Job Description

Position: Cross Charging Officer
Location: Sana’a
Vacancy Reference Number: CCO - SAN/22                                         

Job purpose:

Provide financial cross-charging support to IRY Country Director, Head of Programs, Programs Sectors Heads, Operation Manager, HR Manager, head of MEAL and Heads of IRY sub-offices. The combatant will work under the supervision of the Country Director

Key Working Relationships

Country Director, HOP, Program Manager, Finance, HR, Operation, Sectors Heads and Filed offices. 

Responsibility for Resources: 

  • The staff will take care of any asset issued to him during his tenure and report any loss or damage to the Head of Office or Admin/Finance Officer where this applies.
  • The staff will properly file and safely store all project documents both in hard and soft copies and produce them any time they are required
  • He/she will utilize any hired vehicle or other equipment in favour of project implementation.

Duties and responsibilities

The incumbent will primarily be responsible from collecting the need, incorporating the Project Support Budget (PSB) lines during the designing the donor's budgets, preparing the PSB master budget, managing, and tracking the PSB expenditure, and reporting to management.

  • Review current IRY cross-charging procedures and recommend improvement. 
  • Review current year and preceding years cross charging budget, identify gaps and recommend improvement. 
  • In Coordinate with IRY sectors, head prepare budget forecast for different sectors and compile them in one master cross-charging budget.
  • Coordinate with IRY sectors heads to allocate the IRY budget forecast and
  • Compare the available budget with the fore-cost budget, identify the budget gap and work with the head of sectors to cover the budget gap in new proposals under design  
  • Regular review and updates for the cross charging budget (monthly, quarterly, annually) and ensure the accuracy of the cross charging budget.  
  • Advise management on all aspects of financial cross charging management compliance issues.
  • Prepare and design the required financial cross-charging templates for different IRY sectors.
  • Prepare (monthly, quarterly, annually) cross charging reports with dashboards.
  • Draft IRY financial cross-charging SOPs and guidelines.
  • Document, analyse, and share learning in financial cross charging. 
  • Support the IRY team to continuously improve financial cross charging and its management systems. 
  • Coordinate with head of sector to maintain office needs. 
  • Maintain and share with supervisor a database to have needs of IRY to be cross charged, updated status and assist in budget preparation (cross charging portion). 
  • Perform any other duties required

Qualifications and Requirements:

  • University Degree in Finance, Accounting/ High professional certificate is preferable.
  • Professional background: minimum 3 years of experience in finance sector.
  • Minimum 2 years Previous experience with INGOs.
  • Proficiency in Microsoft Office package, especially Excel and Word.
  • Proficiency in spoken and written English.
  • High/Advanced writing/drafting skills.
  • Ability to use ERP effectively
