Position:     Protection monitor
Job site:   Al-Turba and Taiz city 
Report to:    Protection Monitoring Coordinator/Activity coordinator
Status: Full time Staff 
Supervises: Community Outreach Volunteers

General: The Protection Monitor is in charge of carrying out protection monitoring activities at household and at community level in all governorates of intervention. The protection needs of the population will be monitored through HHs interviews, using smart tools, in order to collect specific data based on UNHCR in-depth Protection Monitoring Tool form. The PM will also carry out key informant interviews and FGDs in the community and contribute to the identification of displacement patterns and protection risks.

Project component:
INTERSOS is implementing a UNHCR funded project entitled: ‘Provision of life-saving protection services to IDPs and conflict affected PoCs in south Yemen’. The project will address some of the critical needs of IDPs and conflict-affected community in Taiz, Lahj and Aden.
INTERSOS will support IDPs, Returnees and host communities/conflict affected local communities. The project will ensure: legal assistance, basic case management (providing PSS/PSFA and ensuring quality referral), and unconditional cash for the most vulnerable and high-risk cases. INTERSOS will conduct protection monitoring exercises in the targeted areas through a set of community-based protection monitoring teams (protection monitors combined with outreach volunteers from the IDP and host communities). The movements and needs of the IDPs will be constantly monitored and tracked and the proposed action might be redirected accordingly. Smart tools are used for information collection (household assessments and community level assessment) to better tailor assistance to IDPs and to be shared with other humanitarian partners. Eventually, local community will be empowered through support to Community Based Protection Network in hard to reach areas, which will flag protection concerns and function as a bridge between the communities and the services present on the ground.

PURPOSE / OBJECTIVE: 
Under the supervision of the Protection Monitoring Coordinator, the Protection Monitor will be responsible for the overall Protection Monitoring component of the intervention. Thus of making sure field teams are monitoring protection concerns (rights violations, discrimination, and exclusion) among the conflict affected population. It is the Protection Monitoring Coordinator responsibility to guarantee the monitoring is carried out in a manner that protects the safety, confidentiality and dignity of the persons of concern. 

Duties and Responsibilities

  • Conduct Daily Field Visits to villages, urban areas, and informal settlements to monitor Protection Monitors’ activities and meet with key informants and persons of concern within the community;
  • Utilize smart tools for data collection and make sure data is precise, complete and timely uploaded on KoBo platform;
  • Provide monthly inputs and figures to the Protection Monitoring Coordinator to be included in the monthly progress report;
  • Provide monthly accurate data to the Protection Monitoring reports to be shared with the donor and relevant stakeholders, after revision and approval of the Project Manager;
  • Provide guidance to the outreach volunteers;
  • Create awareness over the hotline services, especially when conducting identification exercise for cash based interventions;
  • Work to strengthen INTERSOS’ relationship with IDPs, host community leaders and municipal actors in order to maintain good access to PoC;
  • Conduct rapid assessments of newly displaced persons in specific locations upon request of the Project Manager and under the supervision of the Protection Monitoring Coordinator;
  • Identify PwSNs and other vulnerable HHs, responding to a set of established criteria, to be enrolled in the cash distribution programme;
  • Provide weekly beneficiaries lists for cash assistance to the Activity Coordinator and ensure all cash requests are properly filled;
  • Commit to participate to any other task in order to achieve the project overall objective;
  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.

Minimum Requirements:

  • BA in social sciences or related discipline; 
  • Relevant professional experience of not less than 2 years in similar positions;
  • Prior experience in working and/or coordinating with other international humanitarian organizations; 
  • Prior experience with persons of concern (women at risk, people with disabilities, etc.); 
  • Familiarity with smart data collection tools;
  • Familiarity with Cash Transfer Programming and beneficiaries identification would be an asset;
  • Good knowledge of protection concepts and principles; 
  • Native Arabic – Good written and spoken English would be an asset;
  • Computer/IT literacy (Windows, Office, Internet etc.); 
  • Excellent analysis and report writing; 
  • Strong communication and organizational skills; 
  • Excellent knowledge and understanding of local communities and customary rules; 
  • Punctuality and respect for applicable rules and procedures; 
  • Ethical and transparent decision-making; 
  • Ability to work under stressful circumstances;
  • Good interpersonal skills and ability to work as part of a team, as well as independently;
  • Readiness to commit and adhere to the values, mission and vision of INTERSOS.
