Job Description

Save the Children in Yemen is looking for eligible candidates for the position of

Subnational Nutrition Cluster CoCoordinator
 Location: Hodiedah and Hajah 

Position Objectives:

Under the supervision of SCI Head of Health & Nutrition the Subnational Nutrition Cluster Cocoordinator will be responsible for supporting subnational cluster coordination mechanisms at Hodeida hub (Hodeida, Hajjah, AlMahweet, and Raymah) to ensure integrated nutrition services in emergency response and real time monitoring information to make informed and evidencebased strategic decisions. The Subnational Nutrition Cluster Cochair will be expected to work with the Nutrition Subnational Cluster Coordinator (UNICEF) to support the implementation of, monitor and evaluate performance of the nutrition cluster against the six core cluster functions and accountability to affected populations by placing affected population at the centre of decisionmaking and action. The subnational nutrition cluster cochair will be hired under Save the children recruitment process and she/he will demonstrate a potentioal support to SCI team in Hodeida and Hajjah, in particular, researches, data analysis, and common approaches

KEY AREAS OF ACCOUNTABILITY:

The subnational nutrition cluster cochair is responsible to facilitate and guide Hodeid hub subcluster and subcluster partners towards a reliable and predictable response through the provision of evidence based strategic and operational guidance and support. The cochair facilitates partner/partner coordination, information sharing, and reduces duplication through technical standards. She/he will work with the Yemen Nutrition Cluster in support of delivery of the core cluster functions described below:

 1.To support service delivery by:

  • Providing a platform that ensures service delivery is driven by the Humanitarian Response Plan and strategic priorities.
  • Developing mechanisms to eliminate duplication of service delivery.

2.To inform the HC/HCT’s strategic decisionmaking by:

  • Preparing needs assessments and analysis of gaps (across and within clusters, using information management tools as needed) to inform the setting of priorities.
  • Identifying and finding solutions for (emerging) gaps, obstacles, duplication and crosscutting issues.
  • Formulating priorities on the basis of analysis.

3.To plan and implement cluster strategies by:

  • Developing sectoral plans, objectives and indicators that directly support realization of the overall response’s strategic objectives.
  • Applying and adhering to common standards and guidelines.
  • Clarifying funding requirements, helping to set priorities, and agreeing cluster contributions to the HC’s overall humanitarian funding proposals.

4.To monitor and evaluate performance by:

  • Monitoring and reporting on activities and needs.
  • Measuring progress against the cluster strategy and agreed results.
  • Recommending corrective action where necessary.

5.To build national capacity in preparedness and contingency planning by:

  • Support Contingency/preparedness planning 
  • Analysis and early warning reports
  • Coordinate capacitybuilding initiatives
  • Support coordination training for national counterparts

6.To support robust advocacy by:

  • Identifying concerns, and contributing key information and messages to HC and HCT messaging and action.
  • Undertaking advocacy on behalf of the cluster, cluster members, and affected people.

Management, Reporting line and Accountability: 
The cochair’s administrative line of reporting falls within the management structure of Save the Children International (SCI), however, on the cluster activities — the Cochair will report chief of field offices in Hodeida hub.
Subnational nutrition cluster cochari is accountable to the affected populations she/he commits to serve. She/he commits to promoting and strengthening accountability to affected populations among cluster partners.
The Cochair, having committed to neutrally representing the views of the Cluster as a whole, is accountable to the Cluster partners for ensuring that the Cluster is functioning to its highest standards.
The  Cochair commits to joint decisionmaking in all aspects of cluster management, strategy and activities. 

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Education 

Degree or advanced diploma in international development, Public Health, Nutrition or a related technical field. Training on cluster approach and coordination will be an advantageWork Experience: 

  • At least 5 years of postgraduate progressively responsible professional experience in nutrition, public health management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food assistance;
  • Experience in survey methodologies, nutrition assessment and relevant data analysis;
  • Food security and multisector programme knowledge and experience are desirable.

Technical Skills & Knowledge:

  • Strong knowledge of nutrition and recent developments in the field;
  • Knowledge of sound research methods and monitoring and evaluation standards;
  • Understanding of donor policies, strategies, and programme priorities;
  • Advanced computer skills with at least intermediate proficiency in windows based word processing, spreadsheet and nutrition/public health software (i.e. EPI Info);
  • General knowledge of UN system policies, rules, regulations and procedures governing administration is highly desirable;
  • Indepth knowledge of relevant field of specialization (nutrition, public health, development or other) is an asset;

Familiarity with quantitative and qualitative health/nutrition survey techniques is an added value.
