PURPOSE OF DIVISION:

The Development Programs Division closely works with country program team in identifying, planning, implementing, monitoring and evaluating development projects and programs in collaboration with local, national and international partners.

It focuses on the Recovery and Development of strategic areas and support communities to develop a sustainable livelihood, coherent Islamic micro finance system, food security, water sanitation, health and nutrition, social cohesion and community based infrastructure projects to support communities affected by conflict, civil war, natural and man-made disasters. The overall objectives of the development division are to alleviate poverty and suffering of human kinds   by providing them with long term sustainable program, improve the health conditions of the targeted beneficiaries and reduce malnutrition rate of women and children in collaboration with international donors, INGOs and UN agencies

JOB PURPOSE:

Islamic Relief Yemen (IRY) is implementing a Emergency Life-saving-response through Cash Assistance (ELCA).  Therefore; we are seeking a potential project coordinator to lead in implementing the project activities from IRY country office based in Sana’a.

KEY ACCOUNTABILITIES

Job Responsibility : 

• Provide strategic support to the project to ensure meeting the outcomes of the project in an integrated, sustainable manner
• Develop an implementation plan and ensure the effective tracking of the project
• Develop an action plan strategy for the implementation stage of this project to ensure the effectiveness of a collaborative service system approach
• Oversee the planning, implementation and evaluation
• Work closely with stakeholders to empower them through identifying existing skills, strengths and abilities and develop resilience
• Coordinate with the stakeholders for the success of the project  
• Coordinate the WASH & FS&L project’s activities to ensure timely implementation of project activities to meet program’s objectives
• Represent Islamic relief in clusters and meetings
• Support beneficiaries to identify local resources opportunities including market availability 
• To develop progress reports based on monitoring plan and Log frame
• Ensure that project has a clear action plan in which it is reviewed periodically based on the feedback from the on-going project monitoring
• Ensure that project has a clear monitoring framework where the progress is effectively monitored through the regular collection and analysis of key indicators and ensure that processes and results are properly documented
• Appropriately understand and implement Islamic Relief Yemen’s guidelines and procedures which concern procurement of goods and services, call for tenders and reporting requirements.
• Conduct regular field visit to implement the project activities, monitor project progress, identify problem and recommend solution
• Participate in need assessment and feedback to the project management and data collection
• Conduct regular follow-up with the project team and beneficiaries in the targeted areas
• Prepare reports on weekly, monthly, quarterly and Annually basis
• Train staff on relevant subjects
• Perform assigned related task by the project management
• Oversee the project expenditure and hold budget management responsibility for the project including monitoring budget vs. expenditure; ensuring that costs are allocated correctly and expenditure is spent in line with the plan and agreement with the donor
• Ensure budget utilization and physical target achievement are reviewed at least once a month and a copy of the reviews and minutes of the meetings are shared with relevant staffs and stakeholders
• Carry out regular communication with the finance department to ensure that financial reports are provided to donor and for internal use
• Develop timely and good quality reports to donor and Islamic Relief management as per the Islamic Relief Yemen guidelines
• Ensure the timely submission of high quality reports to Islamic Relief Worldwide and donors through Program Manager according to the appropriate guidelines
• Ensure regular and effective communications are maintained within the project team and within Islamic Relief Yemen for effective representation of Islamic Relief Yemen
• Build relationships with donors and other INGOs in order to identify and implement quality development and emergency projects

PERSON SPECIFICATION

A) EDUCATION/TRAINING

Required:

• Minimum of a Bachelor’s Degree in civil Engineering, Administration, Agriculture, Social Sciences, Development studies or related field

B) EXPERIENCE

Required:

• 3-5 years’ experience working with INGOs/NGOs in Humanitarian Aid in similar position with 2 years experience in CVA

Preferred:

• Good interpersonal skills including the ability to listen, sensitivity to other people’s views and perspectives, and conflict resolution
• Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders
• English-language proficiency (speaking, reading, writing).
• Ability to work under pressure with limited support and minimum supervision
• Good writing and reporting skills
• Ability to multi-task and meet deadlines
• Proficiency in computer applications (MS Word, Excel, Power point)
