TITLE : AVR TECHNICAL OFFICER – SOUTH (BASED IN ADEN)

GLOBAL OBJECTIVE OF THE POSITION

Under the responsibility of AVR Specialist, the AVR Technical Officer contributes to the implementation of Handicap International’s mandate and its 10-year strategy in Yemen. 
He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. 
He/She works closely with the programme's technical and operations team, included the AVR Project Supervisors and the AVR field team.

JOB DESCRIPTION

Line manager: Technical Specialist

Mission 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standard within its sectors perimeter

  • Provides appropriate technical guidance and support to the program team through regularly updating on the prevailing field contexts in terms of explosive ordnance contamination and its related factors. 
  • Provide technical feedback to the AVR specialist to the review of projects technical tools and materials and suggest for amendments if necessary
  • Contribute and provide technical feedback to the AVR specialist on the design, development and production of AVR IEC materials 
  • Ensure capturing the AVR data from the field and maintain appropriate data tracking systems to enhance regular reporting to AVR specialist, program and MEAL team. 
  • Conduct periodic field monitoring visits to the AVR activity sites to ensure the quality implementation of AVR activities and submit reports to AVR specialists with necessary recommendations. 
  • Conduct quality management activities including quality assurance monitoring of the AVR activities and providing technical recommendations to the field teams appropriately. 
  • Contribute with the sufficient technical data to the country AVR memorandum of understanding MoU and sub-agreements in line with the requirements of National Mine Action Authorities NMAA both YEMAC and YMACC. 
  • Ensure developing coordination and collaboration with the NMAA and its relevant humanitarian mine action HMA partners as delegated by the AVR specialist. 

Mission 2: Provides technical learning from projects

  • Ensure that the AVR activities implemented in country comply and abide within the National and International Mine Action Standards and proposes adjustments or improvements when necessary. 
  • Apply technical expertise to review and adapt the AVR documents including tools, materials and reports aligning with HI's technical norms and standards
  • Capture and record the best practices and draw on lessons learned from the AVR projects to be contributor of AVR technical learning under the responsibility of AVR specialist
  • Propose and recommend survey research and study topics on AVR related aspects to the AVR specialist. 
  • Apply technical expertise on develop AVR related survey tools and materials and supervise the data management and archiving
  • Apply technical expertise on the AVR project internal and external evaluation activities to support AVR specialist, program and MEAL team
  • Ensure the technical quality and relevance of the AVR project activities implemented within his/her scope of expertise and conduct self-evaluation with participating to AVR evaluation cycles under the supervision of AVR specialist
  • Draw technical ideas from the implemented AVR project activities to develop human impact stories and testimonials
  • Provide sufficient information to the technical specialists to support to the expansion and development of HI’s programmes in the country 

Mission 3: Contributes to the animation of its trade sector

  • Contributes to the recruitment for AVR project field staff by providing technical expertise to the tests and interviews of candidates to AVR specialist, program and HI HR team. 
  • Conduct training needs assessments to identify the field teams’ training needs with the consultation of AVR specialist.
  • Contribute to develop the AVR related training management plan and training materials and provide support the technical specialists in conducting trainings in the relevant field
  • Contribute to design and collect AVR operational data to ensure adequate follow up of the activities or adhoc data collection activities, and ensure appropriate measurement of project achievement in his/her area of expertise
  • Ensure that AVR data process is set and realized in compliance with the rules and principles set by the MEAL team under the supervision of AVR specialist 

Mission 4: Contributes to ensuring HI's technical influence within its perimeter

  • Represent HI in the relevant program cluster meetings of NGOs/UN organizations and provide technical inputs where it is necessary.
  • Conduct on-going liaison with all relevant stakeholders (government, INGOs, national NGOs, national mine action centers, UN etc.), to establish, and maintain networks for information exchange.
  • Represent HI to exchange technical expertise in relevant local networks and with local partners 
  • Relay and contributes to develop advocacy messages with AVR specialist and HI policy and advocacy advisor. 
  • Contribute technical inputs to the drafting of new proposals for new opportunities to the AVR specialist 

Mission 5 : Emergency Preparedness and Response Responsibilities 

  • Contribute to the HI's implementation of the programs emergency preparedness actions when it is required by the AVR specialist 
  • Contribute proactively during emergency by adapting the work modality to support effective humanitarian responses in the field 

PROFILE SOUGHT / JOB REQUIREMENTS

Qualification    

  • Minimum Bachelor’s Degree in Social Science, Community development, humanity studies, Education or in the related field

Experience    

  • Minimum 3 years of professional experience in humanitarian / emergency contexts or in protracted conflict / chronic crisis contexts 
  • Experience working  in the AVR context as a technical lead is an asset
  • Experience working in the community based interventions projects 
  • Exposure to the concept of Inclusion and knowledge on disability sector will be an added advantage.

  • Good interpersonal and communication skills.
  • Excellent organizational skills
  • Excellent remote management, people management and coordination skills
  • Relevant IT and numeracy skills
  • Excellent written and verbal communication skills in English and Arabic

TIME SCHEDULE

The working hours are the following: Sunday to Thursday – 8.00 to 4.30 (with 30 minutes lunch break). Note that the working time can go up to 48 hours per week (according to the local labor law) if it is required by the volume of activities and by the line manager.

CONFIDENTIALITY CLAUSE 

As the position is involved in sensitive topics, he/ she must observe absolute discretion within and outside the organization.  
A non-respect of this clause might have immediate dismissal as a result. 
Any breach of the above-mentioned responsibilities, of the Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Aden, with frequent movements to Mokha base and in the field.
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
