Position: Protection Monitoring Coordinator
Job site: Based in Aden, but roving (Aden, Lahj, and Taiz)  
Report to: Project Manager and Coordinator 
Status: Fulltime
Supervises: Protection Monitoring Officers

Purpose /Objectives: 
The Protection Monitoring Coordinator is responsible for the overall high-quality and timely implementation and reporting of the protection monitoring activities for INTERSOS’ UNHCR-funded IDPs project in his/her Area of Responsibility, according to relevant principles and minimum standards, while at all time prioritize the safety and security of beneficiaries and staff

Project information:
INTERSOS is implementing the UNHCR funded project entitled: ‘Provision of life-saving protection services to IDPs and conflict affected PoCs in south Yemen’. The project addresses some of the critical needs of IDPs and conflict-affected communities in Aden, Lahj, Taiz (South Taiz, West Taiz, Taiz City.
INTERSOS is supporting IDPs, Returnees and conflict affected Host Communities. The project will ensure legal assistance (counselling, mediation, representation, civil documentation) and legal awareness, psycho-social assistance through Psycho-Social Support (PSS) / Psycho-Social First Aid (PSFA), Individual Case Management (ICM), and quality referrals. Furthermore, persons at protection risk are provided with unconditional Emergency Cash Assistance (ECA) as part of INTERSOS’ ICM work. INTERSOS is also conducting Protection Monitoring activities in the targeted areas on household, community and individual levels through Protection Monitors combined with Community Outreach Volunteers (COVs) from the IDP and Host Communities, applying different monitoring methodologies including Household Assessments (HHAs), KIIs, FGDs, and Observation. The movements and needs of the IDPs will be constantly monitored and tracked and the proposed action might be redirected accordingly. Eventually, local community is empowered through support to Community Based Protection Networks Members (CBPN Members) in hard to reach areas, which are flagging protection concerns, function as a bridge between the communities and the services present on the ground, as facilitate community complaints.

Responsibilities/duties:

Team Management and Technical Facilitation:

  • Ensure a permanent coordination and monitoring of projects’ teams’ activities.
  • Support the staff teams through the development of a technically sound (monthly & weekly) work plan consistent with the goals and objectives of the project.
  • Organize weekly/monthly meetings to plan activities with the projects’ teams, 
  • Strengthen and ensure communication / coordination among the projects’ teams, ensuring that there is a comprehensive link and mainstream between the different project components.
  • When requested, participate in the recruitment of projects staff; 
  • Provide objective feedback with regards to staff performance (evaluate performance and delivery against job descriptions), expectations and areas for growth and professional development. 
  • Ensure the team in the respective area are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues
  • Maintain good working relations with key actors, including refugee committees, local authorities and partner organizations.
  • In coordination with the teams, ensure that a weekly expenditure planning is prepared and timely delivered to the Project Manager including expected costs for:
  • Cost to deliver/implement activities
  • Manage responsibly the petty cash.
  • Ensure that all other relevant administrative & financial documentation (purchase requests, receipts) is completed accurately as required. 

Reporting:

  • Drafting the monthly Protection SitRep and deliver it timely to the Project Manager and Protection Coordinator
  • Provide qualitative & timely monthly reports to the Project Manager and Protection Coordinator giving a comprehensive overview of the achievements and targets reached per activity (activity implementation progress) conducted, indicating the challenges and mitigating measures proposed or to be implemented, indicating issues related to HR, and refer to next month’s planning, etc.

Other:

  • Participate in monthly coordination meetings with different projects per PM and PC request.
  • Attend internal and external trainings and support in identifying staff training needs;
  • Meet with other INTERSOS projects’ staff as required: conduct punctual meetings for sharing ideas, priorities with projects’ teams’ members;
  • Maintain positive coordination and relationships with partners by liaising and collaborating with other INGOs and LNGOs when required.
  • Take part, when requested by the supervisors, at coordination and meetings with UNHCR and other organizations 
  • In coordination with Project Manager, identify a suitable replacement during his/her absence

Any other task requested in order to achieve the project’s objectives.
Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.

Overall, these tasks require:

  • Adherence to Humanitarian principles of Neutrality, Impartiality, Independence, and Humanity
  • Clear & timely communications to line management 
  • Full abiding by INTERSOS internal rules and guidelines and respect INTERSOS Charter of Value and Code of Ethics 

Qualification/level requirements.

  • Minimum bachelor’s degree  
  • At least 4 years of professional experience working with NGO in Yemen
  • Demonstrable experience in activity coordination, team management, supervision of team and motivation of team
  • Proven familiarity with protection programming and protection language, with prior experience in protection monitoring being a specific asset
  • Proven computer skills (proven computer literacy), especially in excel, word and other data base software, database management skills 
  • Strong experience with monitoring tools and systems, including use of SMART tools (KOBO, ODK, etc.)
  • Demonstrated experience in staff supervision 
  • Excellent reporting skills (English) 
  • Strong understanding of humanitarian principles and protection guidelines
