Job Description

 Save the Children in Yemen is looking for eligible candidates for the positions of: 

Education Project Officer

CHILD SAFEGUARDING:
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

Save the Children International (SCI) Yemen Country Programme has an annual budget of around USD 70 million and growing, working mainly on the humanitarian response to the ongoing conflict and its impact including more recently on the cholera outbreak. The SCI Yemen has over 700 staff and 1500 volunteers and works in nine governorates in the north and south of the country through seven field offices and two sub-offices in addition to the main office in Sana’a.

The goal of the $9m, 21-month project is to provide quality learning opportunities for out of school children living in IDP sites. The program will be primarily based on SCI signature’s Accelerated Learning Program (ALP) and Basic Literacy and Numeracy (BLN) curricula, but it will also include the pilot of UNICEF newly developed Self-Learning Program (SLP). The project supports a total of X children in 4 governorates (Hodeidah, Hajjah, Taiz and Ibb) and activities will be implemented by SCI and its partners (SOUL in Taiz, SDF in Hajjah and LMMPO in Hodeidah).

Under the direct supervision of the Project Coordinator, the Education  Project Officer will be responsible for the monitoring, supervision the day to day  implementation of SC project activities (direct implementation and partners monitoring) in the governorate.

KEY AREAS OF ACCOUNTABILITY:

Needs Analysis and Program Design:

  • When required, assist in needs assessments – both internal, joint or IA  assessments, Situation Analayis  as appropriate.
  • Participate actively in developing a Education  and child rights governance strategy.
  • Share ideas and insights  in proposal development when required.

Program Implementation:

  • Support the Project Coordinator in the development, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results; this includes planning of activities, budget and procurement in coordination with PDQ Education team.
  • Support Project Coordinator in the preparation of all procurement and administrative documents required for program implementation.
  • Familiarity with key technical areas
  • Support the implementation of high quality program activities in line with Education country program strategies, grant agreements and with relevant SC technical requirements
  • Monitor program implementation against the established indicators detailed in the projects Logical Framework and workplan.
  • Conduct regular field visits  (at least twice a month) to verify program activities relative to stated targets.
  • Provide technical input and deliver (or support the delivery of) program in close coordination with other Education team members. 
  • Organize and keep update the weekly plan of the Education Assistant and share it on weekly basis with the Project Coordinator.
  • Review and compile weekly and monthly report about project activities to be shared with Project Coordinator, Senior PM and PDQ Education team. 
  • Plan and ensure that program activities are well understood by both project assistants and are efficiently and effectively implemented.
  • Organize and facilitate all capacity building (training) efforts targeting Fathers and Mothers Councils and teachers in close coordination with relevant education authorities.
  • Oversee the classroom observation and Teacher Learning Circles facilitated by the Education Assistants, and implement spotcheck on a regular basis.
  • Oversee all efforts geared at improving the learning environment in schools; this includes managing educational supplies, overseeing establishment of Temporary Learning Spaces and latrines, and reporting on challenges in a timely manner; Ensure that materials to be delivered to learning spaces are sent on time, as required by specific dates and deadlines, communicating them in advance to the community.
  • Monitor progress of activities against planned objectives, outcomes and impact; evaluate the continued relevance and appropriateness of the program activities based on community- and child participatory approaches (accountability system). 
  • Plan and ensure that program activities are efficiently implemented, fully understood and manageable by the field team. 
  • Organize and oversee any assessment related to children’s learning skills in close coordination with MEAL and Project Coordinator.
  • In coordination with the Education Assistant, prepare photos for the project activities for the sign off process, collect and write successful stories.
  • Track the project expenditure ensuring there is no under/overspend in the budget lines. 
  • Prepare and update the project BVA, forecast, DIP, and procurement plan (including the status of each PR).
  • Manage the implementation of high quality program activities in line with the detailed implementation plan (DIP) as well as with other relevant SC technical requirements, and highlight any concerns or doubts to the Project Coordinator, Senior Project Manager and PDQ Education team.
  • Provide the project activities data to the Data Management Officer in timely manner. Ensure the data project is documented, and both soft and hard copies are classified and stored.
  • Attend official internal and external meetings when needed to represent the education program. 
  • Any other duties assigned by the supervisor.

Monitoring and Reporting/ Parntership

  • Submit weekly, monthly and quarterly reports on the project progress and those required by partners, donor and ensure delivery before the deadline to the Project Coordinator and Senior Project Manager.
  • Assist the Project Coordinator and Senior Project Manager in preparing monitoring reports (technical and financial) for submission according to timelines agreed upon and procedures.
  • Ensure that reports of activities, Means of Verification and materials to be delivered are sent on time, as required by specific dates and deadlines, communicating them in advance to the staff in charge; 
  • Ensure all documentations is timely prepared and shared with PDQ Education team for the  internal monthly call.
  • Monitor program implementation against the established indicators detailed in the project’s MEAL Plan and implementation plans.
  • Support the MEAL team to implement the MEAL plan providing information about the activity plan and ensure they are informed on a regular basis.
  • Monitor progress of activities against planned objectives, outcomes and impact; evaluate the continued relevance and appropriateness of program activities based on community- and child participatory approaches (accountability system)
  • Assist the MEAL team in the preparation of monitoring reports (technical and financial) according to agreed procedures and timelines.
  • Work in close coordination with the SOUL, SCI partner in Taiz, to ensure quality education intervention is implemented in all sites supported by the UNICEF EIE project.
  • Conduct field visit to the sites supported by SOUL to ensure technical and child safeguarding standards are implemented correctly and provide any support in case corrective measures are needed. 
  • Facilitate monthly meeting with the partner in order to review the DIP, budget and procurement plan, and to identify and resolve any challenge, in coordination with Project Coordinator and Partnership Coordinator.

Support in capacity building :

  • Identify and report to supervisor about partner’s development needs and opportunities, as per programme needs and coordinate for its implementation.
  • Document all trainings carried out and share your report with the Project Coordinator and others as appropriate
  • Ensure the availability, at all times, of basic training equipment and materials in all offices and programmes.
  • Conduct quarterly D2P with Education Assistants, and ensure the agreed objectives and actions are implemented through the year.

Administrative and financial: 

  • Coordinate with the responsible accounting and administrative staff for the issuance of invoices, monthly wages, quotations for project’s procurement; 
  • Assist in managing the day-to-day operations of the projects, including the keeping of financial and other records to facilitate audits. 
  • Monitor the procurement of goods and services for the project and ensure execution according to the rules and guidelines established by relevant donors.
  • Complaints handling
  • Consult with children and communities on complaints handling.
  • Support the implementation of the feedback mechanisms and ensure it’s contextual, effective, accessible and safe for children and their careers; ensure that feedback is recorded, reviewed and acted upon in coordination with Accountabilty Officer.
  • Ensure that feedback is integrated into regular programme planning, implementation, M&E and reporting.
  • Support our partner in setting up accountability mechanisms.
  • Ensure children, teachers, community members and any other relevant stakeholder is aware of SCI Child Safeguarding and act in order to keep children safe during the project activities. 
  • Support the Project Coordinator in designing and updating the risk assessment and child safeguarding plan to ensure children are safe during project activities, and the do no harm principle is implemented. 
  • Act in a respectful and culturally sensitive manner towards the community.

QUALIFICATIONS  

Essential 

  • Post graduate Education in development or other relevant field (equivalent in professional experience may also be considered) 

EXPERIENCE AND SKILLS

Required:

  • 2 years management experience of running education programmes, both in emergency and normal circumstances 
  • Familiarity with the targeted areas and/or IDP sites in Yemen 
  • Very strong knowledge and understanding of key technical areas of Education programming, especially non-formal education and education in emergencies, and a working knowledge of child protection and protection
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • An in-depth understanding of national development issues in particular in relation to children 
  • Previous  experience  of working with a multi-cultural team and  the adaptability to varied team dynamics
  • Excellent interpersonal, communication and presentation skills
