GENERAL JOB DESCRIPTION

MAIN PURPOSE:
The Construction Technical Engineer will be responsible for the designing and technical implementation of rehabilitation/construction of the Education and Health infrastructure activities and will be responsible for the identification, implementation, monitoring, and reporting on construction project activities in the assigned districts. S/he will work along with the team members and will be responsible to coordinate and establish the linkages amongst all the project team members, groups, stakeholders, and line agencies. Also, Project Technical Engineer will provide timely, accurate, reports to the Project Manager.

DUTIES & RESPONSIBILITIES

KEY AREAS OF ACCOUNTABILITY

Program Implementation

  • Conduct an initial and detailed architectural, structural Survey of actual conditions of the present schools’/Heath facilities including WASH Facilities.
  • Develop full BoQs, designs, drawings and plans of the rehabilitation in coordination with the Project Manager.
  • Visit each site under the scope and obtain data necessary for rehabilitation works preliminary designs, which shall include electrical, mechanical, civil and safety aspects.
  • Prepare notes of the site visits and discuss these with relevant internal staff and external stakeholders as needed.
  • Prepare concept documents, incorporating scenario assessments, design and rehabilitation concepts, project descriptions, definitions of works required and preliminary cost estimates.
  • Ensure that the contractor maintains at the site during the implementation period the right personnel and equipment as stipulated in the contractors bid document;
  • Follow up and Provide advice to site supervisor engineers to ensure achievements in a timely manner on technical criteria
  • Carry out measurement of works and on a weekly basis submit an updated measurement sheet to Project Manager.
  • Planning and managing safety procedures and measures in the worksites
  • Ensure that the level of disbursement request in the form of Interim Payment Certificate matches the value of works accomplished.
  • Closely monitor the progress of works and report to the Project Manager through monthly reports which include details of work done, difficulties and delays in the work, their causes, the proposed remedial measures and financial status of the works contracts.
  • Ensure that the contractor achieves the rehabilitation performance measures and especially those related to Time, Cost, Quantity, and Quality;
  • Check and verify as built drawings and the contractor’s final certificate.
  • Coordinate with relevant local authorities, MoE, MoH, community leaders, and other relevant key stakeholders such as INGOs, local NGOs, and community-based organizations in the implementation of education/health projects.
  • Participate with the other technical engineers in implementing any other activities as per request from the Project Manager and Assist in delivering education/helath results and program progress.

Monitoring and Reporting

  • Contribute to the preparation of internal and external reports.
  • Prepare weekly/monthly project activities progress report and report activities progress to the Project Manager.
  • Documentation of all program activities coupled with success stories; lessons learned.
  • In coordination with the M&E Assistant, contribute to conducting any assessment, baseline, end line, monitoring, and evaluation related to education/helath programs and activities.
  • Participate in team reviews of results and program progress and/or project evaluation when and as requested.

Collaboration and Representation

  • Professionally represent BFD.
  • Liaise with stakeholders, including local government, schools and health facilities, NGOs, and communities, participating in relevant meetings and representing BFD and our programming as appropriate.
  • Any other relevant tasks delegated by the Project Manager.Job Requirements
  • A bachelor degree in Civil Engineering
  • At least 4 years of experience in construction and rehabilitation of education and health infrastructure projects (NGO experience preferred).
  • Proficient in engineering software (AutoCAD, structural analysis software, etc).
  • Strong interpersonal, communication (oral and written) skills, and proven experience in leading field teams.
  • Knowledge and experience working with authorities and external stakeholders and ability to network and build relations;
  • Highly organized with strong problem-solving skills and a track record of achieving results under stress and in difficult environments.
  • Good knowledge of safety standards and legislation related to construction and rehabilitation in Yemen
  • Good Knowledge of the Area.
  • Good Knowledge of English and Arabic language skills.
  • Cross-cultural awareness.
  • Ability to make decisions.
  • Strong organizational skills.
  • Creative and able to work with limited resources.
  • Proficient in computer applications (MS Office, including Outlook for email).
  • Ability to identify potential problems before they occur and make effective plans to respond.
  • Ability and willingness to locomotion regularly to field sites.
