Job Title: PACE Program Officer
Department: PACE
Reports To: The PACE Officer directly reporting to Governorate Coordinator and dotted line reporting to the PACE Program Manager.
Location: Hadramout, Yemen

PROGRAM SUMMARY
Yemen Communities Stronger Together (YCST) is a community-led program funded by USAID and implemented by Global Communities (GC) in various governorates in Yemen (Aden, Lahj, Abyan, Taiz and Hadramout). The purpose of YCST is to support local-level initiatives that mitigate conflict, strengthen social cohesion and promote the peaceful resolution of differences. To reach its goal, YCST will engage communities in an inclusive approach through Participatory Action for Community Enhancement (PACE) Mode to identify and implement service delivery and conflict mitigation projects, build the capacity of formal and informal local leaders, organizations, and networks to serve as neutral arbitrators and peace builders that can meet community and constituent needs that will serve to reduce localized conflicts, and provide stability. The program will also carry out regular and action-oriented learning and contextual analysis across all interventions to support adaptive management and enhanced outcomes.

We are looking for an enthusiastic, determined and confident person who has the ability and skills to engage with diverse groups, promote community cohesion and support community activities. You will need to develop strong and effective partnerships and demonstrate the ability to promote and empower communities. You will be an excellent team player with the ability to work effectively with partner organizations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The PACE Officer is responsible for the day-to-day implementation of YCST activities in their assigned governorate.  They ensure that the program is standardized yet flexible throughout the target areas, coordinates activities with the local partner organizations, and local authorities and communities.  In particular, he/she will support in the following:

  • Prepare action plans for each target community/district based on the general work plan of the PACE component and ensure its regular monitoring and effective implementation.
  • Contribute to compiling and updating profiles and assets’ map for every targeted community. 
  • Assign duties to community mobilizers, and their capacity building in report writings, and community mobilization.
  • Support and ensure the mainstreaming of inclusiveness and the gender equality in all aspects, phases, and activities of the YCST program. 
  • Facilitate the development and implementation of the community entry strategy. 
  • Effectively contribute to the exercise of forming inclusively representative community enhancement committees. 
  • Coordinate, support, and facilitate training, capacity development and information/discussion events within the community, district, and governorate, as well as establish synergies with national/local partners. 
  • Encourage and facilitate dialogue between the Community Enhancement Committees and community members.
  • Collect data by conducting interviews, surveys, focus group discussions, and by participating in any other data collection exercise.
  • Assist in data entering, cleaning, analysis, and interpretation.
  • Facilitate the identification of the targeted communities’ stressors and priorities. 
  • Prepare informative and accurate reports on activities and achievements against the work plans, and contribute where needed to donor’s progress reports.
  • Prepare feedback, briefing notes, draft analyses of the on-going activities and summarizes lessons learnt from implemented activities. 
  • Ensure that all project documents are written using gender sensitive language.
  • Manage relationships with relevant stakeholders, including but not limited to local authorities at the governorate and district levels, and local community leaders and CBOs.
  • Contribute to addressing problems in the field, and maintain regular communication and information sharing with program team.
  • Work in close coordination with MEAL department to ensure quality of work.
  • Maintain and establish an up-to-date network of contacts to ensure effective communications with CECs, CBOs, local authorities, partners, and potential stakeholders. 
  • Travel regularly to targeted communities for assessments, meetings, events, focus group meetings and program related activities/trainings.
  • Ensure regular office work is completed, including maintaining of all project files, correspondence, photocopies, photos, etc.
  • Generate new ideas, best practices and propose new, more effective ways of doing things to improve and localize the PACE approach. 
  • Effectively work with colleagues in a manner to support performance and development 
  • of the team and individuals in line with agreed human resources policies and procedures.  
  • In cooperation with the MEAL team, ensure appropriate accountability mechanism is understood and accessible to targeted communities and responding to any feedback as needed.
  • In coordination with security staff and advisors, ensure day-to-day compliance with the security plan and procedures, and lead on the monitoring and assessment of risks to staff, partners and other stakeholders and travel to the field when the security situation allows.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values, and standpoint with regard to internal and external actors.
  • Any other related duty as required by the line manager.

ESSENTIAL REQUIREMENTS:

  • Experience and skills in effective community engagement.
  • Experience of working with local communities.
  • Effective management of community-based projects.
  • Understanding of current local communities’ issues and challenges.

EDUCATION and/or EXPERIENCE

  • University degree in (Management, Community Development, Business Administration) and/or related field and 2-3 years of relevant professional experience in a similar setting and capacity.

TECHNICAL SKILLS 

  • At least 2 to 3 years of experience working on similar roles preferably with INGOs.
  • Excellent organizational and communication skills and teamwork-oriented.
  • Excellent analytical, problem-solving and organization skills.
  • Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
  • Fluency in written and verbal English and Arabic is required.
  • Proficient in standard Microsoft Office package (Word, Excel, Outlook) and typing.
  • Ability to travel as required within Yemen.
  • Ability to work under pressure and manage personal stress levels.
  • Sense of neutrality and ability to work across Yemen, in cooperation with all parties to the conflict.
  • Must be able to work in collaboration with both national and international staff.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • Excellent organizational skills and the ability to determine priorities and respect deadlines.
  • Ability to exercise sound judgment and make decisions with limited supervision.
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations.
  • Creative and able to work with limited resources.

WORKING CONDITIONS
Normal office environment, however, due to the nature of activities and areas where we operate, you might have to work below normal/difficult working/travel/accommodation conditions. Able to work on a computer and operate a keyboard, for extended periods. Able to work out of office location, at times at odd hours.
