About the Job:

We are recruiting a Finance officer who will be responsible for sound financial management, grant management, and compliance in LFD. S/he will work closely with program team members and will ensure the proper implementation of LFD financial Management policies, practices, and procedures.

About LFD:

Light Foundation for Development (LFD) is a Yemeni non-profit, non-governmental organization that responds to humanitarian crises, which threaten the lives of vulnerable men, women and children to help them survive and rebuild their lives.

Duties and responsibilities: 

  • Lead all financial management and reporting across LFD, including advising and supporting the CEO in maintaining efficient financial control and budget management and tracking.
  • Lead the Quarterly Budget Review and reforecasting process for the projects.
  • Assess monthly cash-flow needs for projects and bases and communicate cash requests to the CEO;
  • Develop and adjust project budgets in liaison with Project Managers as required
  • Analyse gaps between planned budgets and actual expenses;
  • Proactively engage in budget development, implementation and revision as may be required
  • Oversee and lead all audit procedures
  • Preparation of project monthly financial reports and submission to the CEO.
  • Preparation of donor reports and verification for accuracy of documentation in line with contractual obligations.
  • Communicate accounts on a monthly basis to the CEO, respecting deadlines
  • Ensure reports are submitted to the donor on a timely basis.
  • In collaboration with Compliance Advisor - flag potential areas of financial compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future
  • Maintain oversight on due diligence in all aspects of the disbursements, receipts, and management of the Projects’ financial resources including responsibility for internal control procedures and cash flow management
  • Effectively lead a small but rapidly expanding finance team
  • Oversee the team and undertake appraisals and performance management of directly supervised colleagues;
  • Ensure training and capacity building for finance team members in order to increase the level of technical ability and skills within the department;
  • Improve information flows within the finance department and with other departments and projects.

Required Skills, Knowledge, and Abilities:

  • Must be able to communicate effectively, both written and spoken, in English & Arabic
  • Wide experience in the use of computer applications; clear understanding on the usage of financial software systems.
  • Extensive experience managing donor funds and ensuring compliance with donor requirements.
  • Able to work in unpredictable and at times insecure environments, following organizational and wider sector security procedures
  • Demonstrated experience of capacity building of staff
  • Understanding of risks and related relevant controls primarily in the overall grant cycle including program, financial, and procurement cycles

Education and Experience:

  • University degree in finance, accountancy, or related field;
  • At least 5 years’ experience in financial management with an NGO involving work in finance, accounting, budget, audit and related functions with solid grasp of accrual accounting as well as supervisory experience
