Job Description

Location: Based in NFDHR ‘Hudaydah Field Office, with frequent visits to targeted district as needed

Duration: 7 Months

Reporting to: Project Manager and Finance Officer

The Job title under his/her supervision: Project Manager sharing to Financial Manager

The National Foundation for Development and Humanitarian Response (NFDHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. Our vision is a peaceful and stable Yemen free of poverty, in which all people have equal access to basic needs and human rights, and our mission is to provide an integrated humanitarian and development response to aid Yemen and other conflict-affected countries through a professional, neutral, and transparent approach.

We aim to achieve our overall vision and mission by working to enhance local communities' development and stability through identifying structural causes of poverty, raising awareness, increasing access to basic services, and focusing on building citizens' capacities, especially women and youth, so as to enable their participation in the decision-making process that leads to sustainable development and a peaceful society within their developing and conflict-affected countries. NFDHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peace building and Governance.

Project Accountant Job Description

The accountant will make oversee the financial affairs of NFDHR and donor ensure they are legal, constitutional and within accepted accounting practice. She/he will ensure proper records are kept and that effective financial procedures are in place as well as monitor and report on the financial health of the organisation. Finally, the accountant will oversee the production of necessary financial reports/returns, accounts and audits. The accountant reports directly to the Project Accountant. This position is full-time, based on a 40 hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.

Main Tasks

  • Daily monitoring of project funds
  • Handle and manage project petty cash
  • Ensure that an adequate amount of money is always available by withdrawing cash from bank in a regulars basis
  • Ensure all expenses, payments, receipts, bank reconciliations and any other required financial data are entered correctly and properly and in a timely fashion into WINPACCS Cashbook, NFDHR systems (ERP, quickbooks, portal) and archived orderly in box files
  • Preparing monthly, quarterly and annual financial reports as requested by the BH and/or FM and other eligible instances
  • Perform regular bank reconciliations
  • Liaise with relevant staff, committee members and/or volunteers to ensure the financial viability of the organisation.
  • Make fellow committee members aware of their financial obligations and take a lead in interpreting financial data to them.
  • Carry out all financial transactions in cash or in-kind with the receipt of documents in support of their validity.
  • Document and save receipt of cash flows in the form of checks, custody and accounting.
  • Ensure proper records are kept and that effective financial procedures and controls are in place.
  • Appraising the financial viability of plans, proposals and feasibility studies.
  • Lead on appointing and liaising with auditors/an independent examiner.
  • Pay the employees' salaries according to the Direct Debit Order from the Treasury or through approved bank transfers.
  • Prepare, organize and maintain direct exchange documents and supply or conversion notices.
  • Write daily, weekly and on-demand reports according to the prepared forms from the financial department.
  • Participate in the preparation of the treasury inventory report.
  • Other duties as assigned.

The role of the accountant is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NFDHR’s vision and mission. As such, the Cashier is required to manage all unforeseen issues and circumstances in relation to financial transactions and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.

Qualifications

Essential

  • Bachelor’s Degree in Accounting or Finance
  • 3 - 5 years of experience in corporate financial management
  • Experience working within an NGO environment
  • Proficient with financial software systems
  • Strong knowledge of MS Office programs, particularly Excel
  • English and Arabic language proficiency (speaking, reading, writing)

Desirable:

  • Experience in WINPACCS, ERP, quickbooks
  • Politically and culturally sensitive with qualities of patience, tactic and diplomacy
  • Excellent communication skills: written and oral
  • Flexible and able to work well under pressure
  • Capable of working collaborative with team members to achieve results
  • Relates and works will with people from different cultures, genders, religions and backgrounds
