MEAL Manager

Location of position:

Emergency Roving Team (EPRT) Aden, Yemen with approximately 30% of the time in the field.

I. Presentation of organization

Solidarités International (SI) is a French humanitarian organization, which has been committed to provide aid in the event of conflicts and natural disasters. SI’s mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food and shelter.
The Yemen mission is looking for a MEAL Manager, based in Aden but with frequent field visits in different geographical areas, depending on emergency needs.
The Yemen mission currently consists of an emergency and post-emergency program with a FSL and WASH-focused approach in Taiz and south of Hodeidah governorate, with activities taking place across the districts of the West Coast as well as in Marib.
The duration of the contract will be 6 months, with possible extension upon availability of funding

II. Responsibilities and tasks

Strategic orientation

• Ensure integration of the do no harm indicators and collection of the gender, age and disability disaggregated data in programs implemented under EPRT with strong focus on Participatory approaches and accountability toward the communities. 

Training and technical support

• Developing the program teams’ capacities in the department’s field of expertise: data cleaning, collection and analysis (method, format, software etc.), measure and calculation of indicators, complaint response mechanism, do no harm analysis etc. Develop training modules along with support of the MEAL Coordination.
• Provide MEAL and program teams with all the technical and methodological support for M&E activities, data management (questionnaire design, sampling, data entry, extraction of useful data and interpretation) and integration of cross-cutting issues.
• Support program teams in creating or adapting or harmonizing the program tools for: indicators monitoring, impact monitoring (M&E plan and survey tools) or risk analysis.

Monitoring and Evaluation of SI programs

• Contribute to the elaboration, review and harmonization of M&E tools, data management, especially in M&E Plans.
• Draft the M&E plan for each project timely, and ensure its reviewed and discussed at base level before its reviewed at coordination level.
• Propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with PMs and program / MEAL coordination.
• Manage the process of data collection, analysis, mapping and writing of monitoring and evaluation reports.
• Manage the monthly MEAL activities plan and ensure its align with program activities and shared with MEAL coordination.
• Upon ad hoc request from the program / technical/field coordinator, perform advanced analysis especially for field assessments.
• Contribute to the documents archiving/sharing might be needed for project external evaluations and studies.

Accountability

• Support the design improvement/addition and roll out of complaints response mechanisms.
• Check that the key principles of the mechanism are always respected.
• Follow proper implementation of SI FCRM protocol and refer all cases to the appropriate focal point.
• Ensure implementation of data protection policy.
• Support the data entry/review process of the complaints received at base level, and ensure all data is cleaned and shared with Hotline clerk at coordination monthly.
• Follow up program team about the pending complaints, review the feedback relevancy and ensure it is communicated timely to the coordination hotline clerk. 

Data management and mapping

• In relationship with teams in charge of database management in the base, centralize and organize all data on program.
• Support program team regarding the preparation of harmonized databases based on questionnaires and other data collection tools.
• Provide methodological support to the programme teams to ensure timely and high quality data entry and processing.
• Provide project related figures and monitoring follow up as requested by coordination.

Learning and Institutional Knowledge Building (IKB)

• Build on institutional knowledge on M&E activities and missions’ results (lessons learnt and recommendations) and make sure these are known by PMs.
• Support recommendation tracking process and work on action plans.
• Ensure the regular updates on the lessons learnt follow up tool, with any particular points coming from surveys data collection, data cleaning, analysis, reporting etc.
• Use SI’s IKB tools to document MEAL tools and methodologies/approaches.
• Produce a detailed handover report in the approved SI format at the end of the employment.

HR management/Capacity Development

• Make sure that new staff are briefed on MEAL’s roles and responsibilities.
• Ensure a full induction for new MEAL staff under his/her supervision.
• Participate in the evaluation and in the assessment of the performance of collaborators under his/her supervision
• Identify training needs for program and MEAL staff. 

Reporting / communication / representation 

• Participate in writing project proposals “ensure MEAL activities are well drafted according to the emergency projects concept” and reports’ paragraphs on crosscutting issues and MEAL.
• Participate in the monthly APUs updates and ensure all MAEL activities are well updated. Besides, follow up program on indicators progress and provide guidance when needed.
• Participate in the monthly project reports, and ensure MEAL activities/accountability information are well updated.
• Conduct regular meeting with program, MEAL and ensure the well implementation of MEAL activities. 
• Make sure the right formats and delays are respected.
• Represent SI when asked and/or delegated to do so.
• Upon request, develop articles, case studies and success stories.
• Share with the appropriate authority any information on the security context and any event which may have consequences on SI MEAL/program activities and team safety

III. Profile required

Technical skills 

• Diploma in Engineering, Public Health or a related field from an accredited academic institution. 
• Proven experience in conducting rapid needs assessments, KAP surveys, baseline surveys required. 
• Sound knowledge of WaSH/Shelter and FSL humanitarian intervention is required. 
• Experience with NGO/INGO in emergency context mandatory
• Proven experience in MEAL in emergency context mandatory.
• Strong experience in team management.
• Strong experience in data management an asset.
• Knowledge of Office (Word, PowerPoint, Excel) is mandatory 
• Advanced knowledge in Kobo Toolbox software is mandatory
• Good and proven writing and spoken English is required.
