Job Description

Humanitarian Access and Security Officer HASO

General mission

Reporting to the Humanitarian Access and Security Manager Yemen, the Humanitarian Access and Security officer contributes to implementing the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The role of the Humanitarian Access & Security Officer (HASO) is aimed at ensuring the safety and security of HI’s mission staff and goods at all times through providing risk analysis, security frameworks, tools, and protocols in place and at the same time supervising their correct and effective implementation.

Under the direct supervision of the Humanitarian Access and Security Manager, the Humanitarian Access and Security Officer (HASO) will have the following responsibilities:

Missions / responsibilities (*)

RESPONSIBILITY 1: BASE’S SECURITY STRATEGY:

  • To contribute to the definition, implementation, and follow-up of the Security Department strategy in line with the country and global strategies at the base’s level
  • Steers security strategy and functioning through the active promotion of HI’s institutional policy and the optimization of resources at the base’s level;
  • Contributes towards the revision and implementation of the operational strategy (stratop) within his sector of expertise and areas of responsibilities;
  • Contributes to the drafting, revision, and implementation of the Security Budget forecast in his area of operation

RESPONSIBILITY 2: CONTEXT MONITORING, ANALYSIS, AND REPORTING: 

  • Gains a thorough understanding of security issues in his area of responsibility and develops an effective security-related information collection
  • Follows the evolution of local and regional context as well as national and international context when necessary;
  • Supports the diversification of information sources and capitalizes information about key contacts in the specific area;
  • Develops your networking with other and cross-check information obtained from the area; 
  • Monitors media, social media, and other relevant information-sharing platforms daily.
  • Continuously monitors and assesses the safety and security situation in his areas of responsibility and shares relevant safety and security updates/ information followed by advisories with staff and management promptly and as appropriate
  • Provides weekly security situation report to the Area Manager, the Humanitarian Access and Security Manager, and the Program Director; and provides security brief to staff (two ways of communication: update staff on context and listen to security concerns/challenges staff is experiencing)
  • Provides “ad hoc” security situation and incident analysis based on the frequency and the severity of the incident  

RESPONSIBILITY 3: OPERATIONAL SAFETY AND SECURITY MANAGEMENT: 

  • Ensures respect and application of HI standards and the mission for the whole of their professional sector and areas of responsibility, about policy, processes, and tools;
  • Adapts and contextualizes security standards according to specific local characteristics of the bases under his area of responsibility when needed. 
  • Ensures that the base is in-line with HI’s security policy in your area of responsibility;
  • Contributes to the drafting, revision, and implementation of the Country Security Management Plan, SOPs and Contingency plans
  • Follows up the application of security procedures, analyses, and formalized lessons learned to the Area Manager and the Humanitarian Access and Security Manager;
  • Proposes to Area Manager and Humanitarian Access and Security Manager improvements for the management of security in the area of responsibilities and participate in the planning of security procedures implementation;
  • Conducts area assessment (desk assessment and field mission) promptly when required;
  • Incident management:
  • Manages minor incidents in coordination with the Area Manager, as per HI’s procedures;
  • Supports major incident and crisis management when required and relevant, as per HI’s procedures
  • Support in drafting Security Incident Report promptly
  • Conducts regular site security assessment for each HI facility and sites of interventions in your area of responsibilities
  • Undertakes monthly check of office and guest house to ensure appropriate safety and security procedures/equipment are in place and functional (in coordination with Logistic Department)
  • Oversight of the guards ensuring quality services are provided by the guard company
  • In coordination with Logistic Department, monitor that all vehicles are properly equipped, maintained, and driven per HI Safe driving guidelines 
  • Ensure the communication and safety equipment functions (sat phone, cameras, phone lines, tracking systems, fire extinguishers, exit doors, etc.).
  • Provides security clearance to HI staff movements based on the security and safety situation and in coordination with the Area Manager 
  • Reports any safety and security information that could potentially have an impact on HI staff or operations to the Area Manager and the Humanitarian Access and Security Manager
  • Reports immediately any breach of safety and security rules and regulations to the Area Manager and the Humanitarian Access and Security Manager
  • Contributes to the implementation of the HI Acceptance Strategy and tracks HI’s acceptance within his area of responsibility
  • Any other tasks assigned by management within the limits of his sector

RESPONSIBILITY 4: REPRESENTATION AND COORDINATION:

  • Represents HI on relevant platforms as required;
  • Represents HI in a bilateral meeting with humanitarian actors and with local actors when requested by the Area Manager and the Humanitarian Access and Security Manager;
  • Maintains and expands HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities in the area if required;

RESPONSIBILITY 5: TRAINING:

  • Assesses risk behavior from HI staff (national and international) in the area;
  • Contributes to the drafting, revision, and implementation of the Annual Safety and Security Training Calendar
  • Contributes to developing training material and delivering training to staff.

RESPONSIBILITY 6: HUMANITARIAN ACCESS:

  • Continually analyses the humanitarian context in the area, identifying challenges to physical access, opportunities for improvement, and critical actors;
  • Supports the Area Manager in preparing exploratory visits and opening new areas.
  • Contributes to the revision and implementation of the Access Strategy implementation within your responsibilities.

Qualification    

  • Bachelor Degree

Experience    

  • Minimum 2 years in the humanitarian field with at least one year of experience as a security and safety officer for INGO or UN or at least two years in the security sector
  • Strong experience in context analysis and networking

TIME SCHEDULE

The working hours are the following: Sunday to Thursday – 8.00 to 4.30 (with 30 minutes lunch break)
Note that the working time can go up to 48 hours per week (according to the local labor law) if it is required by the volume of activities and by the line manager.

As the position is involved in sensitive topics, he/ she must observe absolute discretion within and outside the organization.  
A non-respect of this clause might have immediate dismissal as a result. 
Any breach of the above-mentioned responsibilities, of the Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Sana’a , with frequent movements to the field.
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
