Job Location: Hadramout - Al-Aber
Report to: MEAL Senior Officer
Duration: 6 Months

Job Description: 

Under the guidance of the MEAL Senior Officer the MEAL and data assistant will support the MEAL team in all monitoring, evaluation and reporting-related activities and requirements of projects. This includes the development of the Project’s MEAL framework, the development of a performance monitoring system, overseeing the maintenance of monitoring data collections systems (including developing and maintaining a project data base). He/she will also contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making. The MEAL and data Assistant reports directly to the MEAL Senior Officer.

Duties and Responsibilities:

Monitoring, evaluation and reporting:

  • Develop and strengthen monitoring, inspection and evaluation procedures.
  • Monitor all project activities, expenditures and progress towards achieving the project output.
  • Supports in creating a framework and procedures for the monitoring and evaluation of project activities.
  • Assist in developing projects indicator, tracking indicators in FMF IPTT tracking system and implementing MEAL plans. 
  • Contribute to the program data collection, entry and management system through documentation and implementation
  • Perform data collection methodology and apply MEAL tools in actual data collection, as needed.
  • Report monitoring data in a timely manner to the MEAL senior officer
  • Conduct regular field monitoring to identify challenges and present to the program management for corrected actions
  • Submit weekly and monthly updates on MEAL activities conducted in the field.
  • Support the core competencies in baseline surveys and post-distribution monitoring (PDMs)
  • Assist in preparing monthly and quarterly reports on project activities progress. 
  • documentation and its relevance to current implementation strategy and future programming.

Data Management 

  • Being familiar with digitalized data collection.
  • Designing MEAL forms using Kobo, and any other applications
  • Prepare and maintain MEAL database.
  • Support in data management and development of clear information flow between program and MEAL staff, as needed.
  • Assist in the training of the technical team staff on data management systems
  • Assist MEAL Senior Officer in analysing the data collected.

Accountability

  • Assist the MEAL Senior officer in establishing and strengthening the feedback and response mechanism by ensuring all complaints and feedback mechanism are installed at the sites of projects.
  • Receive and handle feedback and complaints from beneficiaries and share them with program and support tracking and follow-up on FMF CRM system
  • Conduct the real time accountability visit to the community. 
  • Lead the initial inquiry and verification on any serious nature of complaint.

Review and learning 

  • Assist the MEAL Senior Officer in the preparation of reports on the findings and lessons learned from project innovations
  • Share relevant MEAL findings with projects teams in an appropriate format and follow-up on their implementation.
  • Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.
  • Organize/support field-based reviews and learning events.
  • Any other activities agreed and discussed with the MEAL senior Officer, and MEAL Department.

Required Qualifications:

  • Bachelor’s degree in statistics, or another relevant field
  • At least 2 years’ experience working in same work with an NGO, preferably in an emergency or conflict setting, including MEAL capacity
  • Knowledge of MEAL related field-work such as surveys, sampling and data collection methodologies
  • Native Arabic with good professional English, both written and spoken.
  • Excellent computer literacy (MS word and advanced excel).
  • Willing to work in challenging environment and extra-hours if and when requires 
  • Able to stay in the field.
  • Problem solving and leadership skills
