, the position of the Protection Cluster Co-Coordinator will be covered.

Project review has resulted in partially restructured activities. 

Revision of activities in Aden and Lahj was conducted as per sector-specific trends analyses and protection monitoring conducted throughout 2021/early 2022. The following modifications are therefore made: 1. Continue running Al-Buraiqa CC until July 2022, to then prioritize support to Dar Sa'ad CC as per existing needs and gaps. INTERSOS will have social workers continue to join the MCT in Al-Buraiqa and Dar Sa’ad and ensuring referral for critical protection cases to CC Dar Sa’ad, if needed. 2. Extend support to Dar Sa'ad CC and semi-structured protection response in Al-Ribat until April 2023, ensuring continuation of provision of critical protection services. 3. Add support to 3 MCTs (1 in Dar Sa'ad, 1 in Al-Buraiqa, 1 in Al-Ribat). 4. To complement MCTs' activities, minimum support (drugs, medical & lab equipment/consumables, and incentives for OT specialists) is provided to 2 referral hospitals (Al-Sadaqa in Aden and Al-Wahat in Lahj) to ensure free-of-charge and quality referral of critical patients to emergency secondary health care. 

Responsibilities/duties:

Main responsibilities:

With the support and supervision of the Project Manager, the CC Activity Coordinator is responsible for the overall implementation of the project’s activities in the assigned area and for the overall supervision of the projects’ teams according to relevant principles and minimum standards.
Provide ongoing oversight, leadership, and guidance to the staff teams to ensure that the project meets high quality and best practice standards and prioritize the safety and security of beneficiaries and staff.

Project Management and Technical Facilitation:

1.    Ensure overall coordination and proper management of the CC and ensure all arrangements are taken for activities to be carried out in the center.
2.    Ensure monthly & weekly work plan are shared and implemented for proper implementation of activities within the center. 
3.    Coordinate with relevant INTERSOS sub-office Logistician to guarantee proper functioning of the CC in terms of maintenance, supplies, cleaning materials, storage capacity, etc. 
4.    Organize weekly/monthly meetings to plan activities with the projects’ teams, as well as regular meetings with CC support staff and logistics.
5.    Flag programmatic, operational and technical constraints to the Project Manager in a timely manner and provide suitable solutions.
6.    Ensure a proper, clean and safe (including in terms of protection of data/confidentiality) environment for beneficiaries’ and staff.

Human Resources management:

1.    Assist the hiring of all staff, collaborating with the Project Manager and participating in interviews, ensure that there is no gap in staffing.
2.    Follow HR procedures for all staff, ensuring timely submission of documentation to HR and leave management.
3.    Ensure day to day supervision of admin and support staff operating in the CC.
4.    Train staff on INTERSOS procedures and ensure full understanding of the project scope and goals. 
5.    Ensure the team in the respective sectors are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues.

Finance:

1.    Ensure that a weekly/monthly expenditure planning is prepared and timely delivered to the Project Manager including expected costs for:
a.    Office running costs of the center (cleaning services and material, stationary, maintenance, equipment, IT, security, Human resources etc.). 
b.    Cost to deliver/implement activities
c.    Manage responsibly the petty cash
2.    Ensure that all other relevant administrative & financial documentation (purchase requests, receipts) is completed accurately and timely as required. 

Logistics:

1.    Take responsibility for the proper running of the CC and collaborate closely with the Logistics department and the Project Manager for any procurement related to the Project.
2.    Send Stock Requests in timely manner, including stock tracking (in and out) and ensure monthly reconciliation with logistics.
3.    Assist the Logistics department in keeping all field bases functional and flag operational constraints in a timely manner.
4.    Arranging the team’s movement on the ground, in collaboration with the Logistics department and ensure cost effective use of available resources.
5.    Share monthly/weekly movement plans or missions.
6.    Ensure CC is a safe environment, all COVID-19 preventative measures are in place and rooms are always kept clean and proper.
7.    Supervise operational support staff, such as guards and cleaners and report any issue directly to Logistics department and the Project Manager.

Coordination: 

1.    Strengthen and ensure communication/coordination among the project’s teams, ensuring that there is a comprehensive link and mainstream between the different project components.
2.    Coordinate in-house (CC) activities and outreach/community-based activities and ensure oversight of engagement by volunteers and community focal points, together with relevant technical staff.
3.    Participate in monthly coordination meetings at INTERSOS hub-level.
4.    Meet with other INTERSOS projects staff as required: conduct punctual meetings for sharing ideas, priorities with projects’ teams’ members.
5.    Maintain positive coordination and relationships with partners by liaising and collaborating with other INGOs and LNGOs when required – ensure up to date service maps for effective referral pathways.
6.    Take part, when requested by the supervisors, in coordination meetings with other organizations and stakeholders.
7.    Represent INTERSOS in front of local authorities and community leadership/representation.

Reporting:

1.    Promptly report to and coordinate with the Project Manager and the Operational Risk Assessment Officer (ORAO) and Logistics department (if relevant) any security issue at the CC and any other case of special need, through all the communication means at disposal.
2.    Provide qualitative & timely monthly reports to the Project Manager giving a comprehensive overview of the CC activities indicating the challenges and mitigating measures proposed or to be implemented, indicating issues related to HR, and refer to next month’s planning, etc.
3.    Commit to participate to any other task in order to achieve the project’s overall objective.
4.    Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.

Overall, these tasks require:

Qualification and requirements:

Studies & professional experience:

  • Hold a BA in social services or relevant fields
  • Minimum 2 years relevant experience working with NGO in Yemen
  • Demonstrated experience in protection programming (direct and/or indirect/referrals)
  • Demonstrated familiarity with protection language: e.g. case management principles, standards and procedures, terminology
  • Proven computer skills (proven computer literacy), especially in excel, word and other data base software, database management skills 
  • Excellent reporting skills (English) 
  • Demonstrate experience in community-based programming, including community outreach and engagement strategies
  • Demonstrable experience in activity coordination, team management, supervision of team and motivation of team
